To the Honorable the Senate:

I hereby nominate and appoint, subject to the approval of your honorable body, the following named Regents of Normal Schools: Willard H. Chandler, Dane county.

T. D. Weeks, Walworth county.

A. H. Weld, Pierce county.

The terms of office of said Regents to commence on the first day of February, A. D. 1871, and continue until others are appointed and confirmed, as required by law.

To the honorable, the Senate:

EXECUTIVE DEPARTMENT,
MADISON, January 28, 1871.

In compliance with Senate resolution No. 15, I herewith transmit to your honoreble body copies of all papers received at this department, giving any information in regard to any alleged vacancies in the office of Senator from the 20th and 26th Senatorial districts, for the session of 1871.

No action has been taken by the Executive in regard to filling such alleged vacancies, for the reason that I did not deem it the province of the Executive to act in the remises until notified by the Senate that vacancies existed therein. The Senate being the sole judge of the qualifications of its members, I could but regard it as the only power which could authoritatively inquire into, and find, the facts alleged as creating vacancies in said districts and decide their legal effect.

I was sustained in this view of the case by the opinion of the Attorney-General.

And said vote was reconsidered.

Resolved by the Senate, That the Chief Clerk be instructed to procure from the State Superintendent of Public Instruction, a copy of Webster's Dictionary for the use of the Clerks of the Senate du ring the Session of the Legislature, the same to be returned at the close of the Session.

Senator Strong moved an amendment to the amendment, by striking out the words "the same to be returned at the close of the session,"

The motion to amend the amendment was lost,

And the amendment by Senator Little prevailed,

And the resolution as thus amended.

Was adopted.
