"The Council likewise adhered to their amendment made to bill No. 77 of this house, entitled A bill to organize the county of Walworth, and for other purposes,' and have requested a conference thereon.

"Messrs. Knapp and Irwin have been appointed the committee on the part of the Council in relation thereto.

"The Council have receded from their disagreeing vote to the amendment made by this house to bill No. 61, entitled 'A bill to change the corporate powers of the village of Milwaukee, which had been adhered to by this house.

"I have been instructed by a resolution of the Council, again to call upon this house for the report of the commissioners to superintend the public buildings at the seat of government, and also the report of the acting commissioner of the same board of commissioners.

"The Council have concurred in bill No. 87 of this house, entitled 'A bill to organize the county of Green, and to extend the boundaries thereof,' with amendments;

“In which amendments I am directed to ask the concurrence of this house :"

And then he withdrew.

On motion of Mr. Chance,

Ordered, that bill No. 119, entitled "A bill to establish the several ferries herein named," and which had been made the order for to-day, be laid on the table until to-morrow.

Mr. Parkinson gave notice, that he would, at some future day, introduce a bill to amend an act entitled an act to establish the seat of government of Wisconsin territory.

On motion of Mr. Sheldon,

Ordered, that the report of the commissioners of public buildings at Madison be transmitted to the Council, agreeably to their request.

On motion of Mr. Chance,

Ordered, that the petitions of David James and Amos Ladd, relative to ferries at Burlington, be referred to a select committee, composed of the Des Moines delegation.

The speaker presented several petitions on the same subject, which were referred to the same committee.

Mr. Nowlin, from the select committee, to which was referred bill No 43, Council file, entitled "A bill to license and regulate taverns," reported the same with amendments, which was read the second time, and laid on the table.

Mr. McWilliams, from the committee on enrolments, gave notice that on yesterday he presented the following acts to the executive for his signature, viz:

"An act to locate and establish a territorial road from Fort Howard to Fort Winnebago, on the west side of Fox river, and for other purposes:"

"An act to abolish imprisonment for debt, and for other purposes:

"An act to establish a county to be called Portage, defining its territory, &c.:"

"An act concerning debtors and their securities;" and

"An act to divorce Louisa Ann Sibley from her husband William T. Sibley."

On motion of Mr. Chance,

Ordered, that the committee of the whole, to which was referred bill 119, entitled "A bill to establish the several ferries herein named," be discharged from the further consideration of the subject, and that said bill be now considered.

Mr. Quigley moved to amend said bill, No. 119, by inserting an additional section, viz: "That Hezekiah H. Gear, his heirs and assigns be, and they are hereby authorized to establish and keep a ferry across the Mississippi river, in the county of Dubuque, with the exclusive privilege within the following described limits, viz; commencing at the mouth of the Tete de Mort, and extending one mile above, and one mile below,' for the term of twelve years."

The amendment was lost.

The bill was then ordered to be engrossed for a third reading.

The following message was received from the Council by the secretary:

"Mr. Speaker,-the Council have disagreed to the following amendments made by this house to bill No. 15, Council file, viz:

"Sect. 1, line 7th, strike out 'two hundred,' and insert 'seventy-five;' sect. 1, line 8, after the words 'hundred dollars' insert and excepting libraries, tools of mechanics and agricultural implements;' sect. 9 lines 9 and 10, strike out three years,' and insert 'one year:'

"Sect. 47, strike out 'auctioneer,' in the first line, and in lines three and four, strike out public auctioneer or;' and have amended the amendment of the House of Representatives, to wit: strike out all after the word 'made,' in the 5th line of the 6th sect. to the word and,' in the 8th line thereof, as followsretain the words and correct all double or imperfect listing or errors in rates, description or qualities of lands, or lots,' and insert before the same, the words examine the assessment rolls.'

"The governor has notified the Council that he did on yesterday examine and approve the following acts, viz:

"An act to incorporate the Racine Seminary.'

"An act to amend an act entitled 'An act to incorporate the Fox river Hydraulic Company.'

"An act to amend an act entitled 'An act to incorporate the La Fontaine Rail Road Company.'

"An act to authorize John Dowling and James Sproule to erect a toll-bridge across the west fork of the Pecatonica river; and an act to incorporate the Root river Rail Road Company.'

"The Council have concurred in the memorial to Congress for an appropriation for a road from Prairie du Chien, on the west side of the Mississippi river, to the northern boundary line of Missouri.'

The Council have, by unanimous consent, inserted the words 'during the nights' after the words 'passage,' in the second line of the 6th section, of

"An act to establish and regulate ferries in the county of

Milwaukee and the counties thereto attached for judicial purposes, which was accidentally omitted, and which appears necessary to a correct understanding of the provisions of that section.'

"And I have been directed to request a similar concurrence on the part of this house, in relation to the omission referred to."

And then he withdrew.

Bill No. 62, (substitute) entitled "A bill to amend an act entitled an act to establish the judicial districts of the territory of Wisconsin and for other purposes, and to regulate the time of holding courts in the several counties of this territory," was read the second time.

On motion of Mr. Sholes,

The house resolved itself into the committee of the whole on said bill, Mr. Cornwall in the chair.

After some time the committee rose, and by their chairman reported said bill with amendments.

The amendments made in committee were agreed to.

The bill was then ordered to be engrossed for the third reading.

Bill No. 97, entitled "A bill concerning vagrants," was read the second time, and

After some time the committee rose, and by their chairman reported said bill with amendments.

Bill No. 130, entitled "A bill to provide for the sale of land, on which the seat of justice of Henry county is located," was read the second time.

On motion of Mr. Jenkins,

The house resolved itself into a committee of the whole on said bill; Mr. Teas in the chair.

After some time the committee rose, and by their chairman reported said bill without amendment.

The bill was ordered to be engrossed for the third reading. The 16th rule was then suspended with reference to said bill, which was read the third time, passed, and the title thereof agreed to.

Ordered to be sent to the Council for concurrence.

Bill No. 129, entitled "A bill to regulate weights and measures," was read the second time.

On motion of Mr. Shanley,

The house resolved itself into a committee of the whole on said bill; Mr. Brunson in the chair.

After some time the committee rose, and by their chairman reported said bill without amendment.

The bill was then ordered to be engrossed for a third reading.

The 16th rule was then suspended with reference to said bill, which was read the third time, passed, and the title thereof agreed to.

Ordered to be sent to the Council for concurrence.
