Mr. Engle, by leave, presented a petition of inhabitants of Dubuque, Cook, and Muscatine counties, praying for the organization and establishment of two new counties, out of the limits of the said counties, which,

On motion of Mr. Reynolds, was laid on the table.

Mr. Quigley gave notice that he should, on Monday next, ask leave to introduce a bill upon the subject of half breed lands.

The Secretary of the Council was introduced, and delivered the following message:

"Mr. Speaker, I am directed to present the accompanying resolution for the concurrence of this House, on the subject of the appointment of a joint committee to inquire into the state and condition of the Banks generally, and to inform you that Messrs. Foley and Arndt have been appointed the committee on the part of the Council.

“I am also directed to inform you, that the memorials sent up from this House this morning have been adopted by the Council, and are herewith returned."

And then he withdrew.

On motion of Mr M Williams,

The resolution sent from the Council for the concurrence of the House on the subject of the appointment of a joint committee to inquire into the state and condition of the several banks in this Territory, was considered, and

The question being taken upon the adoption of the resolution, it was disagreed to.

Ordered, that the Council be informed.

On motion of Mr. Teas,

The resolution sent from the Council for the concurrence of this House, on the subject of the publication of the laws, was then taken up, and

On motion of Mr. Sheldon,

Was amended by inserting after the word " Advertiser," the words" and Milwaukee Sentinel."

The resolution as amended was then passed. Ordered, that the Council be informed.

The following message was received from the Council, by the Secretary:

"Mr. Speaker, the Council have passed bills,

(No. 1,) A bill to locate and establish a territorial road from the town of Milwaukee to Janesville;'

(No. 5,) A bill regulating and defining the extent of the right of possession on lands belonging to the government of the United States, and for other purposes;' and

"A resolution authorizing the Secretary of the Territory to expend the unexpended balance appropriated for the use of the late Secretary for rent of office and furniture." "

And then he withdrew.

Mr. Childs, agreeably to the notice given yesterday, proposed the following as a substitute for the sixth of the joint rules and orders, viz:

"When the bills are enrolled, they shall be examined by a joint committee from both Houses appointed for that purpose, who shall carefully compare the enrolment with the engrossed bills, as passed in the two Houses, and, correcting any errors that may be discovered in the enrolled bills, make their reports forthwith to the respective Houses."

The substitute was adopted, and the Council ordered to be informed thereof.

And then the House adjourned.

Saturday, November 18, 1837.

The following message was presented by the Secretary of the Territory, from his Excellency, Henry Dodge, which was read and laid on the table:

"EXECUTIVE DEPARTMENT, Burlington, Nov. 17, 1837. "Sir-In reply to a call made by the House of Representatives on the following resolution:

"Resolved, That the Executive of the territory be requested to furnish this House with a copy of any correspondence he may have had with the Executive of the state of Missouri, upon the subject of the boundary line between that state and this ter

ritory; and also with a copy of the correspondence upon the same subject between him and the President of the United States, as far as he may deem the communication of the same compatible with the public interest.'

"I have the honour to state to the House of Representatives that I have received no communication from the President of the United States or the Governor of the state of Missouri, in relation to the boundary line, the subject of the resolution in question.

"I am, with great respect, your ob't serv't.

"HENRY DODGE. "To the Hon. Isaac Leffler, Speaker of the House of Reps." On motion of Mr. Teas,

Leave of absence was granted to Mr. Reynolds, until Monday next.

Mr. Parkinson presented a petition of inhabitants of the county of lowa, praying that certain townships of lowa county be attached to the county of Green.

Referred to the same committee to which were referred previous petitions on the same subject.

Mr. McGregor presented a petition of inhabitants of Dubuque and Louisa counties to locate a territorial road from Davenport, on the Mississippi river, to John Gilbert's on the Iowa river. Referred to the following select committee, viz: Messrs, M'Gregor, Reynolds, and Blair.

