On motion of Mr. Darling,

The house considered the following entitled bill, in committee of the whole house, to wit:

No. 2, (C.) "A bill extending the time for the redemption of certain lands in this territory on the canal grant,"

Mr. Olin in the chair.

After some time spent therein, the committee rose, and by their chairman reported the bill back to the house without amendment. The question being on adopting the report of the committee, Mr. Thompson moved that the bill be referred to the committee on the judiciary;

Which was disagreed to.

The report of the committee was then adopted,

And the bill ordered to a third reading.

On motion of Mr. Darling,

So much of the sixteenth rule of the house as prohibits the reading of bills the second and third time on the same day was suspended in reference to said bill.

Which was then read the third time, passed, and the title thereof agreed to.

On motion of Mr. Thompson,

The communication of the hon. Moses M. Strong, relative to his accounts as late fiscal agent, was taken up for consideration, and,

On motion of Mr. Hunkins,

Referred to the committee on territorial expenditures.

A message from the council, by their secretary:

"Mr. Speaker: The council have adopted the report of the joint select committee to prepare the joint rules and orders for the two houses for the present session, and have negatived bill

No. 1, (of this house,) 'A bill requiring the clerks of the board of supervisors of the several counties to give bonds, and for other purposes.'

Mr. Capron gave notice that he should, on some future day, ask leave to introduce a bill, entitled

"A bill to provide for the equalization of moneys raised for the support of common schools in school districts composed of parts of different towns." ""

Mr. Ellis offered the following joint resolution, which was adopted, to wit:

No. 1, "Resolved, if the hon. the council concur, that the joint committee on legislative expenditures be directed to inquire what action is necessary to provide for the expenses of the session of the assembly in December and January last, and that said committee report by resolution or otherwise."

A memorial of the following title was then announced for the third reading, and was read the third time, passed, and the title thereof agreed to, to wit:

No. 1, "Memorial to congress asking an appropriation for the opering of a road from Sheboyagan, by the way of Winnebago lake, to the Fox river; and also asking an appropriation for completing that part of the United States military read between Green Bay and Fond du Lac."

Mr. Hunkins, from the joint committee on enrolled bills, reported the following to be correctly enrolled, to wit:

"An act extending the time for the redemption of certain lands in this territory on the canal grant;"

Which was then signed by the speaker.

On motion of Mr. Platt,

Ordered, that one hundred copies of the documents referred to in the governor's message be printed for the use of this house.

Mr. Hunkins, from the joint committee on enrolled bills, reported that they did on this day present to the governor for his approval, a bill entitled

"An act extending the time for the redemption of certain lands on the canal grant."

On motion of Mr. Hunkins,

The house adjourned.

MONDAY, December 11, 1843.

Mr. Hicks, a member from the county of Grant, appeared and took his seat.

Mr. Masters presented a petition from Daniel Baxter, relative to his accounts with the territory, which was,

On motion of Mr. Masters,

Ordered to be referred to a select committee of three.

Messrs. Masters, Crossman, and Palmer were appointed said committee.

Mr. Ellis, by leave, introduced the following resolution, which was adopted, to wit:

Resolved, That the postage on all letters and newspapers sent and received by members of this house during its present session, be paid out of the appropriation by congress for the expenses of the legislative assembly, for the fiscal year ending the 30th June, 1844.

Mr. Palmer gave notice that on some future day he should ask leave to introduce

"A bill to amend an act concerning the City of the Four Lakes."

On motion of Mr. Elmore,

The house adjourned.

TUESDAY, December 12, 1843.

Mr. Agry, from the judiciary committee, to whom had been referred a bill, entitled

"A bill concerning the time of commencing actions, and for other purposes,"

By leave reported said bill back to the house with amendments;

Which was then read the second time.

Mr. Agry, from the same committee, to whom had been referred so much of the governor's message as relates to the right of voting upon the question of state government of the inhabitants of the district of country which is placed by congress under the jurisdiction of Michigan, and which lies west of a line drawn from the northern extremity of Lake Michigan, reported that, in the opinion of the committee, it is not expedient to act at present on that subject, and asked to be discharged from the further consideration thereof.

Which was agreed to.

The speaker laid before the house a communication from Joshua Boyles, relating to a contract for furnishing wood for the use of the assembly,

Which was read, and

On motion of Mr. Capron,

Was referred to the committee on legislative expenditures.

Mr. Elmore presented accounts from W. W. Wyman, and Messrs. Sheldon & Hyer, for printing;

Which were referred to the committee on legislative expendi

tures.

Mr. Platt gave notice, that on some future day he should ask leave to introduce

"A bill to extend the time for which leases may be granted on school lands."

Mr. Ellis, by leave, offered the following resolution, which was adopted, to wit:

Resolved, That the committee on the judiciary inquire into the expediency of amending the act regulating proceedings in chancery, and that said committee report by bill or otherwise.

A message from the council by their secretary:

"Mr. Speaker: The council have passed

No. 5, (C.) Joint resolution in relation to the establishment of a mail route from Milwaukee, via. Mukwanago, and other places therein mentioned, to Mineral Point;'

No. 4, (C.) 'A bill giving to Henry, alias Henry Tutt, the name of Henry Early;'

No. 1, (C.) 'Memorial to congress for the improvement of Fox and Wisconsin rivers;'

In all of which I am directed to ask the concurrence of this house.

The council have concurred in the following resolution (of this house):

'Resolution relative to the expenses of the sessions of the legislature held in December and January last;'

And have passed No. 1, (of this house):

'Memorial to congress asking for an appropriation for the opening of a road from Sheboyagan, by the way of Winnebago lake, to the Fox river; and also, asking an appropriation for completing

that part of the United States military road between Green Bay and Fond du Lac.'

The governor of the territory has returned to the council without his signature, bill

No. 2, (C.) ‘An act extending the time for the redemption of certain lands in this territory on the canal grant;' accompanied by a message dated December 11th, 1843, stating his objections to the bill;

And the council have reconsidered said bill and passed the same by a unanimous vote-all the members of the council having voted in the affirmative; and I am directed to deliver to the house said act and message."

On motion of Mr. Darling,

The message from the council was taken up for consideration; When the undermentioned bill and memorial were severally read the first and second time, to wit:

No. 4, (C.) "A bill giving to Henry, alias Henry Tutt, the name of Henry Early;"

No. 1, (C.) "Memorial to congress for the improvement of the Fox and Wisconsin rivers."

No. 5, (C.) "Joint resolutions in relation to the establishment of a mail route from Milwaukee, via. Mukwanago, and other places therein mentioned, to Mineral Point;"

Was read and passed, to wit:

Resolved, by the council and house of representatives of the territory of Wisconsin, that our delegate in congress be requested to procure the establishment of a mail route from Milwaukee, via. Mukwanago, Whitewater, outlet of Lake Kushkonong, and McFadden's, on Sugar river, and thence by the most direct route to Mineral Point.

Resolved, That a copy of this resolution, attested by the secretary of the council and clerk of the house of representatives be forwarded to the delegate.

The message from his excellency referred to in the foregoing message from the council was read, and is as follows, viz:

The bill entitled "An act extending the time for the redemption of certain lands in this territory on the canal grant," I return to the council with the following objections:
