The bill was then read the second time, and

On motion of Mr. Teas, the House resolved into a committee of the whole on said bill; Mr. Sheldon in the chair. After some time the committee rose, and by their chairman reported the bill without amendment.

Ordered, that the said bill be committed to the committee on the judiciary.

Bill, No. 31, Council file, entitled "A bill to establish the several towns in the counties of Milwaukee, Brown, and Racine, and the counties attached for judicial purposes;" was read a first time, and

On motion, ordered, That the standing rule respecting printing, be suspended with reference to said bill

The bill was then read the second time, and,

On motion of Mr. Sholes, the house resolved itself into the committee of the whole, on said bill, Mr. Engle in the chair. After some time the committee rose, and by their chairman reported said bill with amendments.

The house agreed to the amendments made in committee, and the bill was ordered to be engrossed for a third reading.

Mr. Nowlin, from the committee on claims, to whom was referred the account of Webster, Burgess, and Morgan, submitted the following report and resolution, which were read and agreed to.

The committee on claims, to which was referred on account of Webster, Burgess, and Morgan, for stationary, &c. furnished the legislature in 1836, beg leave to make the following report:

The committee have been informed by the secretary of the territory that he has received a communication from the late secretary John S. Horner, and that said Horner has deposited at Green Bay the amount of one hundred and eighty dollars, a balance yet due Messrs. Webster, Burgess, and Morgan for stationary, &c. furnished the legislature last winter, and that the aforesaid gentlemen have been notified of the same.

Wherefore your committee ask the adoption of the following resolution:

Resolved, that the committee on claims be excused from the farther consideration of said account.

The following communication was received from the council by their secretary :

"Mr. Speaker,-The council has adopted a substitute for the memorial from the House of Representatives in relation to the defence of the frontier; in which the concurrence of the house is requested."

And then he withdrew.

Mr. Boyls gave notice that he would, at a future day, introduce a bill concerning debtors and their securities.

Mr. Shanley gave notice that he would, at a future day, bring in a bill respecting mechanics.

Mr. Teas gave notice that he would, at some future time, bring in a bill for the destruction of wolves.

Mr. Parkinson asked leave of absence for Mr. Box, till Tuesday next.

Leave was granted,

The house adjourned,

The following message was received from the executive:

"Territory of Wisconsin, Executive Department Burlington, Dec. 18, 1837. "To the Hon. the Speaker of the House of Representatives: Sir,- An act to establish the boundaries of the counties of Lee, Van Buren, Des Moines, Henry, Louisa, Wayne, and Slaughter, to locate the seats of justice of said counties, and for other purposes,' was presented for my examination and approval on the 16th inst. I respectfully ask of the house, of which you are the organ, to furnish me with all petitions which

have been presented to your body in relation to the afore

Ordered, That the clerk furnish the executive with the petitions referred to in the said message.

Mr. Cornwall stated, that he had received a petition of ninety-two inhabitants of Walworth county, praying for the location of the county seat at Delevan, which was consumed by the late fire, and had not been presented to this house. On motion of Mr. Sheldon,

Resolved, That the committee on the judiciary be instructed to bring in a bill, defining the manner of sales on mortgages and the right of redemption.

On motion of Mr. Quigley,

Resolved, That there be a select committee appointed to inquire what progress is made in the building of the public buildings, and in what situation the said buildings are in at this time, as authorized by an act of the legislature, approved December 3, 1836, and report the result of their inquiry to this house.

Messrs. Quigley, Sheldon, and Cox, were appointed the committee.

Mr. Nowlin, from the select committee, to which was referred bill No. 9, entitled "A bill to locate and establish a territorial road from Bloomington to the forty mile point on Cedar river," reported a substitute for said bill;

Which was read the first time.

The rule to print was suspended in reference to the bill, and It was read the second time, and laid on the table.

Mr. Engle, from the committee on the judiciary, to which was referred bill No. 24, entitled "A bill concerning promissory notes, due bills, bills of exchange, &c., and to regulate the interest on money," reported the same with amendments; which was read the second time, and laid on the table.

Mr. Engle, from the same committee, reported bill No. 62,

entitled "A bill for an act to amend an act, entitled An act to establish the judicial districts of the territory of Wisconsin, and for other purposes, and to regulate the time of holding courts in the several counties of this territory;""

Which was read the first time.

The rule to print was suspended in reference to said bill, and It was then read the second time, and laid on the table. Mr. Engle, from the same committee, reported bill No. 63, entitled "A bill relative to limited partnerships."

Which was then read the first time, and laid on the table. Mr. Brunson, from the committee on engrossed bills, reported bills Nos. 14, 23, 31, and 34 to be correctly engrossed, viz:

No. 34, entitled "A bill to authorize the appointment of commissioners out of the territory to take the acknowledgment of deeds and instruments of writing under seal."

No. 31, entitled "A bill to incorporate the Milwaukee and Rock River Canal Company."

No. 14, entitled "A bill to incorporate the Wisconsin Insurance Company, at Green Bay."

The above bills were severally read the third time, passed, titles agreed to, and

Ordered to be sent to the Council for concurrence.

Bill No. 23, entitled "An act to authorize the supervisors of Iowa county to borrow money for the erection of a court house and jail," was then read a third time, passed, and the title amended to read

"A bill to authorize the boards of county commissioners of the several counties in the territory to borrow money for the purpose of erecting court houses and jails."

Ordered that the same be sent to the Council for concur

rence.

Mr. McWilliams, from the committee on enrolments, reported bill No. 13, Council file, entitled "A bill to provide for the election of county treasurers, and to define their duties," to be correctly enrolled.

The bill was then presented to, signed by the speaker, and ordered to be sent to the president of the Council for his signature."

Mr. M Williams, from the same committee, informed the house that on Saturday, the 16th inst., he presented to the executive, for his approval,

"An act to establish the boundaries of the counties of Lee, Van Buren, Des Moines, Henry, Louisa, Wayne, and Slaughter, to locate the seats of justice of said counties, and for other purposes."

Mr. Smith, in pursuance of previous notice, introduced bill No. 64, entitled "A bill to locate a territorial road from Janesville to the White Oak Springs," which was then read the first time, and laid on the table."

Mr. Boyls, in pursuance of previous notice, introduced

Bill No. 65, entitled "A bill concerning debtors and their sureties," which was then read the first time, and, on motion, Referred to the committee on the judiciary.

The undermentioned bills were introduced in pursuance of previous notice, and severally read the first and second times, and laid on the table, the rule to print having been suspended. By Mr. Quigley, (No. 66,) "A bill to provide for the collection of demands against boats and vessels."

By Mr. M'Williams, (No. 67,) “A bill to organize a board of public works.”

Bill No. 21, entitled 'A bill to subject real and personal estate to execution, and for other purposes," was read the second time, and laid on the table.

The substitute for "A memorial to the secretary of war, relating to the defence of the frontier," received from the Council, was then read and concurred in.

Ordered, that the Council be informed.

On motion of Mr. Sholes,

Bill No. 26, Council file, entitled "A bill to amend an act to incorporate the Bank of Wisconsin," was read a first time.

The different rules were suspended with reference to said bill, and the same was then read a second time and considered.

The bill was then ordered to be engrossed for a third reading.
