The Speaker has signed, in the presence of the House, the following bill, and the same is now ready for the signature of the President of the Senate:

The House has passed the following bills, in which the concurrence of the Senate is requested:

H. B. No 37, To define and punish certain contempts of court.

H. B. No. 52. To amend section 200 of the act to establish a code of civil procedure, passed May 11, 1853, as amended by the act of March 17, 1856. EDWARD KINSMAN, Clerk.

Mr. Welsh offered for adoption the following resolution, which was agreed to: Resolved, That the standing committee on Public Printing be requested to inquire into the cause of the delay which seems to exist on the part of the State printer in furnishing promptly to the Senate such matter as may be required to be printed for the use of the Senate, and to make such arrangements with the State printer as shall secure a prompt execution of the work, and its delivery at the proper time, to enable the Clerk to prepare and have printed a daily calendar, as provided for in the standing rules of the Senate.

On motion of Mr. Monroe,

The Senate resolved itself into committee of the Whole on the orders of the day, Mr. Harsh in the chair, and after some time spent therein, rose and reported back the following bills, viz:

H. B. No 78, To amend "an act for the punishment of certain offenses therein named," passed March 8th, 1831, without amendment.

Which was referred to the committee on Judiciary.

8 B. No 48, To amend the 7th section of an act further to prescribe the duties of county commissioners, with the following amendmen's, to wit:

In line 3 of section 1, strike out "February 26, 1857," and insert "April 16, 1861;" also, in the 6th line of the bill, strike out the word "June," and insert the word "September;" which were agreed to.

Said bill was referred to the committee on Retrenchment.

Mr. Eggleston asked and obtained leave to present a communication from Geo. Carlisle of Hami'ton county, asking the passage of a joint resolution instructing our Senators and requesting our Representatives in Congress to vote for the bill authorizing the issue of demand treasury notes with the legal tender clause; which was referred to the committee on Currency.

Also, a communication from Gen. O. M. Mitchell, in reference to the paying of his staff officers; which was referred to the committee on Military Affairs. Mr. McBurney moved that the Senate adjourn, which motion was lost. Mr Hitchcock asked and obtained leave of absence until Tuesday. On motion of Mr. Hitchcock, it was

FRIDAY, FEBRUARY 7, 1862.

Mr. Quinby presented the petition of G. F. Brown and 20 others, citizens of Trumbull county, remonstrating against the passage of H. B. No. 30, To amend section one of an act entitled an act regulating the payment of costs in prosecutions for minor offences, passed March 10, 1860; which was referred to the committee on Judiciary.

The following bills were severally read the second time and committed to the committee of the Whole, and made the special order for this day:

H. B. No. 52, To amend section 200 of the "act to establish a code of civil procedure," passed May 11, 1853, as amended by the act of March 17, 1856. H. B. No. 37, To define and punish certain contempts of court.

S. B. No. 49, Supplementary to an act to provide for the defense of the State and for the support of the Federal Government against rebellion," passed April 18, 1861.

Mr. O'Connor gave notice that on to-morrow or some subsequent day of the session he would introduce a bill to suspend, until otherwise provided by law, an act entitled "an act to establish an asylum for the education of idiotic and imbecile youth," passed April 17, 1857.

Mr. Eggleston gave notice that on to-morrow or some subsequent day of the session he would introduce a bill to repeal and amend portions of an act relating to cities of the first class, having a population exceeding eighty thousand inhabitants. Mr. Ready, from the committee on the Judiciary, reported that said committee had had under consideration H. B. No. 75, To amend section one of the act privileging certain persons from arrest and imprisonment, pas ed February 24, 1831, and had ordered him to report the same back, and recommend its passage.

Mr. O'Connor moved that the bill be read the third time to-morrow; which motion was lost.

Said bill was then engrossed at the Clerk's desk, and ordered to be read the third time now,

Mr. O'Connor moved that the bill be recommitted to a select committee of one, with instructions to amend the fifth line by inserting after the word "shall," and before the word "be," the words "during the sitting of the Legislature;" which motion was lost.

Mr. O'Connor voted in the negative.

So the bill, having received a constitutional majority, was passed.
Ordered that the title be as aforesaid.

Mr. McVeigh, from the committee on Military Affairs, reported that said committee had had under consideration Senate Bills Nos. 1, 6, 9 and 10, relating to the relief of the families of volunteers; and also the memorial of Alexander Ewing and eleven others, on the same subject; also the memorial of Jonathan Harshman and others, on the same subject; also the memorial of W. McClelland, on the same subject; and had ordered him to report the same back, and that said committee be discharged from the further consideration of the same. Which was agreed to.

Mr. Perrill, from the standing committee on Roads and Highways, to whom was referred H. B. No. 31, by Mr. Odlin, To amend section 41 of an act to provide for the creation and better regulation of incorporated companies in the State of Ohio, passed May 6, 1852, reported that they had had the same under consideration, and had directed him to report it back, with a recommendation that it be indefinitely postponed.

The report was agreed to, and the bill indefinitely postponed.

Mr. Gunckel, from the committee on the Judiciary, reported that said committee had had under consideration S. B. No. 38, by Mr. Sprague, To amend sec. 146 of "an act to provide for the settlement of the estates of deceased persons," and had ordered him to report the same back, and recommend that the same be indefinitely postponed. The report of the committee was agreed to, and the bill indefinitely postponed. Mr. Whetstone, from the standing committee on Printing, to which was referred the resolution of Mr. Welsh, relative to the delay on the part of the State Printer in furnishing promptly to the Senate such matter as may be required to be printed for the use of the Senate, &c., reported that they waited upon the State Printer and presented to him said complaint, and received from him in reply that the delays have been occasioned by the breakage of his machinery, which being now thoroughly repaired, the Senate shall not have any more cause of complaint.

Mr. Johnston, from the committee on the Judiciary, reported that said committee had had under consideration H. B. No. 78, and had ordered him to report the same back with two amendments, as follows:

1. To strike out of the second section the words "and this act shall take effect from its passage," and add to said section the following words: "Provided, that all offenses committed prior to the taking effect of this act shall be prosecuted and punished in the same manner as if this act had never been passed."

2. Add the following section:

"Section 3. This act shall take effect from and after its passage." And, with said amendments, recommended the passage of the bill.
