"A bill for opening and repairing or vacating public roads and highways," was then read a first and second time; the rule to print having been suspended in reference thereto. And then the house adjourned till 3 o'clock, P. M.

3 O'CLOCK, P. M.

Mr. Childs offered the following resolution:

Resolved, That Augustus A. Bird, acting commissioner for erecting the public buildings at Madison, the seat of government, or any other person, be requested to present to this house the terms on which he will contract to complete said public buildings.

Mr. Nowlin moved to lay the resolution on the table.

And on this question, the ayes and noes being called, were as follow:

Ayes:-Messrs. Blair, Box, Engle, Nowlin, Sholes, and Wheeler-6.

Noes:-Messrs. Boyls, Brunson, Brunet, Childs, Chance, M'Knight, M'Williams, Parkinson, Sheldon, Smith, Shanley, and Leffler, speaker-12.

So the house refused to lay the resolution on the table.
The resolution was then adopted.

Mr. M Williams, from the committee on enrolments, gave notice that he had, on yesterday, January 3, 1838, presented to the executive, for his signature,

A bill, entitled "An act for laying out and opening territorial roads."

Mr. Blair, by leave, introduced bill No. 115, entitled "A bill to authorize James W. Neally to establish and keep a ferry across the Mississippi river;" which, together with certain papers presented therewith, were referred to the same committee to which previous bills on the same subject were referred.

Bill No. 23, Council file, entitled "A bill to authorize the receipt and disposing of real estate in the several counties in this territory," was then read the first time.

The rule to print was suspended, with reference to said bill, and it was then read the second time.

On motion of Mr. Sheldon,

The house resolved itself into the committee of the whole on said bill; Mr. Engle in the chair. After some time the committee rose, and by their chairman reported said bill to the house without amendment.

Ordered to be engrossed for the third reading.

The 16th rule was then suspended with reference to said bill, which was read the third time, passed, the title thereof amended to read,

“A bill to authorize the several counties in this territory to hold and convey real estate, to sue and be sued, and for other purposes."

Ordered that the Council be informed.

Bill No. 41, Council file, entitled "A bill concerning grand and petit jurors," was read the first and second times; the rule to print having been suspended with reference to said bill, when,

On motion, the same was referred to the committee on the judiciary.

Bill No. 43, Council file, entitled "A bill to license and regulate taverns," was read the first and second times, the rule to print having been suspended with reference to said bill.

On motion of Mr. Childs,

The house resolved itself into the committee of the whole on said bill; Mr. Engle in the chair. After some time the committee rose, and by their chairman reported the bill with ant

amendment.

On motion of Mr. Nowlin, the bill was referred to the following select committee:

Messrs. Nowlin, Childs, and Box.

Bill No. 24, Council file, entitled "A bill to make valid the location of a road from Racine to Janesville, Rock county," was then read the first and second times, the rule to print being suspended with reference to said bill.

On motion of Mr. Parkinson,

The house resolved itself into the committee of the whole on said bill, Mr. Chance in the chair.

After a short time the committee rose, and by their chairman reported the said bill with amendments.

The amendments of the committee were agreed to.

Ordered, that the bill be engrossed for the third reading. The 16th rule was suspended with reference to said bill, which was then read the third time, passed, and title agreed to. Ordered, that the Council be informed.

Bills No. 27, entitled "A bill to locate and establish a territorial road from Mount Pleasant to the county seat of Green county:"

No. 49, entitled "A bill to locate and establish a territorial road from Janesville to Mineral Point:"

No. 50, entitled "A bill to locate and establish a territorial road from Mineral Point to Savannah on the Wisconsin river;" and

No. 53, "A bill to locate and establish a territorial road from Madison, in Dane county, to the state line of Illinois in Walworth county:"

Were severally read the first time, and referred to the select committee, to which bills on the same subject were previously referred.

Bill No. 99, entitled "A bill to establish a university at the city of the Four Lakes in the vicinity of Madison," was taken up; and,

On motion of Mr. Cox,

The house resolved itself into a committee of the whole on said bill, Mr. Sheldon in the chair.

After some time the committee rose, and by their chairman reported said bill with amendments.

The amendments of the committee were agreed to.

Ordered, that the bill be engrossed for a third reading. The secretary of the Council being introduced, delivered the following message:

"Mr. Speaker,-The Council have adopted a memorial to Congress, for the extension of the rights of citizenship to the Stockbridge Indians, residing on the east shore of Lake Winnebago, in this territory:

"In which memorial I am requested to ask the concurrence of this house.

"The governor has notified the Council, that he did, on the second instant, examine and approve the following acts and memorial, viz:

“An act to establish the several towns in the counties of Milwaukee, Brown, and Racine, and the counties attached for judicial purposes.'

memorial to Congress for an appropriation of $20,000 to complete the public buildings at the seat of government;" and, on the third instant,

"An act to provide for laying out and opening territorial roads."

"An act concerning town and county officers in the several counties of Brown, Milwaukee, and Racine, and the counties attached to them for judicial purposes;" and

"An act for the relief of the poor."

The Council have passed bills of the following titles:

No. 39, "A bill providing for, and regulating general elections in this territory."

No. 57, "A bill to locate and establish the seat of justice of Jefferson county in this territory."

No. 59, "A bill to amend an act entitled 'An act to incorporate the Fox River Hydraulic Company.

No. 61, "A bill to change the corporate powers of the village of Milwaukee;"

In which bills I am directed to ask the concurrence of this house:

And then he withdrew.

The house adjourned.

Friday, January 5, 1838.

Mr. Parkinson gave notice that, on to-morrow, he should move to suspend the standing rule of this house, which requires bills to be printed after the first reading.

Mr. Shanley, from the select committee, to which bill No. 56 was referred,

Entitled "A bill to provide for electing county surveyors, and for other purposes," reported the bill back again to the house with amendments.

Which bill was read the second time.

Mr. Parkinson, from the select committee, to which were referred bills Nos. 90, 80, 89, 107, and 111, for the incorporation of seminaries, reported the same in one bill.

No. 116, entitled "A bill to incorporate the several seminaries herein named."

The said bill was read the second time.

The secretary of the Council being introduced, delivered the following message:

"Mr. Speaker,―The Council have concurred in the amendment made by this house on the 21st November last, to a memorial for the improvement of the Des Moines and Rock river Rapids of the Mississippi, viz: to strike out seven,' before 'millions of acres,' and insert thirty;' strike out fifty,' before thousand dollars,' and insert one hundred.'"

"The Council have also concurred in the correction made by this house, to An act to incorporate the Milwaukee and Rock ' river Canal Company,' which had been returned by the Governor, in consequence of the omission of a word by the enrolling clerk, and have directed me to return the bill for your signature:"

And then he withdrew.

The said act was then presented to, and signed by the speaker, and ordered to be sent to the president of the Council for his signature.

Mr. Box, from the select committee, consisting of the entire delegation of Des Moines, to which bill No. 112 was referred, entitled "A bill to establish the boundaries of the counties of Lee, Van Buren, Des Moines, Henry, Louisa, Wayne, and Slaughter, and for other purposes,"

Reported the said bill back again to the house with an amendment.

The bill was then read the second time, and,
