"Resolution relating to the appointment of Samuel B. Knapp fiscal agent."

Which was read a first and second time.

Mr. Shackelford, from the joint committee on enrolment, reported No. 1, "A memorial of the Legislative Assembly, in behalf of the settlers upon the even sections reserved to the United States, by the law granting a quantity of lands to aid in the construction of the Milwaukee and Rock river canal," to be correctly enrolled.

When the Speaker signed the same.

On motion of Mr. Story,

The House then went into the committee of the whole, on resolution No. 10, entitled "Resolution relating to the appointment of Samuel B. Knapp fiscal agent," Mr. Longstreet in the

chair.

After some time the committee rose and, by their chairman, reported the said resolution to the House with amendments.

Which were agreed to.

Mr. Bracken moved to fill the blank in the 5th line of the se. cond resolution with the words "twenty thousand."

The motion was agreed to.

Mr. Cruson moved to amend the resolution by inserting the words "per annum," after the words "per cent," in the 6th line of the second resolution,

The amendment was agreed to.

Mr. Shackelford moved to lay the resolution on the table and the ayes and noes being called for, on said motion,

It was decided in the negative, ayes 3, noes 20.

Those voting in the affirmative were, Messrs. Jenkins, Shackford and Sholes.

Those voting in the negative were, Messrs. Baldwin, Billings, Blackstone. Bracken, Brunson, Conroe, Craig, Cruson, Dewey, Hoyt, Longstreet, McGregor, Newman, Shew, Stevens, Story, Street, Sutherland, Wells and Whiton, speaker.

The said resolution was then ordered to be engrossed and read a third time.

Mr. Sholes offered the following resolution :

Resolved, That William B. Slaughter, Esq., Secretary of the Territory, be requested to report to this House, as soon as practi cable, the amount of money in his possession, for the payment of the expenses of the Legislative Assembly; and what arrange. ment he has made, if any, for procuring funds for the payment of the Legislative expenses.

The resolution was adopted.

Message from the Council by their Secretary:

"Mr. Speaker-The Council have passed bill No. 12, entitled A bill to provide for the construction of a bridge across the Milwaukee river,' in which I am directed to ask the concurrence of this House."

And then he withdrew.

Mr. Conroe moved to suspend the rules which prohibits bills being read a second and third time on the same day, in order that resolution No. 10, entitled "Resolution relating to the appointment of Samuel B. Knapp fiscal agent," may be read a third time

now.

And the ayes and noes being called for, it was decided in the negative, ayes 8, noes 15.

Those who voted in the affirmative were, Messrs. Bracken, Brunson, Conroe, Craig, Longstreet, Street, Wells and Whiton, speaker.

Those who voted in the negative were, Messrs. Baldwin, Billings, Blackstone, Cruson, Dewey, Hoyt, Jenkins, McGregor, Newman, Shackelford, Shew, Sholes, Stevens, Story and Suther land.

On motion of Mr. Wells,

Bills from the Council were read a first and second time, entitled as follows:

No. 2, "A bill to organize the counties of Calumet and Winnebago, and for other purposes."

No. 12, "A bill to provide for the construction of a bridge across the Milwaukee river." And,

No. 16, "A bill to prevent the sale of intoxicating liquors to Indians."

On motion of Mr. Wells,

The House resolved itself into a committee of the whole, on said bills, Mr. Blackstone in the chair.

After some time the committee rose and, by their chairman, reported the said bills to the House, Nos. 2 and 16 with, and No. 12, without amendments.

The amendments to bills Nos. 2 and 16 were then severally agreed to.

On motion of Mr. Sholes,

Ordered, That bill No. 2 do lie on the table for the present. Mr. Story moved that bill No. 12 be laid on the table. Which was decided in the negative.

Bills Nos. 12 and 16 were then severally ordered to be read a third time.

Mr. Sholes moved that bill No. 2 be now taken up and considered.

Which motion was agreed to.

Mr. Sholes offered the following amendments to said bill ; which were severally agreed to, viz:

Fill the first blank in the first section with the words "first Mon," and fill the second blank in the same section with the word "March."

Strike out the word "organized" at the close of the 6th line of the first section. Also strike out, in the 7th line of the same section, the words "except as hereinafter mentioned," and insert in lieu thereof, the words "organized for county purposes."

Fill the first blank in the 4th section with the words "first Mon" and the second with the word " March."

Mr. Street moved that the House do now adjourn until 3 o'clock P. M.

Which was disagreed to.

Mr. Billings offered the following resolution:

Resolved, That the president of the Milwaukee and Rock river canal company, be requested to inform the House upon what terms

said company will surrender to the Territory the privileges conferred upon them by the act of their incorporation.

The resolution was adopted.

On motion of Mr. Wells,

The House adjourned.

FRIDAY, December 27, 1839.

Mr. Sholes presented a communication from the Secretary of the Territory, with accompanying documents.

On motion of Mr. Sholes,

Ordered, That so much of the communication and documents as relates to the publication of the Revised Statutes, be referred to the joint committee appointed to settle the accounts of the agent to procure and superintend the publication of the said Statutes, and the remaining part of the communication to the committee on claims.

Mr. Beardsley presented the petition of inhabitants of the town of Troy, in Walworth county, praying for a change in county government.

Referred to the following select committee, viz:

Messrs. Beardsley, Wells and Childs.

Mr. Childs presented a remonstrance of citizens of Brown county against the removal of the seat of justice of said county. Referred to the committee to which a petition on the same subject was referred.

Mr. Bracken presented the accounts of James L. Thayer and L. H. Cotton, for services and expenses incurred as commission. ers of public buildings.

Referred to the committee on claims.

Mr. Childs, from the committee on engrossed bills, reported the following to be correctly engrossed, viz:

No. 10, "Resolution relating to the appointment of Samuel B. Knapp, fiscal agent."

No. 17, "A bill to authorize William H. Bruce, and others, to build and maintain a dam on the Manitouwoc river."

No. 19, "A bill to prevent trespass and other injuries being done to the possessions of settlers on public lands, and to define the right of possession on said lands."

The House then proceeded to the orders of the day, being bills and resolutions on their passage.

On motion of Mr. Sholes,

Bill No. 2, entitled, "A bill to organize the counties of Calumet and Winnebago," was amended by unanimous consent, and was then read the third time, passed, and the title amended to read "A bill to organize the county of Calumet."

The undermentioned bills and resolution were then severally read the third time, passed and titles agreed to, viz:

No. 12, (Council file,) "A bill to provide for the construction of a bridge across the Milwaukee river."

No. 16, (Council file,) "A bill to prevent the sale of intoxica. ting liquors to Indians."

No. 17, (H. R. file,) "A bill to authorize William H. Bruce, and others, to build and maintain a dam on the Manitouwoċ river."

No. 19, (H. R. file,) "A bill to prevent trespass and other in. juries being done to the possessions of settlers on public lands, and to define the right of possession on said lands."

No. 10, "Resolution relating to the appointment of Samuel B. Knapp fiscal agent."

Ordered, That the Council be requested to concur in said bills, and the amendments to bills Nos. 2 and 16, Council file.
