"In which amendments I am directed to ask the concurrence of this house.

"The Council have also concurred in the several amendments to bill 41, entitled A bill concerning grand and petit jurors,' made by this house, except the following, viz:

"In the 13th, 14th, 16th, and 17th lines of the first section strike out the following, viz: Officers of colleges, (not including trustees or directors thereof,) and preceptors and teachers of incorporated academies or universities, and one teacher in each common school, practising physicians and surgeons, regularly licensed ferrymen, supervisors of public highways, attenders of grist mills, attenders of toll bridges and turnpike gates:' In the 6th line of the 4th section, strike out the words of America,' after the words United States.'

"The governor has notified the Council that he did approve on yesterday,

"An act to make valid the location of a territorial road from Racine to Janesville: '

"An act to authorize the several counties in this territory to hold and convey real estate, to sue and be sued, and for other purposes: ' .

"Memorial for the improvement of the Des Moines and Rock river rapids in the Mississippi river;' and

"A memorial to Congress for the extension of the right of citizenship to the Stockbridge Indians, residing on the east shore of Lake Winnebago in this territory;"

And then he withdrew.

Bill No. 114, entitled "A bill to be entitled 'An act to incorporate the city of Burlington,'" was then taken up.

The house resolved itself into a committee of the whole on bill, Mr. Teas in the chair.

After some time the committee rose, and reported said bill with amendments.

The amendments made in committee were agreed to.

The bill was ordered to be engrossed for the third reading.

The 16th rule was suspended with reference to said bill, which was then read the third time, passed, and title amended to read "A bill to incorporate the city of Burlington."

Ordered to be sent to the Council for concurrence.
The house adjourned to meet at half past 6 o'clock, P. M.

Bill No. 70, entitled "A bill for the relief of Wm. Sawtell." Bill No. 110, entitled "A bill to establish the Philandrian College of the town of Denmark," and

Bill No. 116, entitled "A bill to incorporate the several seminaries herein named," were taken up, and,

On motion of Mr. Sheldon,

The house resolved itself into a committee of the whole on said bills, Mr. Cox in the chair.

After some time the committee rose, and by their chairman reported bills No. 70 and 110 without amendment, and bill No. 116 with amendments.

The amendments made in committee were agreed to.

The 16th rule was then suspended with reference to bills Nos. 110 and 116.

Which were severally read the third time, passed, and the titles thereof agreed to.

Ordered to be sent to the Council for concurrence.

On the question of engrossing Bill No. 70, for the 3d reading the yeas and nays were called for, and were as follow: Yeas:-Messrs. Boyls, Brunson, Jenkins, M'Knight, Teas, and Leffler, speaker-6.

Nays:-Messrs. Blair, Box, Brunet, Childs, Cornwall, Chance, Cox, Engle, M Williams, Nowlin, Parkinson, Quigley, Reynolds, Sheldon, Shanley, Sholes, and Wheeler-17.

So the house refused to order said bill to be engrossed for the third reading.

On motion,

Ordered, that bill No. 53, entitled "A bill to establish a col

lege at Mount Pleasant in Henry county," be indefinitely postponed.

Bill No. 43, entitled "A bill to incorporate the North-west Mining Company."

Bill No. 51, entitled "A bill to incorporate the Davenport Manual Labour College," and

Bill No. 54, entitled "A bill to authorize the board of commissioners of the county of Jackson to build a bridge, and levy a tax to pay for the same," were then severally read the se

cond time.

On motion of Mr. Nowlin,

The house resolved itself into the committee of the whole on said bills; Mr. M Williams in the chair.

After some time the committee rose, and by their chairman reported bill No. 51, with an amendment, and bills Nos. 43 and 54, without amendment.

The amendment made to bill No. 51 in committee, was agreed to.

Bills Nos. 51 and 54 were then ordered to be engrossed for a third reading.

The 16th rule was then suspended with reference to said bills, which were severally read the third time, passed, and the titles thereof agreed to.

Ordered, that the clerk request the concurrence of the Council in the said bills.

On the question of engrossing bill No. 43 for the third reading,

The yeas and nays were called for, and were as follow:

Yeas:-Messrs. Blair, Boyls, Brunson, Cornwall, Chance, Cox, Engle, Jenkins, M‘Knight, M'Williams, Nowlin, Parkinson, Reynolds, Sheldon, Shanley, Sholes, and Leffler, speaker-17. Nays:-Messrs. Box, Quigley, Teas, and Wheeler-4. So the bill was ordered to be engrossed and read the third time.

The 16th rule was then suspended in reference to said bill, which was read the third time, passed, and the title thereof agreed to.

Ordered, that the clerk request the concurrence of the Coun

cil in the said bill.

Mr. Chance moved to adjourn.

The motion was disagreed to.

Bill Nos. 125, entitled "A bill to incorporate the town of Fort Madison, in Lee county," and

No. 126, entitled "A bill for the benefit of the Iowa Lodge, No. 1, of the Independent Order of Odd Fellows," were then severally read the second time.

On motion of Mr. Teas,

The house resolved itself into a committe of the whole on said bills; Mr. Engle in the chair.

After some time the committee rose, and by their chairman reported bill No. 125, with an amendment, and bill No. 126, without amendment.

The amendment made to bill No. 125, in committee, was agreed to.

Mr. Teas offered the following amendment to the first sect. of bill No. 126; add the following words:

"Said Odd Fellows shall transact their business with open doors."

The previous question was called for, and the yeas and nays being taken, were as follow:

Yeas:-Messrs. Boyls, Brunson, Brunet, Chance, Cox, Engle, McKnight, M Williams, Nowlin, Parkinson, Reynolds, Sheldon, Shanley, Wheeler, and Leffler, speaker-15.

The main question was then put on engrossing bill, and reading the bill the third time, and the yeas and nays being called for, were as follow:

Ordered, that the clerk request the Council to concur in the said bill.

On motion of Mr. Shanley,

Ordered, that the rule setting apart Tuesday in each week for private business be rescinded.

Mr. Teas presented the account of Ephraim Moor, which, on motion, was referred to the committee on expenses. The house adjourned.

Wednesday, January 10, 1838.

Mr. Parkinson presented the petition of sundry citizens of Fort Madison, praying that the right to keep a ferry across the Mississippi, at that place, be granted to Aaron White; which was laid on the table.
