The resolution was then presented to, signed by the speaker, and ordered to be sent to the president of the Council for his signature. Mr. Parkinson, from the select committee, to which were referred sundry petitions for a road east of the Mississippi river, reported bill, No. 41, entitled a bill to lay out a territorial road east of the Mississippi, and for other purposes;" Which was read the first time, and, On motion of Mr. Parkinson, The rule requiring all bills to be printed on being read the first time, was suspended, and the said bill was read the second time. On motion of Mr. Engle, The rule requiring all bills to be considered in committee of the whole, before being engrossed for a third reading, was suspended, and the said bill was then ordered to be engrossed for a third reading. On motion of Mr. Sheldon, The rule requiring bills to be printed on being read the first time, was suspended in reference to bill No. 5, Council file, entitled "A bill regulating and defining the extent of the right of possession on lands belonging to the government of the United States, and for other purposes," which was then read the second time. On motion of Mr. Engle, The house resolved itself into a committee of the whole, for the consideration of said bill, Mr. Quigley in the chair. After a short time, the committee rose, and by their chairman reported said bill without amendment. On motion of Mr. Engle, The bill was committed to the judiciary committee. The secretary of the Council being introduced, delivered the following message: "Mr. Speaker,-The Council have passed 'A bill organizing a board of commissioners in each county in this territory,' in which the House of Representatives is requested to concur. "The Council has concurred in a memorial of the House of Representatives, entitled A memorial for the construction of a road from Milwaukee, &c., to Cassville on the Mississippi river,' and has filled the blank in the last paragraph with ‘fifteen.' "I am directed to return the resolution from the House of Representatives, relative to a ship canal from lake Erie to Ontario, with the signature of the president of the Council thereto : and also to present for your signature 'A memorial praying for the construction of harbours at Twin, Manitoowoc, and Sheboyagan rivers." " And then he withdrew. On motion of Mr. Sholes, The house went into committee of the whole, Mr. Teas in the chair, having bill No. 1, under consideration concerning justices of the peace. After some time, the committee rose, and, by their chairman, reported the same with amendments. The amendments reported by the committee were agreed to, and, On motion of Mr. Teas, The said bill was, for the present, laid on the table. Tuesday, December 5, 1837. Mr. Brunson, from the select committee appointed under a resolution in reference to extinguishing the Indian title to La Pointe Island, made the following report: "Your committee deems the subject to be one of considerable importance, but thinks it inadvisable to add to the present list of memorials to Congress, and would recommend the adoption of the following preamble and resolution, viz: 66 6 Whereas, The island on the south side of Lake Superior, known by the name of Magalen or La Pointe, being about twelve miles in length and from three to four in width, contains a population of ten or twelve hundred souls who are in a great measure shut out from the world and deprived of the means of justice, in consequence of the land they occupy being in possession of the Indians; Therefore, 66 Resolved, That the Hon. G. W. Jones, our Delegate in Congress be requested to use his influence in effecting the purchase of said island.'" The report was agreed to, and the said preamble and resolutions were passed. A message was received from the executive, informing the house that he had examined and approved "A memorial to Congress for a special pre-emption right for the citizens of South Port, and for the construction of a harbour at that place;" also, "A resolution relative to a ship canal to connect Lake Ontario with Lake Erie." Mr. McKnight, from the committee on corporations, by leave, reported bill No. 42, entitled "A bill to incorporate the town of Green Bay;" which was read the first time, and laid on the table. Bill No. 12, Council file, sent from the Council for concurrence, entitled “A bill to divorce Armstead W. Floyd from his wife Eleanor Floyd, was then read the first time, and On motion of Mr. Parkinson, The rule requiring bills to be printed on being read the first time was suspended, and the bill was read the second time. On motion of Mr. Engle, The rule requiring all bills to be considered in committee of the whole was suspended, in order that bill No. 37, entitled "A bill to divorce Mary M'Arthur from her husband, John M'Arthur," be taken up and considered in the house. The said bill was then ordered to be engrossed for a third reading. On motion of Mr. Teas, the 16th rule was suspended, in order that the said bill be now read a third time, and passed. The said bill was then read the third time and passed, the title thereof agreed to, and Ordered to be transmitted to the Council for concurrence. Mr. Brunson, by leave, introduced bill No. 43, entitled "A bill to incorporate the stockholders of the North-west Mining Company;" which was read the first time, and On motion of Mr. Brunson, the rule requiring bills to be printed on being read a first time, was suspended, and the said bill was read a second time. Mr. Chance, by leave, introduced bill No. 44, entitled "A bill to authorize Levi Moffit to establish a ferry across Skunk river," which was read the first time. On motion of Mr. Chance, the rule requiring bills to be printed on being read the first time, was suspended, in order that said bill be now read the second time. The bill was then read a second time, and, On motion of Mr. Chance, the several rules of the house, were suspended in relation thereto. The said bill was then ordered to be engrossed for a third reading: Read a third time, passed, and the title thereof agreed to. Ordered to be sent to the Council for concurrence. On motion of Mr. Sheldon, The several rules of the House were suspended in relation to bill No 12, Council file, entitled "A bill to divorce Armstead W. Floyd from his wife Eleanor Floyd." The said bill was then ordered to be engrossed for a third reading. Read a third time, passed, and the title thereof agreed to. Ordered, that the Council be informed. Mr. Childs, by leave, introduced the following memorial, entitled "A memorial to Congress on the subject of the improvement of the navigation of Fox river;" which was read the first, second, and third times, passed, and ordered to be sent to the Council for concurrence. On motion of Mr. Brunson, bill No. 11, entitled "A bill to authorize and require the board of supervisors of the county of Crawford to levy a series of taxes to defray the expense of building a bridge across the Marrais of St. Friole, in said county," was, by the unanimous consent of the house, amended by striking out the word "supervisors," wherever it occurs, and inserting "county commissioners." The bill was then read the third time, passed, and the title thereof, as amended, agreed to. On motion of Mr. Parkinson, The house took up the following resolution and the amendment proposed by Mr. Quigley: Resolved, That C. C. Sholes, editor of the Wisconsin Democrat at Green Bay, be employed to print the journal of this house for the present session, and that he be allowed the usual price for the same. The amendment proposed by Mr. Quigley, viz: Strike out "C. C. Sholes, editor of the Wisconsin Democrat at Green Bay," and insert "The editors of the Iowa News at Dubuque,” was withdrawn. Mr. Teas moved to lay the resolution on the table. Lost. Ayes 9; Noes 11. Mr. Chance moved to lay the resolution on the table till the 4th day of July next; and, the question being taken, It was decided in the affirmative. The following message was received from the Council by the secretary: "Mr. Speaker, The Council have concurred in the following memorials from the House of Representatives: 'A memorial in favour of John Hood;' and A memorial to Congress on the subject of the improvement of the navigation of the Fox river."" And then he withdrew. On motion of Mr. Teas, Bill No. 13, entitled "A bill to incorporate the stockholders of the Rochester and Des Moines hydraulic and manufacturing company," was read the third time, passed, and the title thereof agreed to.
