resolution requiring the county of Grant to pay to the county of Iowa certain moneys therein mentioned.

The yeas and nays being called for, were as follow: Yeas:-Messrs. Boyls, Brunson, Brunet, M'Knight, Parkinson, Smith, Sholes, Teas, and Leffler, speaker-9.

Nays:-Messrs. Blair, Box, Childs, Cornwall, Chance, Cox, Engle, Jenkins, and M'Williams-9.

So the motion to reconsider was lost.

The secretary of the Council was introduced, and delivered the following message:

"Mr. Speaker,—The Council have passed bill No. 66, entitled 'A bill to provide for the compensation of the officers of the legislative assembly, and for other purposes;'

"In which I am directed to ask the concurrence of this house.

"The Council have concurred in the amendments made by this house to the following resolutions, viz:

"A resolution relative to the order of the publication of the laws passed at the present session; and

"A resolution requiring the secretary of the territory to cause a certain number of copies of the pamphlet laws to be distributed through the different counties of this territory;

"And, likewise, have adopted the report of the joint committee of conference in relation to the disagreeing votes of the two houses on the following bills, viz:

“No. 10, ‘A bill respecting constables.'

"No. 43, ' A bill to license and regulate taverns.'

"No. 65, A bill to amend an act entitled 'An act concerning the supreme and district courts, and defining their jurisdiction and powers."

"The governor has notified the Council that he has examined and approved the following:

"An act to legalize and make valid the record of deeds and conveyances of the county of Brown.'

"An act to establish a ferry across the Mississippi river, in this territory.'

"An act to regulate ferries.'

"An act concerning grand and petit juries.'

"An act providing for and regulating general elections in this territory.'

"An act to incorporate the Marquette and Kentucky City Canal Company.'

"An act to authorize Levi Moffit to keep a ferry across Skunk river, at Moffit's mill.'

"An act for assessing and collecting county revenue.' "An act providing for the recording of town plats."" And then he withdrew.

Mr. Teas offered the following resolution:

Resolved, By the Council and House of Representatives, That the committee appointed to investigate the affairs of the Miners' Bank of Dubuque, be required to publish or cause to be published in all of the newspapers printed in this territory, a fair and correct statement of the situation of said bank, as soon as an investigation shall have been had.

Said resolution was read the first and second times, and
Ordered to be engrossed for a third reading.

It was then read the third time, passed, and

Ordered to be sent to the Council for concurrence.

On motion of Mr. Parkinson,

Resolved, That the thanks of this house be tendered to the hon. Isaac Leffler, for the able and impartial manner in which he has discharged the arduous duties of speaker of this house, during the present session.

On motion of Mr. Teas,

Resolved, That all the reports of the committees of this house, and all memorials which originated in this house at its present session, be printed in the journal.

Bill No. 66, Council file, entitled "A bill to provide for the compensation of the officers of the legislative assembly, and for other purposes," was taken up, read the first and second times, and

On motion of Mr. Engle, was referred to the committee on expenses, to act as a joint committee with the committee of the Council.

On motion of Mr. Parkinson,

Resolved, That the thanks of this house are due to John Cat

lin, Esq., chief clerk, and to Edward Johnson, Esq., acting assistant clerk of this house, for the satisfactory manner in which they have performed the arduous duties which devolved upon them in their respective capacities, during the present session. The house adjourned till 3 o'clock, P. M.

3 O'CLOCK, P. M.

Mr. Cox, from the joint committee to which bill No. 66, Council file, was referred, reported the bill with an amendment to the title.

The report was agreed to, and the bill was then ordered to be engrossed for a third reading.

The 16th rule was then suspended in reference to said bill, which was read the third time, passed, and the title thereof agreed to.

Ordered, that the Council be informed.

Mr. Brunson, from the committee on enrolments, reported the following acts and resolutions, as correctly enrolled:

"An act to authorize the board of county commissioners of the county of Jackson to build a bridge, and levy a tax to pay for the same.'

"An act to enlarge the county of Crawford."

"An act supplementary to 'An act concerning costs and fees.'"

"An act relating to strays."

"Resolution relative to the distribution of the pamphlet laws." "Resolution relative to publishing the laws."

"An act to amend an act, entitled 'An act concerning the supreme and district courts, and defining their jurisdiction and powers.""

"Resolution respecting printing fifteen hundred copies of the militia act."

"An act to establish the ferries herein named."

"An act concerning costs and fees."

The said acts, &c., were then presented to, signed by the speaker, and ordered to be sent to the president of the Council for his signature.

The following message was received from the Council, by

their secretary:

"Mr. Speaker, The Council have concurred in bill No. 149 of this house, entitled 'A bill to establish the ferries herein named,' and a

Resolution relative to the publication in all the newspapers of the territory, the report of the joint committee appointed to investigate the condition and affairs of the Miners' Bank of Dubuque;' also in

"Bill No. 147, of this house, entitled A bill to provide for the payment of the officers of the House of Representatives, and for other purposes,' with amendments."

And then he withdrew.

The amendments made by the Council to bill

No. 147, entitled "A bill to provide for the payment of the officers of the House of Representatives, and for other purposes, were concurred in.”

Ordered, that the Council be informed.

On motion of Mr. Childs,

Resolved, That the librarian be instructed to call in all books belonging to the territorial library on the adjournment of this house.

Mr. Cox introduced a resolution appointing P. H. Engle, Esq., fiscal agent for the territory of Wisconsin, which was read the first and second times, and ordered to be engrossed for the third reading.

Said resolution was then read the third time, and passed. The house adjourned till 6 o'clock P. M.

6 O'CLOCK, P. M.

A message was received from the executive, informing the house, that he had on this day approved "An act to establish the University of the territory of Wisconsin."

The following message was received from the Council by the secretary thereof:

"Mr. Speaker, The Council have concurred in the amendments made by this house to bill No. 66, entitled ' A bill to pro

vide for the compensation of the officers of the legislative assembly, and for other purposes.''

And then he withdrew.

Mr. Engle, from the judiciary committee, reported bill No. 53, Council file, "A bill regulating writs of attachment," back to the house without amendment.

The said bill was then read the second time, and,

The said bill was laid on the table until the second Monday of June next, being the first day of next session.

“An act to authorize evidence by the oath of parties.” "An act to prevent disasters on steamboats navigating the waters within the jurisdiction of Wisconsin territory."

"An act to legalize the acts of the supervisors of Grant county."

"An act to incorporate the town of Fort Madison."

"An act to provide for the compensation of the officers of the Council, and for other purposes."

"An act to provide for the payment of the officers of the House of Representatives, and for other purposes."

"An act to incorporate the Racine and Rock River Rail Road Company."

"Resolution relative to commissioners appointed to superintend the erection of public buildings at Madison, Dane county."
