Mr. RILEY. Mr. Chairman, this matter relates to Senate Resolution 105 and Senate Resolution 124. A number of witnesses have been good enough to come in today to give their thinking on efficiency ratings. The CHAIRMAN. For the purpose of the record, this is a hearing on Senate Resolution 105 and Senate Resolution 124, and I think because of their nature they both can be considered together, before a subcommittee of the Senate Post Office and Civil Service Committee. Mr. Chairman, ladies and gentlemen, it is a pleasure to testify on the operation of the present efficiency-rating plan used by the Federal Government.
