A message was received from the executive, informing the house, that he had examined and approved

“An act to establish the boundary lines of the counties of Dubuque, Clayton, Jackson, Scott, Delaware, Buchanan, Cedar, Fayette, and Keokuck, and to provide for the location of the the seats of justice in said counties, and for other purposes."

Mr. M Williams, from the committee on enrolment, reported the following acts, to be correctly enrolled, viz:

“An act to locate the seat of justice of Rock county, in this territory;" and

"An act to incorporate the Beloit Seminary in Rock county." They were then presented to, signed by the speaker, and ordered to be sent to the president of the Council, for his sig

nature.

Mr. Reynolds presented the petition of Lewis M'Kee, praying for the exclusive right of keeping a ferry at Bloomington. Referred to the following select committee, viz:

Messrs. Reynolds, Blair, and Nowlin.

Mr. Chance presented petitions of inhabitants of Van Buren county, praying that the county seat of said county, may remain at Farmington, and that the boundary lines of said county may be changed.

Referred to the Des Moines delegation.

Mr. Parkinson, agreeably to previous notice, introduced bill No. 87, entitled "A bill to locate the seat of justice of the county of Green, and for other purposes."

Read a first time, the rule to print in reference thereto suspended, read a second time, and made the order of the day for Thursday next.

Mr. Cox offered the following resolution:

Resolved, That this house adjourn, on the 19th of January next, (the Council concurring herein,) and that this house receive no new matter, after the 15th of next month, unless the

same has reference to bills that may be introduced previous to that time.

On motion of Mr. Teas,

The resolution was laid on the table.

On motion of Mr. Box,

The message of the executive, returning "An act to establish the boundaries of the counties of Lee, Van Buren, Des Moines, Henry, Louisa, Wayne, and Slaughter, to locate the seats of justice for said counties, and for other purposes," with his reasons for withholding his signature therefrom, together with said act, and the papers relating thereto, were taken up, and

Referred to a select committee, consisting of the entire delegation of Des Moines county,

On motion of Mr. Box,

Resolved, That the committee to which were referred the act establishing the boundaries of the counties formed out of Des Moines county, and the message of the executive relating thereto, have power to send for persons and papers.

Mr. Cox moved to reconsider the vote of the house, adhering to their amendments made to bill No. 31, Council, file, entitled "A bill to establish the several towns in the counties of Milwaukee, Brown, Racine, and the counties thereto attached for judicial purposes;"

And, pending the question thereon, the secretary of the Council was introduced, and delivered the following message:

"Mr. Speaker,-I am directed, in accordance with a request from this house, to present the accompanying documents relating to the memorial passed by the Council, asking an additional appropriation to complete the public buildings at the seat of government.

"The Council have concurred in the amendment made by this house to the joint resolution rescinding part of the previous resolution passed, relative to printing the laws of this territory, viz:

"To add thereto, the words, and Fort Madison Patriot, published at Fort Madison;""

And then he withdrew,

The question was then taken on the motion made by Mr. Cox, and the yeas and nays being called for, were as follows: Yeas:-Messrs. Box, Brunson, Cox, Jenkins, Reynolds, Sheldon, and Shanley-7.

Nays:-Messrs. Blair, Brunet, Childs, Cornwall, Chance, Engle, McKnight, M'Williams, Nowlin, Parkinson, Quigley, Smith, Sholes, Teas, Wheeler, and Leffler, speaker-16.

So the motion to reconsider was lost.

Mr. Shanley, agreeably to previous notice, introduced Bill No. 36, entitled "A bill to establish a ferry on Rock river, at Janesville, 'in Rock county."

Read the first and second times, the rule to print having been suspended with reference to said bill.

Mr. Sholes gave notice that, at some future day, he should ask leave to bring in a bill for the incorporation of a territorial medical society.

Mr. Shanley gave notice that, on Tuesday next, he should ask leave to bring in a bill to establish a ferry across Turkey river, in Clayton county.

Mr. Jenkins gave notice that, at a future day, he should ask leave to bring in a bill to prevent fraudulent devices and for other purposes; and a bill concerning vagrants.

Mr. Teas gave notice that he should, on a future day, introduce a bill to incorporate the city of Burlington.

On motion of Mr. Quigley,

The house adjourned until Tuesday next, at 10 o'clock, A. M.

The speaker stated that he had received a communication from Charles Bracken, enclosing a memorial addressed to this house, which he now submitted.

The memorial (see Appendix, " No. 3,") was then read and considered.

Whereupon Mr. Cox offered the following preamble and resolution:

Whereas charges have been preferred against the Hon. D, M. Parkinson, a member of this house, by Charles Bracken; and whereas it appears that the said charges are founded upon circumstances that took place about ten years since, and were well known to, and fully canvassed by the constituents of said Parkinson, previous to his election; and whereas it is believed that the person preferring the charges is actuated more by feelings of personal hostility than by a desire to promote public justice, therefore,

Resolved, That it is neither expedient nor proper for this house to entertain the charges preferred against the Hon. D. M. Parkinson, and that we have the highest confidence in his honesty and integrity of purpose.

The question was taken on the adoption of the preamble and resolution, and the yeas and nays being called for, were as follow:

Yeas:-Messrs. Blair, Boyls, Brunson, Brunet, Childs, Cornwall, Chance, Cox, Engle, Jenkins, M'Gregor, M'Knight, McWilliams, Nowlin, Quigley, Sheldon, Sholes, Wheeler, and Leffler, speaker-19.

Nays;-None.

So the preamble and resolution were unanimously adopted. Mr. Childs presented the petition of William B. Slaughter, praying for the privilege of building a dam across the Manitoowoc river; and asked leave to bring in, at a future day, a bill for that purpose.

Leave was granted.

Mr. McGregor presented the petitions of inhabitants of Cook and Dubuque counties, praying for a territorial road from Rockingham to the Indian boundary line.

Referred to the following select committee, viz:-Messrs. M'Gregor, Wheeler, and Nowlin.

On motion of Mr. Childs,

Resolved, That this house dispense with the printing of the

daily slips, in order to give the printers time to print the bills

of this house.

Mr. Brunson, from the committee on engrossment, reported the following bills to be correctly engrossed:

No. 22, entitled "A bill to prevent and punish gambling." No. 59, entitled "A bill to locate and establish a territorial road from Dubuque to A. Bankston's."

Mr. Sholes, from the select committee of conference on the disagreeing vote of the two houses to the amendments made to bill No. 31, Council file, made the following report:

"The committee of conference appointed on Thursday last to confer with a similar committee appointed by the Council, as to certain amendments made by the House of Representatives to a bill entitled A bill to establish the several towns in the counties of Milwaukee, Brown, and Racine, and the several counties thereto attached, for judicial purposes,' which were disagreed to by the Council, beg leave respectfully to report:

"That after consultation upon the subject, they have agreed, as a joint report, to recommend the striking out of the words. "for judicial purposes" wherever they occur in said bill.

"The committee of conference on the part of the Council have agreed to recede from their disagreement to the amendment of the house inserting and at the house of John Lawe."" The report of the said committee was agreed to.

By Mr. Childs, No. 89, "A bill to incorporate the Depere Seminary."

By Mr. Wheeler, No. 91, " A bill to authorize Samuel Doolittle to keep a ferry across the Mississippi, at the town of Camanche.”
