The Bill being reported without amendment, on motion,

Mr. Kingsley, from the same committee, reported

A Bill to authorize William Bliss to sell and convey certain lands in the county of Lenawe.

The bill was read the first time, and laid on the table.
Mr. Sprague, from the same committee, reported

A Bill to provide for the laying out and establishing a Territorial Road, which was read the first time and laid on the table.

Mr. Bacon, from the committee to whom was recommitted the Bill to provide for the inspection of Staves and Heading, reported the same with sundry amendments.

The amendments having been read, and, on motion, concurred in, on motion,

Ordered, That the Bill be engrossed, and read a third time to-morrow.

The bill to amend an act entitled "An Act to amend un act to incorporate the village of Monroe, and for other purposes," was read a third time.

On motion of Mr. Hascall,

Ordered, That the bill be recommitted to the committee on the Judiciary.

The Bill to authorize J. B. Vermet, to sell and convey lands therein mentioned, was read the third time, on motion, Ordered, That the bill lie on the table.

The resolution heretofore submitted by Mr. Hascall, relative to suspending the 32d, 33d, and 34th standing rules of the Council, was taken up and read.

Mr. Hascall moved the adoption of the resolution.

Mr. Martin moved that the further consideration thereof

be postponed to the third Monday in August.

The question on the motion to postpone being first taken, it was decided in the affirmative. Ayes 8-nays 4.

A message was received from the Acting Governor, by Mr. Hunt, notifying the Council that he had this day approved and signed

An Act entitled an act to authorize the Courts to be holden in the County of St. Joseph, to be held at the Academy in the village of White Pigeon.

The Council went into consideration of Executive business, and having disposed of the same,

FRIDAY, May, 25, 1832. The following petitions and papers were presented and severally referred.

By Mr. Britain, a petition from certain citizens of the county of St. Joseph, praying an investigation into the proceedings of the commissioners appointed to locate the seat of justice of said county. Referred to the committee on the Judiciary.

By Mr. Hascall, an account of J. W. Cummings, for services as Brigade Inspector of Militia. Referred to the committee on claims.

On motion of Mr. Moran,

Resolved, That the committee on Territorial Affairs, be instructed to inquire into the propriety of making some provis-ions for building a bridge across the Mill dam of George Hunt, as part of the Territorial road recently laid out and opened in the county of Wayne.

On motion of Mr. Kingsley,

Resolved, That the committee on the Judiciary be instructed to inquire if it be necessary so to amend the act defining the powers of justices of the peace in civil cases, that persons refusing to obey a summons to serve as jurors in justices courts, may be fined, if good cause cannot be shown for not obeying

such summons.

On motion of Mr. Renwick,

Resolved, That the Judiciary committee be instructed to inquire into the expediency of prohibiting by law, the sale of Lottery tickets within the Territory of Michigan, and that they be instructed to report by bill or otherwise.

Mr. Sprague from the committee on Internal Improvement to whom was referred the report of John Anderson and John W. Hunter, on the subject of superintending repairs on certain roads, made the following report.

"The committee on Internal Improvement, to whom was referred the report of John W. Hunter, in relation to the expenditure of three hundred dollars, which was placed in his hands to make repairs on the Saginaw road, report

That the committee feel a confidence that the amount expended by him in making said repairs, was judiciously applied; and we trust the balance $74,26, will be equally well applied when the proper season arrives for laying out the same. The committee, however, take it for granted, that the Legislative Council will expect Mr. Hunter to report, at the commencement of its next session, the application of the balance

for the same purpose; and exhibit the receipts of individuals as vouchers for the amount of moneys so expended by him.

The committee do further report, that the returns of John Anderson, in relation to the expenditures made by him in repairing the Ohio road, should, in their opinion, be placed on the footing with the above. All which is respectfully submitted."

The report having been read, on motion.

Ordered, That it lie on the table.

The Bill to prevent the circulation of Foreign Bank bills, of a less denomination than five dollars, was read the second time.

On motion of Mr. Kingsley,

Ordered, That the bill be recommitted to the committee on the Judiciary.

The bill to provide for laying out and establishing a Territorial road, was read a 2d time. On motion,

Ordered, That the bill lie on the table.

