4 II. THE rates of ferries kept oppofite to those abovementioned, fhall be governed by the fame rates and rules. ill. THE tranfportation of the following things fhall be at the gates following: For every coach, waggon, chariot, and the driver, the fame as for fix horfes. For every four wheeled chaife, phaton, and driver, the fame as for four horfes. For every two wheeled riding carriage, the fame as for two horfes. For every hogshead of tobacco, the fame as for one horfe. For every head of neat cattle, the fame as for one horfe. For every fheep, hog, goat or lamb, one fifth part of the ferriage for one horse.

IV. IF the keeper of any ferry or toll bridge fhall demand and take from any perfon, a greater fum for the ferriage or toll, than is allowed by this aft, fuch offender hall forfeit to the perfon fo overcharged, the ferriage or toll demanded and received, and two dollars for every such offence; recoverable before any justice of the peace of the county.

V. THE court of every county or corporation wherein a ferry is, or fhall be appointed, shall have, and is hereby declared to have authority of ordering and directing what boat or boats, and the number of hands which thall be kept at each ferry refpectively, and the owner of the land whereon any fuch ferry is, if he hath not already given bond and fecurity, fhall within fix months from the commencement of this act, give bond with one fecurity, in the court of the County or corporation wherein fuch ferry is, in the penalty of fixty dollars, with condition, that he will duly keep fach ferry, or caufe the fame to be kept according to law, and will give immediate paffage to all public meffengers and expreffes, when required, from time to time. And in cafe any fuch perfon shall neglect or refufe to give fuch bond, or to cause the fame to be given on his behalf, he shall forfeit and pay feven dollars for every month's refufal or neglect to the governor for the time being, and his fucceffors, for the better fupport of the contingent charges of government, recoverable with cofts, in any court of record, where the fame fhall be cognizable.

VI. AND for encouragement of ferry keepers, and in confideration of fet. ting over public meffengers, and the perfons exempted by this act: Be it fur. ther enacted, that all the men attending the faid ferries be free of county levies, and from all other public fervices of mufters, conftables, clearing highways, impreffments and other things of like nature, and that keepers of ferries fhall not be chargeable with any fee for giving bond; and if the county or corporation court fhall find it requifite or ufeful that an ordinary be kept at any ferry, they may licenfe fuch ferry-keeper to keep ordinary, without any out fece fee for the licenfe, or obtaining the fame, notwithstanding there be a fufficient number of other ordinaries in the fame county or corporation. Provided always, that every ferry-keeper fo licensed to keep ordinary, fhall give bond and fecurity, and be liable to the fame penalties as other ordinary keepers.

annually to the highest bidder, the ferries across Elizabeth river and the branches thereof, taking bond and good, fecurity for due payment of the money, and to apply the fame as it may be received, towards leffening the county levy. IX. WHERE there is no ferry correfponding to one appointed by this act, it fhall be lawful for the court of the county to constitute an oppofite ferry, with the fame rates. And the courts are empowered to appoint ferries over fuch rivers and creeks in their respective counties, as fhall be deemed convenient and neceffary.

X. ALL ferries heretofore established, and which have not been generally frequented for the space of two years, fhall be, and the fame are hereby difcontinued, unless the perfons entitled to keep the fame, shall within fix months after the paffing of this act, procure all neceflary boats and ferrymen, for the tranfportation of paffengers at their respective ferries.

XI. ALL ferries now eftablished, and which may be hereafter generally difufed and unfrequented for the space of two years, fhall be likewife difcontinued, unless neceffary boats and ferrymen are prepared for the fame, within the space of fix months, after the expiration of the faid two years. And all ferries which may be hereafter eftablished, and which fhall not be furnished with necessary boats and ferrymen within the space of fix months after the eftablishment thereof, or fhall at any time thereafter be generally difufed and unfrequented for the space of two years, shall be, and the fame are hereby discontinued.

XII. AND it fhall be lawful for the court of the county in which fuch ferry or ferries fhall be, on complaint to them made, to fummon the proprietor or proprietors of the fame, to fhew caufe why it fhall not be difcontinued, and to decide according to the teftimony adduced.

XIII. IT fhall and may be lawful for any keeper of a ferry, to take into his boat or boats any paffenger or paffengers, carriages, horfes, or cattle of any kind whatsoever, on either fide, to convey them over, and to receive the ferriage for the fame; any law, ufage, or cultom to the contrary, notwithstanding.

XIV. ALL and every other Act and Acts, clause and clauses of Acts, heretofore made for, or concerning any matter or thing within the purview of this Act, thall be, and are hereby repealed.

XV. THIS A&t fhall commence and be in force, from and after the paffing thereof.

CHAP. CXVII.

An Act reducing into one, the feveral Acts for regulating the infpection of Flour

and Bread.

[Paffed the 21st of December, 1792.†]

HEREAS the laws heretofore made for the inspection of flour,

I. W have been found defective, and it has become neceffary to adopt

fome regulations for the prevention of frauds in the exportation of bread: a

BE it therefore enacted by the General Affembly, That one inspector of flour fhall be appointed at each of the following places, to wit:-Alexandria, Fredericksburg, Richmond, Petersburg, Blandford, Weft Point, Newcastle, York, Falmouth, Port-Royal, Hobb's-Hole, Colchester, Dumfries, Manchester, Ofborne's, Pocabuntas, Nomony, Broadway, Low-Point in Surry, Suffolk, Hampton, South-Quay, Norfolk, Morgan's Town, Smithfield, Fort-Wheeling, Lynchburg, Hanover-Town, Portsmouth, Cumberland-Town, at the mouth of Buffaloe Creek, on the lands of Charles Prather, and at the mouth of Short Creek, on the lands of David Chambers, in the county of Ohio.

III. THE courts of the feveral counties in which the places aforefaid are fituated, shall at their courts held in the months of September or October in every year, nominate and appoint a person of good repute, and who is a fkilful judge of the quality of flour, to be infpectar of flour at each of the places aforefaid. In cafe of the death of any perfon fo appointed, or his refusal or neglect to act, the justices of the faid counties refpectively, or any three of them, fhall as foon as conveniently may be thereafter, meet together and appoint fome other perfon in the room of the one fo dead, or refufing or neglecting to act, who fhall execute the duties of his office, until the next court held