Mr. Childs offered the following:

Whereas, it is important that a proper seal indicating the various and peculiar interests of the territory of Wisconsin, should be procured for the use of said territory; and whereas, a temporary seal, not answering those purposes, has heretofore been used: Therefore, be it

Resolved by the Legislative Assembly of the territory of Wisconsin, That the Secretary of the Territory be, and is hereby authorized to procure such seal with as little delay as pos sible.

The preamble and resolution were adopted.

Ordered, that the Council be requested to concur therein, Mr. Parkinson offered the following:

Whereas, John Hood of Mineral Point did improve certain grounds in the Mineral Point land district, where the town of Mineral Point now stands, and did apply for the right of preemption to the same, making the requisite proof, but his application was refused by the Register and Receiver of the land office, on the ground of its being mineral lands, contrary to the law, and not even with the sanction of the Commissioner of the General Land Office, and thereby deprived the said John Hood by their interpretation of the law, of his right to a valuable property; therefore

Resolved, That a committee be appointed to memorialize Congress to grant the said John Hood the right to some other lands in the territory of Wisconsin, or money in lieu thereof. The preamble and resolution were adopted, and

Messrs. Parkinson, Smith, and Shanley were appointed said committee.

Mr. Smith presented a remonstrance of inhabitants of the - county of Iowa, against certain points named in a petition for a Territorial Road from the White Oak Springs to the Blue mounds.

Referred to the same committee to which was referred the petition praying for said road, viz:

Messrs. Parkinson, Cox, Shanley, Boyls, and Smith.

On motion of Mr. Shanley,

Resolved, That the committee on Roads and Highways be instructed to inquire into the expediency of laying out a Territorial road, commencing at Cassville and running on the dividing ridge between the waters of Boyce's Creek and Pigeon to Lancaster, (the county seat of Grant county,) from thence to intersect the military road at or near Mr. Thos. Parrish's, from thence, the nearest and best route to Madison, the seat of Government of this Territory.

On motion of Mr. McGregor,

Resolved, That the Chief Clerk furnish the printers with a corrected copy of the daily journal of this House, so that the same may appear in his paper as corrected.

On motion of Mr. Childs,

Resolved, That the committee on Roads and Highways be

instructed to inquire into the expediency of establishing a Territorial road in Brown county, to commence at Fort Howard, Green Bay, on the west side of Fox River, from thence on the nearest and best route to Grand Kakalin, from thence the nearest and best route to Knagg's Ferry, at Big Butte Des Morts, from thence across the Fox River to Fort Winnebago the nearest and best route; also, to establish and lay out a Territorial Road from Fond du Lac to the seat of Government of Wisconsin Territory on the nearest and best route; also, to establish and lay out a Territorial Road from Depere to the mouth of Manitowoc River on Lake Michigan, from thence to the mouth of the Sheboyagan River; also, to establish and lay out a Territorial road from Astor or Navarino to the mouth of the two rivers on Lake Michigan, on the nearest and best route.

On motion of Mr. Boyls,

Resolved, That when any member shall state in his place, that notice has been given, agreeably to the provisions of an act, relative to petitions, it shall be taken and deemed to be sufficient testimony of the fact.

Mr. Jenkins moved the following:

Resolved, That the committee to which was referred that part of the Governor's message relative to the reporting a code of laws, be requested to make their report on Monday next.

Mr. Durkee moved to amend the resolution by striking out "Monday," and inserting" as soon as practicable."

Mr. Nowlin moved to amend the amendment by substituting σε Wednesday next.”

The question was taken on the amendment to the amendment, and lost.

The question was then taken on agreeing to the amendment, and it was decided in the affirmative.

The question was then taken on the adoption of the resolution, and it was lost,

Mr. M Williams, chairman of the committee on enrolments, reported "a memorial for the construction of a harbour at the mouth of Milwaukee river," to be correctly enrolled.

The said memorial was then presented to, signed by the
