Mr. Whiton presented two petitions from the inhabitants of the county of Dane, praying that the register of deeds of said county may be authorized by law to procure a record of all conveyances of lands situated in Dane county, from the different offices in the Territory where the same may be recorded.

Read and referred to the following select committee, viz:
Messrs. Whiton, Sutherland and Shew.

Mr. Childs presented a petition of the inhabitants of Portage county, praying to be attached to the county of Dane, for judicial purposes.

Read and referred to the following select committee, viz :

Messrs. Childs, Bracken and Sutherland.

Mr. Shew presented the petition of inhabitants of the town of Lake, praying to be set off into a separate town to be called Oak Creek.

Read and referred to the following select committee, viz:

Messrs. Shew, Story and Ray.

Mr. Billings offered the following resolutions, which were adopted:

Resolved, That Samuel B. Knapp, Esq. who was appointed Fiscal Agent of the Territory of Wisconsin at the last session of the Legislative Assembly, be required to report forthwith to this House whether he has, as such agent, borrowed any money; and if so, of whom and how much, and what kind of funds; and also’ how much money he has paid to claimants.

Resolved, That the Chief Clerk of this House transmit a copy of these resolutions to Samuel B. Knapp, Esq.

On motion of Mr. Cruson,

The following resolution was unanimously adopted:

Resolved, That the thanks of this House are hereby tendered

to the Hon. Edward V. Whiton, for the able and satisfactory manner in which he has performed the duties of Speaker, pro

tem.

The Secretary of the Council being introduced, delivered the following message:

"Mr. Speaker-I am directed to inform you that Messrs. Martin, Wells, Bullen, Sterling, Rountree, Maxwell, Learned and Brigham, a committee of one from each of the election districts, have been appointed by the Council to act in conjunction with a similar committee to be appointed by this House, to whom will be referred so much of the message of the Governor as relates to the apportionment of representation in this House from the several counties in the Territory."

The Speaker announced the appointment of the following select committee, under the resolution adopted on yesterday relating to the apportionment of members to this House, viz:

Messrs. Bracken, Cruson, Brunson, Sutherland, Whiton, Stevens, Story and Sholes.

The Speaker also announced the appointment of the following standing committees of this House, viz:

On the Judiciary-Messrs. Whiton, Story, Shackelford, Wells and Billings.

On Schools-Messrs. Street, Hoyt, Craig, Conroe and Beardsley. On Internal Improvements-Messrs. Longstreet, Shew, McGregor, Ray and Brunson.

On the Militia-Messrs. Jenkins, Stevens, Sutherland, Newman and Ray.

On Finance-Messrs. Shew, Childs, Blackstone, Story and Baldwin.

On Corporations-Messrs. Billings, Sholes, Cruson, Whiton and McGregor.

On Claims-Messrs. Shackelford, Bracken, Story, Wells and Brunson.

On Enroled Bills-Messrs. Sholes, Longstreet, Conroe, Ray and Newman.

On Expenses--Messrs. Cruson, Brunson, Street, Hoyt and Sutherland.

On Engrossed Bilis--Messrs. Conroe, Childs, Baldwin, Blackstone and Beardsley.

On Roads--Messrs. Childs, Hoyt, Craig, Jenkins and Stevens. On Territorial Affairs-Messrs. Bracken, Sholes, Shew, Cruson and Billings.

The House took up the message from the Council, when the following resolution offered by Mr. Whiton, was adopted:

Resolved, That the committee appointed under the resolution adopted by the House referring so much of the Governor's Messae as relates to the apportioning of the representation to a committee of one from each election district, be instructed to act in conjunction with the committee appointed by the Council.

Ordered, That the Council be acquainted therewith.

Mr. Sholes, by consent, offered the following resolutions : Resolved, That so much of the Governor's Message as relates to the failure in the printing and distribution of the laws passed at the last session of the Legislative Assembly, be referred to a select committee of three.

Resolved, That so much of the Governor's Message as relates to the investigation of the Bank of Mineral Point, be referred to the committee on corporations, with instructions to report on

next.

On motion of Mr. Sholes,

The blank in the latter resolution was filled with the "Friday," and the said resolutions were then adopted.

The Speaker appointed the following committee under the first resolution, viz:

Messrs. Sholes, Cruson, and Longstreet.

Mr. Childs, by consent, offered the following resolutions, which were adopted:

Resolved, That the Chief Clerk of this House furnish a list of the names of members of this House to the Post Master at this place, and that the postage on all letters and papers sent and res

ceived by members, be paid out of the monies appropriated to defray the expenses of the Legislative Assembly.

Resolved, That each member of this House be authorized to order for his own use, at the expense of the Territory, any number of copies, not exceeding twenty each week, during the present session, of any newspaper published in this Territory.

The following message was received from the Council, by their Secretary:

"Mr. Speaker-I am directed to inform you that the Council have adopted the joint rules and orders of the Council and House of Representatives of the last session, for the government of the two Houses, during the present session, and to request the concurrence of this House therein."

The House took up and considered the said message, and,
On motion of Mr. Childs,

The joint rules and orders of the two Houses of last session, were adopted.

Ordered, That the Council be acquainted therewith.

On motion of Mr. Childs,
The following resolution was taken

up,

viz :

Resolved, That the editors of the Madison Enquirer be authorized to do the printing of this House during the present session. Mr. Childs moved to strike out the word "Madison," in the said resolution, and to insert the word "Wisconsin," before the word "Enquirer."

Mr. Bracken moved to amend the motion by inserting the word "Express," in lieu of the word "Wisconsin," and pending the question thereon,

A motion was made by Mr. Childs that the resolution be laid on the table.

On which motion the ayes and noes were called, and were as follows:

Ayes-Messrs. Childs, Cruson, Longstreet, McGregor, Shackelford, Shew and Street--7.

Noes--Messrs. Beardsley, Billings, Bracken, Brunson, Conroe, Craig, Dewey, Hoyt, Jenkins, Newman, Ray, Stevens, Story, Sutherland and Whiton--15.

The question then recurred on inserting the word "Express" in lieu of the word "Wisconsin ;" and the ayes and noes being called, were as follows:

Ayes--Messrs. Bracken, Childs, Craig, Cruson, McGregor, Shackelford, Shew, Story and Sutherland--9.

Noes-Messrs. Beardsley, Billings, Brunson, Conroe, Dewey, Hoyt, Jenkins, Longstreet, Newman, Ray, Stevens, Street and Whiton--13.

The question was then taken on striking out the word "Madison," and inserting the word Wisconsin ;" and was agreed to. The question then being on adopting the resolution, Mr. Street moved to adjourn;

Which was disagreed to.

Mr. Bracken then moved that the resolution be referred to a committee of three, who are authorized to inquire into the propriety of giving the incidental printing of this House to the editors of the Wisconsin Enquirer, and that said committee be authorized to send for persons and papers.

Mr. Whiton moved to amend the motion by adding to it the following words, "and that until the committee report, the editors of the Wisconsin Enquirer be employed to do the printing of this House;"

Which was agreed to.

The question was then taken on agreeing to the motion, as amanded, and the ayes and noes being called, were as follows: Ayes--Messrs. Beardsley, Bracken, Brunson, Childs, Craig,
