On motion of Mr. Teas,

The house resolved itself into a committee of the whole on said bill; Mr. Nowlin in the chair.

After some time the committee rose, and by their chairman reported said bill with an amendment.

The amendment was agreed to.

Mr. Teas moved to postpone said bill for an indefinite time. The motion to postpone was lost.

The bill was then ordered to be engrossed for the third reading. Bill No. 122, entitled "A bill to provide for a territorial revenue," was read the first and second times.

On motion of Mr. Childs,

The house resolved itself into a committee of the whole on said bill; Mr. Sholes in the chair.

After some time, the committee rose, and by their chairman reported said bill without amendment.

The bill was then ordered to be engrossed for the third reading. The 16th rule was then suspended with reference to said bill, which was read the third time, passed, and the title thereof agreed to.

Ordered to be sent to the Council for concurrence.

Bill No. 128, entitled "A bill to lay out and establish the several territorial roads herein named," was read the first and second times.

On motion of Mr. Nowlin,

The house resolved itself into a committee of the whole on said bill; Mr. Quigley in the chair.

After some time the committee rose, and by their chairman reported said bill with amendments.

The amendments made in committee were agreed to.

The bill was ordered to be engrossed for the third reading. Mr. Teas, by leave, introduced bill No. 134, entitled "A bill to provide for the sale of the land on which the seat of justice of Louisa county is located;"

Which was read the first time, and laid on the table.
The house adjourned.

Saturday, January 13, 1838.

A message was received from the executive, informing the house that he had examined and approved the following acts, viz:

"An act to divorce Louisa Ann Sibley from her husband, William T. Sibley."

“An act establishing a county to be called Portage, defining its territory, &c."

"An act to incorporate the Green county Seminary," and "An act to abolish imprisonment for debt, and for other purposes."

Mr. Brunson, from the committee on engrossed bills, reported bills No. 62, entitled "A bill for an act to amend an act entititled 'An act to establish the judicial districts of the territory of Wisconsin, and for other purposes, and to regulate the time of holding courts in the several counties of this territory.""

No. 121, entitled "A bill to authorize the commissioners of Des Moines county to levy a tax to build bridges."

No. 127, "A bill to incorporate the Iowa Mutual Fire Insurance Company at Burlington," to be correctly engrossed. The said bills were severally read the third time, passed, and the titles thereof agreed to.

Ordered, that the clerk request the Council to concur in the said several bills.

Mr. M Williams, from the select committee to which were referred the communication and report of P. H. Engle, Esq., submitted the following report and resolution:

"The select committee, to which were referred the communication and report of P. H. Engle, Esq., one of the committee appointed by a joint resolution of the two houses of the legislative assembly, at its last session, to purchase and forward to the seat of government the territorial library, have had the same under consideration, and beg leave to make the following report:

"That they have carefully examined the bills of purchase, and vouchers of P. H. Engle, Esq., and find them in accordance with his report submitted to this house on the 4th instant; your committee would therefore ask the adoption of the following resolution:

"Resolved, That P. H. Engle, Esq. has performed the duties required of him in said resolution, to the entire satisfaction of this house, as will be seen by an inspection of the documents and vouchers herewith submitted, [see Appendix, No. 6;'] and that he, together with the other gentlemen, members of said committee, be tendered the thanks of the House of Representatives, for their prompt and efficient discharge of the trust committed to them in said resolution, and that they be discharged from the further consideration of the subject.""

The report and resolution were adopted, and the committee discharged.

The following message was received from the Council, by the secretary:

"Mr. Speaker,-The Council have concurred in bill No. 112, H. R. file, entitled A bill to establish the boundaries of the counties of Lee, Van Buren, Des Moines, Henry, Louisa, Muscatine, and Slaughter, and for other purposes.

"The governor has notified the Council that he did, on yesterday, examine, and approve the following:

666 'An act for the benefit of the towns of Belleview and Peru, in the original county of Dubuque ;'

"An act to locate and establish the seat of Jefferson county, in this territory;

"An act to incorporate the stockholders of the banks of Racine and Iowa;'

A memorial to Congress for an appropriation for a road from Racine to the Mississippi river, and

"A memorial to Congress for the relief of Major Jeremiah Smith:""

And then he withdrew.

The house then took up the undermentioned bills, and concurred in all the amendments made to each by the Council, viz:

No. 52, "A bill to authorize T. P. Burnett and Alexander McGregor to keep a ferry across the Mississippi river:"

No. 49, "A bill to establish a ferry across the Mississippi river, at Cassville:"

No. 84, "A bill to locate the seat of justice of the county of Green, and for other purposes;"

No. 87, "A bill to establish a ferry on Rock river, in Rock county at Janesville;"

No. 105, "A bill to incorporate the stockholders of the State Bank of Wisconsin, at Prairie du Chien."

Ordered, that the Council be informed.

The house then took up bill

No. 15, entitled "A bill for assessing and collecting county revenue," and the amendments made thereto, which had been disagreed to by the Council.

The house insisted on all their amendments, except the last, which was amended by the Council, in which the house concurred.

Ordered, that the Council be informed.

The amendments made by the Council to bills

Nos. 28, entitled "A bill to establish a ferry across the Mississippi and Grant rivers," and

17, entitled "A bill to authorize Jean Brunet to establish and keep a ferry across the Wisconsin river," were concurred in, except the provisos to the second sections, to which the house disagreed.

Ordered, that the Council be informed.

The house unanimously concurred in the amendment made by the Council to "An act to establish and regulate ferries in the county of Milwaukee, and the counties thereto attached for judicial purposes."

Ordered, that the Council be informed.

Messrs. Cox and Cornwall were appointed a committee of conference in relation to the disagreement concerning bill 41, Council file, entitled "A bill concerning grand and petit jurors." Ordered, that the Council be informed.

Messrs. Sheldon and Sholes were appointed a committee of conference on the disagreeing vote of the two houses in rela

tion to bill No. 77, entitled "A bill to organize the county of Walworth, and for other purposes."

Ordered, that the Council be informed.

Bill 39, Council file, entitled "A bill providing for and regulating general elections in this territory," was taken up.

On motion of Mr. M Williams,

After some time the committee rose, and by their chairman reported said bill with amendments.

The amendments were agreed to.

The bill was ordered to be engrossed for a third reading. The 16th rule was then suspended, and- said bill was read a third time, passed, and the title agreed to.

Ordered, that the Council be informed.

On motion of Mr. Engle, Wm. A. Warren was elected an additional transcribing clerk; and thereupon appeared, and

was sworn.

The house adjourned.

Monday, January 15, 1838.

A message was received from the executive, informing the house that he had examined and approved

"An act to locate a territorial road from Fort Howard to Fort Winnebago, on the west side of Fox river, and for other purposes:" and

"An act concerning debtors and their securities."

Mr. McWilliams, from the committee on enrolments, reported the following acts and resolutions to be correctly enrolled: "An act relative to limited partnerships :"
