Motion to Amend

Senator Grunsky moved the adoption of the following amendments:

Amendment No. 1

Strike out the title of the printed bill, as amended in Assembly May 24, 1957, and insert "An act making an appropriation for the acquisition of sites and to add Section 20304 to the Education Code, relating to future state colleges."

Amendment No. 2

On page 1, strike out fine 1, and insert

"SECTION 1. There is hereby appropriated the sum of five million six hundred thousand dollars ($5,600,000) from the State Building Construction Program Fund, to be expended by the Department of Education for acquisition of real property, under the provision of the Property Acquisition Law. The Department of Finance shall include the amount of this appropriation in the total amount of Budget Act appropriations in the same manner and with the same effect as if this appropriation had been included in Section 2.5 of the Budget Act of 1957, as provided in the State Construction Program Bond Act of 1955 (Statutes of 1955, Chapter 1709). All of the provisions of the Budget Act of 1957, which are applicable to Section 2.5 of said act, are also applicable to this act.

SEC. 2. The sites acquired under the appropriation made by this act shall be in the following areas: (1) Southern portion of Alameda County; (2) Orange County; (3) San Bernardino and Riverside Counties; (4) Stanislaus County; (5) Sonoma, Marin, Napa and Solano Counties; (6) Contra Costa County; (7) San Mateo County; (8) Kern County; and (9) Santa Cruz and Monterey Counties. SEC. 3. Section 20304 is added to the Education Code, to read:

20304. The Legislature hereby declares that it is in the interests of the State and of the people thereof that funds available for the expansion of publicly supported higher education, by the establishment of additional state colleges, shall be employed in the establishment of colleges designed for students seeking admission to upper division academic instruction. To that end any state college hereafter established by the Legislature shall have for its purpose and function the offering of courses of study appropriate for upper division academic education."
