PREFACE.

THE Author's endeavour, in the following pages, has been to place in chronological order some of the chief rules which now govern, or formerly have regulated, the intercourse of States, and to refer those rules to the principles which they illustrate, or to which they form exceptions. It is hoped that students preparing for examination will find the analysis of assistance in referring the topics included under similar headings to the same branch of the subject, and that the whole work may assist the perusal of the standard text-books.
