WHEREAS, A memorial has been presented to the Senate by Levi B. Vilas, asking to be admitted to a seat in the Senate as a member thereof from the 26th Senatorial district; also a memorial by John Boyd claiming to be admitted to a scat from the 20th Senatorial district; therefore,

Resolved, That the Secretary of State be, and that he is hereby requested to furnish to the Senate, for its information, copies of all election reports, and of all documents and papers on file in his office which relate to, or may be evidences of, the election of the said Levi B. Vilas and John Boyd, or either of them, to the Senate for the session of 1871; and

Resolved, further, That the Governor be and is hereby requested to inform the Senate what information, if any, has been furnished to the executive office in regard to any alleged vacancies in the 26th Senatorial district and in the 20th Senatorial district, or either of them, for the session of 1871, and also to inform the Senate what action, if any, has been taken by the Executive in regard to filling such alleged vacancies, together with his reasons therefor.

RESOLUTIONS INTRODUCED.

WHEREAS, It appears that during the last months numerous ships have left our harbors with arms and munitions of war of all kind for France, and that most of these munitions are taken out of the arsenals of the United States; and

WHEREAS, The President of the United States has proclaimed strict neutrality in the present war between France and Germany; therefore,

Resolved by the Senate, the Assembly concurring, That the policy of the administration in thus selling munitions of war is contrary to the neutrality laws and against international policy.

Resolved, That Congress be and is hereby requested to pass further strict laws to prevent the violation of our neutrality.

Resolved, That copies of the foregoing preamble and resolutions, duly authenticated, be transmitted by the Secretary of State to the President of the United States Senate, and also to the Speaker of the House of Representatives of the United States, with the request that the same be laid before their respective houses for immediate

action.
