The house resolved itself into a committee of the whole on said bill; Mr. Jenkins in the chair.

After some time the committee rose, and by their chairman reported said bill with an amendment.

The amendment made in committee was agreed to.

The bill was then ordered to be engrossed for a third reading. The 16th rule was then suspended, and said bill was read the third time, passed, and the title thereof agreed to.

Ordered, that the Council be informed.

Bills numbered 16, Council file, entitled "A bill to establish a ferry across the Mississippi river, in this territory," and 64, entitled "A bill to authorize Levi Moffet to keep a ferry across Skunk river, at Moffet's mill," were severally read the first and second times.

On motion of Mr. Childs,

Bill No. 65, Council file, entitled " A bill to amend an act entitled an act concerning the supreme and district courts, and defining their jurisdiction;" was read the first and second times. On motion of Mr. Sheldon,

The amendments made in committee were agreed to, and the bill was ordered to be engrossed for a third reading.

Bill No. 42, Council file, entitled "A bill to incorporate the

Marquette and Kentucky City Canal Company," was read the first and second times.

Bill No. 53, Council file, entitled "A bill regulating writs of attachment," was read the first and second times.

On motion of Mr. Sheldon,

After some time the committee rose, and by their chairman reported the bill without amendment.

On motion of Mr. Quigley,

The bill was referred to the committee on the judiciary.
Message from the Council by the secretary:

"Mr. Speaker,-The Council have passed bills of the following titles:

"No. 63, A bill to locate and establish the several territorial roads therein named."

"No. 62, 'A bill for the punishment of the crime of bribing:' "In which bills I am directed to ask the concurrence of this house.

"The Council have concurred in bills of this house, as follow:

"No. 4, A bill entitled An act relating to the militia and public defence of the territory of Wisconsin;' and

"No. 81, A bill to require certain county officers to reside or hold their offices at the seats of the respective counties.' "Also, has concurred in the following, with amendment,

"No. 71, A bill to establish a ferry across the Des Moines river opposite to the town of Rochester in Van Buren county;' "No. 99, A bill to establish the university of Wisconsin territory; '

"In which amendments I am directed to ask the concurrence of this house.

"The Council have passed a resolution relating to the capitol at Madison, a copy of which is herewith presented for the concurrence of this house.'

"The Council have receded from their disagreeing vote to the amendments of this house to bill No. 15, entitled 'A bill for assessing and collecting county revenue;'

"And have concurred in all the amendments made to bill "No. 39, entitled A bill providing for, and regulating general elections in this territory,'

"And in the report of the committee of conference to which had been referred the amendments to bill No. 77, of the house, entitled 'A bill to organize the county of Walworth and to establish the seat of justice thereof.'

"The Council have indefinitely postponed bills of the house of the following titles, viz:

"No. 108, A bill to regulate the sale of school lands, and to provide for organizing and perpetuating common schools: ' "No. 103, A bill to establish additional precincts in the county of Scott, and for other purposes;'

"No. 121, A bill to authorize the commissioners of Des Moines county to levy a tax to build bridges; '

"No. 79, A bill for the benefit of mechanics; '

"No. 113, A bill to amend an act entitled 'An act to prevent trespass on school lands,'' approved December 9th, 1836, and No. 129, A bill to regulate weights and measures:""

And then he withdrew.

Mr. Teas, by leave, introduced bill No. 141, entitled "A bill concerning the publication of advertisements," and bill No. 142, entitled "A bill to authorize evidence by the oath of the parties," which were severally read the first and second times.

The house adjourned.

Tuesday, January 16, 1838.

A message was received from the executive, informing the house that he had examined and approved the following acts. and memorials, viz:

"An act to organize the county of Greene."

"An act to authorize William Walker and Joseph H. D. Street to keep a ferry."

"An act to authorize H. F. Janes to keep a ferry."

An act to authorize Thomas P. Burnett and Alexander McGregor to establish a ferry across the Mississippi river."

"An act to provide for the collection of demands against boats and vessels."

“An act to authorize the building a dam across the Manitoowoc river."

"An act relative to limited partnerships."

"An act to incorporate the Dubuque Seminary."

"An act to divorce Martha Newton from her husband John C. Newton:"

"An act to divorce Abraham Jones and Lucinda Jones from the bonds of matrimony, and for other purposes."

"An act to authorize the board of county commissioners, of the several counties in this territory, to borrow money for the purpose of erecting court houses and jails."

"A resolution to provide the judges of probate and the clerks of the county commissioners with seals; and

“A memorial to Congress, praying for an appropriation to construct a road from Prairie du Chien to the northern boundary line of the state of Missouri, on the west side of the Mississippi river."

Mr. Brunson, from the committee on engrossed bills, reported bills No. 106, entitled "A bill to regulate mills and millers;" No. 119, entitled "A bill to establish the several ferries herein named ;" and 128, entitled "A bill to lay out and estab

lish the several territorial roads therein named," to be correctly engrossed.

The said several bills were read the third time, passed, and the titles thereof agreed to.

Ordered, that the Council be requested to concur therein.

Mr. Chance, from the select committee, to which was referred the petition of sundry persons for ferries at Burlington, reported bill No. 143, entitled " A bill to establish ferries across the Mississippi river, opposite the town of Burlington, in Des Moines county,"

Which was read the first and second times, and laid on the table.

Mr. M Williams, from the committee on enrolments, reported, as correctly enrolled, the following acts, viz:

"An act to change the corporate powers of the village of Milwaukee."

"An act to establish and regulate ferries in the county of Milwaukee and the counties thereto attached, for judicial purposes."

"An act for the partition of the half breed lands, and for other purposes."

"A memorial to Congress for a donation of inundated land in Illinois, to be sold, and the proceeds to be applied to the making roads and bridges through the same;" and

"A resolution relative to printing the laws in pamphlet form."

Said acts, &c., were then presented to, signed by the speaker, and

Ordered to be transmitted to the president of the Council for his signature.

The following communication was received from the Council by the secretary:

"Mr. Speaker,-The Council have receded from their amendments to bill

"No. 17, entitled A bill to authorize Jean Brunet to establish and keep a ferry across the Wisconsin river;' and to bill