The resolution to appoint revisers of the laws, was read a 2d time.

On motion of Mr. Sprague,

Ordered, That the resolution lie on the table.

The bill to authorise Alexander D. Godfroy to sell and convey certain lands therein mentioned, was read the 3d time.

Mr. Kingsley moved that the bill pass.

...The question being taken, it was decided that the bill pass, and that the title thereof be, An Act to authorise, &c.

Mr. Renwick gave notice that he should, at a future day, ask leave to bring in a Bill to legalize the laying out and establishing of a Territorial road from a point on the Chicago road at or near Ten Eycks, to Peterson's Mills.

The Council went into the consideration of Executive business, and having disposed of the same,

Mr. Martin moved to reconsider the vote taken yesterday on the postponement to the 3d Monday of August next, of the resolution on the subject of suspending the 32d, 33d and 34th standing rules of the Council.

The question being taken the Council refused to reconsider the vote.

On motion, the Council adjourned to Monday at 11 o'clock A. M.

MONDAY, May 28, 1832. -The following petitions and papers were presented and severally referred:

By Mr. Renwick, a petition from certain citizens, praying

that justices, sheriffs, and constables may be prohibited from acting as counsel before justices. Referred to the committee on the Judiciary

By Mr. Kingsley, a petition from certain citizens of the Territory, for an act to authorize the construction of a railroad from Detroit to the mouth of the St. Joseph River of Lake Michigan. Referred to the committee on Improve

ment.

And a petition praying that the circulation of bank bills of a foreign emission, and of less denomination than Five Dollars, may be prohibited. Which was laid on the table.

By Mr. Torrey, the petition of J. B. Penauet and wife, for a Divorce, which was laid on the table.

By Mr. Durocher, sundry accounts of John Anderson and others, for services in repairing the United States' Road leading from Detroit to Ohio. Referred to the committee on Territorial Affairs.

By Mr. Britain, sundry petitions for exclusive license to E. Taylor, to keep a Ferry at Mottville.

And a remonstrance of H. L. Stewart and others against the granting thereof. Which were referred to the committee on Territorial Affairs.

The President also presented a communication from H. L. Stewart to him, on the same subject. And the communication was referred to the same committee.

On motion of Mr. Sprague,

Resolved, That an additional standing committee be appointed, to consist of three members, to be called the committee of Ways and Means-whose duty it shall be to consider of all such matters as shall be referred to said committee relating to the revenues of the Territory, and also the state of the debts due to or from the Territorial Treasury, and the application of all moneys paid out of the treasury under any existing law or otherwise.

That said committee shall report, from time to time, such provisions and arrangements, as in their opinion may be necessary to insure economy and safety in managing the reve nues of the Territory.

On motion of Mr. Durocher,

Resolved, That the committee on the judiciary be instructed to inquire into the necessity of amending the act to amend 'An Act concerning Estrays,' approved November 4, 1829, so that the person having any strayed neat cattle, horses, or sheep in his or her possession at the time of delivering to the Clerk of the township where such neat cattle, horses, or sheep shall happen to be, a description of the same, shall give

a notice in one of the newspapers, if any, in the county where such estrays may happen to be, or in one or two of the most public places in the county, which notice shall contain a like description of the strayed neat cattle, horses or sheep in his or her possession.

Mr. Kingsley from the Judiciary Committee to which was referred the petition of Samuel Reed, praying to be relieved from the payment of a certain recognizance, reported unfavorably upon the same, and asked to be discharged from the further consideration thereof.

Mr. Martin, from the committee on Enrolment, reported as correctly enrolled,

An Act to extend the bounds of the city of Detroit, and An Act to authorize Alexander D. Godfroy to sell and convey certain lands therein mentioned.

The President presented the report of the Librarian of the Council, in conformity to the resolution of the 10th inst. with sundry accompanying documents: which was read and laid on the table.

The Bill to authorize William Bliss to sell and convey certain lands in the county of Lenawe, was taken up :

On motion of Mr. Bacon, the bill was amended by striking out in the 9th line, the words "as one of the heirs of the late Joseph Vermet."

Mr. Bacon moved that the bill pass."

The question being taken, it was decided that the bill pass, and that the title thereof be, “An Act" &c.
