The sixteenth rule was then suspended, and the said bill was read the third time, passed, title thereof agreed to, and ordered to be sent to the Council for concurrence.

On motion of Mr. Quigley,

The rule, requiring all bills to be printed after a first reading, was suspended with regard to bill No. 46, entitled "A bill to establish the boundary lines of the counties, &c.," and the bill was then read the second time.

On motion of Mr. Nowlin,

The 18th rule was suspended, in order that said bill be now considered by the house.

The said bill was then considered, and on motion of Mr. Engle, the word "ten" in 19th section was stricken out, and the word "twenty" inserted.

On motion of Mr. Quigley,

The blank in the 13th section was filled with the word "Rochester."

On motion of Mr. Engle,

The blank in the 23d section was filled with the words "first day of March, 1838."

The said bill was then ordered to be engrossed for a third reading.

The secretary of the Council being introduced, delivered the following message:

"Mr. President,-I am directed to present for your signature 'An act to divorce Armstead W. Floyd from his wife Eleanor Floyd,' and 'Resolution relative to the publication of the laws in the several papers of this territory." And then he withdrew.

The said act and resolution were then presented to, signed by the speaker, and

Ordered to be returned to the president of the Council.

Mr. Teas, by leave, introduced bill No. 48, entitled "A bill to provide for building bridges:"

Which was read the first time, and

On motion of Mr. Nowlin, was laid on the table.
On motion of Mr. Quigley,

Bill No. 1 was taken up. Mr. Cox moved to strike out one," in the 4th line of the 12th section, and insert "three;"

In the 5th line strike out " two," and insert "six;"

In the 6th line strike out "four," and insert" nine."

Mr. Childs moved to amend the amendment by striking out "three," and inserting "twelve."

Mr. Chance moved to lay the bill on the table, to be made the order of the day for Wednesday next:

Which was agreed to.

Mr. Nowlin moved to adjourn to 3 o'clock, P. M.

Which motion was decided in the negative.

Bill No. 16, entitled " A bill providing for taking the second census or enumeration of the inhabitants of the territory of Wisconsin," was then taken up, read the second time, and,

On motion of Mr. Teas, was laid on the table.

Bill No. 10, entitled "A bill respecting constables," was then read the second time.

Mr. Nowlin moved to go into committee of the whole on said bill:

Which was decided in the negative.

Mr. Nowlin then moved to adjourn.
Which motion was disagreed to.

On motion of Mr. Childs, the said bill was laid on the table. Bill No. 18, entitled "A bill to abolish imprisonment for debt, and for other purposes," was read a second time, and made the order of the day for Monday next.

Mr. Nowlin moved to adjourn ;

And the question being put, it was disagreed to.

Bill No. 7, entitled "A bill to prevent forcible entry and detainer," was read the third time, passed, the title thereof agreed to, and ordered to be sent to the Council for concurrence.

Mr. Chance moved to adjourn, which was disagreed to. Bill No. 41, entitled " A bill to lay out a territorial road east of the Mississippi, and for other purposes," was then read the third time, passed, the title thereof agreed to, and ordered to be sent to the Council for concurrence.

Mr. Chance moved to adjourn, which motion was disagreed to.

The yeas and nays being called for, on the motion to adjourn, were as follow:

Yeas:-Messrs. Chance, Engle, M'Williams, Nowlin, Quigley, Smith, Wheeler, and Leffler, speaker—8.

Nays:-Messrs. Box, Boyls, Brunson, Brunet, Childs, Cornwall, Cox, M'Knight, Reynolds, Shanley, Sholes, and Teas-14. Bill No. 13, Council file, entitled "A bill to establish a county treasurer," was read a first time, and,

On motion of Mr. Engle, the different rules were pended in reference thereto, and the said bill was read the second time.

Mr. Nowlin moved to go into committee of the whole for the consideration of said bill, and on this motion

The yeas and nays being called for, were as follow:

Yeas:-Messrs. Box, Childs, Cornwall, Chance, Engle, Nowlin, Quigley, Reynolds, Sheldon, Smith, Shanley, and Wheeler-12.

Nays:-Messrs. Boyls, Brunson, Brunet, Cox, Jenkins, M'Knight, M'Williams, Parkinson, Sholes, Teas, and Leffler, speaker-11.

The house then went into committee of the whole, Mr. Sheldon in the chair, having the said bill No. 13, under consideration. After some time, the committee rose and reported the bill with an amendment.

The house agreed to the amendment of the committee, and Ordered the bill to be engrossed for a third reading. Mr. Engle moved to suspend the sixteenth rule, in order that said bill be read a third time now.

The motion was disagreed to.

Mr. Nowlin moved to adjourn, which was disagreed to. Bill No. 19, Council file, entitled "A bill to enforce the ment of certain moneys into the several county treasuries," was read the first time.

Mr. Chance moved to suspend the rule requiring bills to be printed on being read a first time in reference to said bill.

The yeas and nays being called for, were as follow:

Yeas:-Messrs. Box, Chance, Engle, Jenkins, Nowlin, and Quigley-6.

Nays:-Messrs. Boyls, Brunson, Brunet, Childs, Cornwall, Cox, McKnight, M'Williams, Parkinson, Reynolds, Sheldon, Shanley, Sholes, Teas, and Leffler, speaker-15.

So the house refused to suspend the rule.

Mr. Nowlin moved to take up a preamble and resolution offered by Mr. Shanley on yesterday relative to a pre-emption law, which was disagreed to.

On motion of Mr. Engle,

Bill No. 12, entitled " A bill for the partition of the half breed lands, and for other purposes," and

Report No. 15, relating to said bill were read, and

On motion of Mr. Cox, were referred to the judiciary committee.

Mr. Nowlin moved to adjourn, which was disagreed to.

The house then took up the motion made by Mr. Brunson on yesterday for the reconsideration of the vote on a motion made by Mr. Chance, laying a resolution respecting printing of the journal on the table, until the 4th of July next.

And the question being put "Shall the house reconsider the said vote?"

It passed in the affirmative.

The yeas and nays being called for, were as follow:

Yeas:-Messrs. Boyls, Brunson, Brunet, Childs, Cornwall, Cox, Jenkins, M'Knight, M'Williams, Parkinson, Reynolds, Sheldon, Shanley, Sholes, and Teas-15.

Resolved, that C. Sholes, editor of the Wisconsin Democrat, at Green Bay, be employed to print the journal of this house for the present session, and that he be allowed the usual price for the same.

Mr. Engle offered the following amendment :

"And that he be paid for the same out of the territorial treasury."

The question was taken on the amendment, and the yeas and nays were as follow:
