The undermentioned bills, numbered 5, 6 and 7, from the Council, and No. 7 of this House, were considered in committee of the whole, Mr. Wells in the chair, viz:

No. 7. "A bill to authorize the commissioners of Milwaukee -county to raise money to repair certain roads therein named."

No. 11. "A bill to organize the county of Washington and for -other purposes."

After some time spent therein the committee rose and reported the bills without amendment.

On motion of Mr. Cruson,

Bill No. 5 was laid on the table for the present.

Bill No. 6 was ordered to be read the third time; and

On motion of Mr. Wells,

Bill No. 7 was indefinitely postponed.

Bill No. 11 was ordered to be engrossed for a third reading.

Bill No, 2, entitled "A bill to divide the town of Lake, and to organize the town of Oak Creek," returned from the Council with amendments, was considered, and the amendments concurred in.

Ordered, That the Council be acquainted therewith.

Bill No. 3, entitled "A bill concerning taxes in Iowa county for the year 1840," was taken up, and on motion of Mr. Bracken, Jaid on the table until the third Monday of December next.

Mr. Conroe, from the committee on engrossed bills, reported resolution No. 3 to be correctly engrossed, entitled "Resolutions relating to the appointment of William B. Slaughter fiscal agent." On motion of Mr. Sholes,

The said resolutions were read the third tine, passed, and the title thereof agreed to, by the special order of the House, the rule

prohibiting it to be so read having been suspended for that purpose.

Ordered, That the Council be requested to concur in the said resolutions.

Mr. Bracken, by leave, presented the account of Jonathan Lyman, for expenses incurred in attending before a committee of this House.

Referred to the committee on claims.

Mr. Story moved that the House go into committee of the whole on bill No. 7, entitled "A bill to provide for staying the interest on the sale of the Canal Lands."

Mr. Longstreet moved a call of the House, which was not ordered.

The ayes and noes being called on the motion made by Mr. Story, were taken and were as follows:

Ayes--Messrs. Beardsley, Bracken, Craig, Cruson, Jenkins, Longstreet, Newman, Ray, Shackelford, Shew, Story, Street, Wells and Dewey, speaker-14.

Noes-Messrs. Brunson, Hoyt, McGregor, Stevens and Sutherland-7.

The House then went into committee of the whole on said bill, Mr. Shackelford in the chair.

After a short time, the committee reported the bill to the House without amendment.

Mr. Wells offered the following amendment to the bill:

Strike out sections 1, 2 and 3, and substitute the following-"Sec. 1. That the interest due the Territory of Wisconsin from the purchasers of Canal Lands, for the year 1840, being the first year's interest accruing upon bonds heretofore given to the Territory, is hereby remitted and discharged."

And pending the question thereon,

Mr. Sutherland asked and obtained leave to withdraw two petitions of inhabitants of Dane county relative to the transfer of deeds from the counties of Milwaukee and Iowa.

By Mr. Conroe, the accounts of editor of Wisconsin Democrat for publishing resolutions relative to the Southern Boundary.

By Mr. Bracken, the account of James Morrison for rent of room for territorial Library.

Mr. Conroe from the committee on engrossed bills, reported the following to be correctly engrossed, viz :

No. 11, "A bill for the organization of the county of Washington and for other purposes.

No. 4. "A bill relative to the Bank of Mineral Point."

Mr. Sholes from the joint committee on enroled bills reported

the following to be correctly enroled, viz:

An act to divide the town of Lake and to organize the town of Oak Creek, and to change the place of holding elections in the town of Darien, in the county of Walworth.

The Speaker signed the said bill and ordered it to be presented to the President of the Council for his signature.

Engrossed bill No. 4, entitled "A bill relative to the Bank of Mineral Point," was read a third time, when a motion was made by Mr. Bracken that the bill be laid on the table.

members be sent for;

Which was agreed to.

A call of the House was made and the Sergeant-at-Arms sent after Messrs. McGregor and Whiton.

The Sergeant-at-Arms, after a short time, reported that Mr. McGregor was in attendance, and that Mr. Whiton was engaged before the Supreme Court.

Mr. Sholes moved that Mr. Whiton be excused from attendance in the House for the present;

And pending the question thereon, Mr. Whiton appeared and took his seat, when the motion of Mr. Sholes was by leave with. drawn.

The question was then taken on laying the bill on the table, and was decided in the negative, as follows:

Mr. Wells moved the adoption of the following amendment : Strike out sections 1, 2 and 3, and substitute the following SEC. 1. That the interest due the Territory of Wisconsin, from the purchasers of canal lands for the year 1840, being the first year's interest accruing upon bonds heretofore given to the Ter ritory, is hereby remitted and discharged.

Mr. Story moved the following amendment to the amendment of Mr. Wells:

Strike out section 1, in the amendment, and insert,

"That the interest now due, or which may become due the Territory of Wisconsin from the purchasers of canal lands, shall be and the same is hereby remitted and discharged, until the loan authorized by the Territory, is effected, and the work on the canal commenced."

The question was taken on the amendment to the amendment, and was decided in the affirmative.
