Mr. Strong, from the committee of conference, to whom the subject had been referred, made report thereon, as follows:

The committee of conference, appointed on the disagreeing vote of the two Houses on the "Resolution providing for receiving from the Treasury of the United States certain money," have instructed me to report, that the House of Representatives delayed so long the appointment of a committee of conference, that the passage of the resolution, in any form, would not effect the object designed by it, and that a conference could do no good; they have therefore not requested the committee appointed by the House to meet them in conference.

The committee ask to be discharged from the further consideration of the subject.

Which was laid on the table.

On motion of Mr. Upham, the resolution offered by him on yesterday, instructing the committee on Territorial Affairs to inquire into the expediency of memorializing Congress for an appropriation for a harbor at Milwaukee, taken up;

was

And, pending the question on its adoption,

On motion of Mr. Janes, the resolution was amended. so as to read as follows:'

Resolved, That the committee on Territorial Affairs be instructed to inquire into the expediency of memorializing Congress for appropriations for harbors at Racine, Southport, and Milwaukee ;

And the same was thereupon adopted.

On motion of Mr. Strong, the report of the committee of conference, appointed on the disagreeing vote of the two Houses on the "Resolution providing for receiving from the Treasury of the United States certain money," was taken up and considered;

And, on motion of Mr. Strong,

Ordered, That the committee be discharged from the further consideration of the subject.

On motion of Mr. Strong, the Council proceeded to the further consideration of resolution No. 4, entitled "Resolution relative to adjournment;"

And, the question being on concurring in the amendment reported by the committee of the whole, on the 22d inst., which is as follows: Strike out all after the words "that the," in the first line of the resolution, and insert, in place thereof, "the Legislative Assembly take a recess from the twenty-fourth of December, inst., until Monday, the third day of January next;" it was determined in the negativeayes 6, noes 6.

And the ayes and noes being called for,

Those who voted in the affirmative, are Messrs, Bullen, Brigham, Learned, Maxwell, Rountree, and Strong;

Those who voted in the negative, are Messrs. Arndt, Janes, Martin, Tweedy, Upham, and Collins, (President.)

And, pending the question on ordering the resolution to be engrossed for a third reading,

The following message was received from the House of Representatives by the Clerk thereof, viz:

"Mr. President:-The House of Representatives has concurred in resolution No. 2, of this House, entitled 'Resolution authorizing the Secretary of the Territory to borrow money.'

"Messrs. Hackett and Tripp have been appointed of the joint committee on the part of the House of Representatives, on Enrolled Bills."

Mr. Strong then moved to amend the resolution under consideration, by striking out all after the words "that the," and inserting, in place thereof, the following: "two Houses will take a recess from Monday, the 27th day of December, until Friday, the 7th day of January next."

The motion was agreed to-ayes 7, noes 5;
And, the ayes and noes being called for,

Those who voted in the affirmative, are Messrs. Arndt, Bullen, Brigham, Learned, Rountree, Strong, and Upham; Those who voted in the negative, are Messrs. Janes, Martin, Maxwell, Tweedy, and Collins, (President.)

And, the question then being on ordering the resolution to be engrossed for a third reading, it was determined in the affirmative-ayes 7, noes 4;

And, the ayes and noes being called for,

Those who voted in the affirmative, are Messrs. Arndt, Bullen, Brigham, Learned, Rountree, Strong, and Upham;

Those who voted in the negative, are Messrs. Martin, Maxwell, Tweedy, and Collins, (President.)

The President laid before the Council a communication from the late Librarian, W. T..Sterling, in reply to a resolution calling upon him for certain information in reference to the Library, and other property, committed to his charge; Which was read; and,

On motion of Mr. Arndt,

Ordered to be printed.

Mr. Strong offered the following resolution, and moved that it be adopted, viz:

Resolved, That so much of the Governor's message as relates to the manner in which the late Secretary of the Territory has discharged his duties, in relation to the issue of Territorial bonds, and the keeping of a record of the same, be referred to a select committee, and that the said late Secretary be authorized to submit such evidence to the committee, in relation to the same, as he may think proper. And, pending the question thereon,

Mr. Arndt, moved to strike out the words " a select committee," and insert, in place thereof, the words "the committee on Finance."

The amendment was agreed to.

A message from the Governor, by his private secretary, in writing, was received.

Mr. Tweedy then moved to amend the resolution fürther, by striking out all after the words "Governor's Mes sage," to the words "be referred," and inserting, in place ́ ́ thereof, as follows: "as relates to the creation of a public

debt, and to the legality of the bonds and certificates issued by the late Secretary of the Territory, and to the manner in which the duties of said Secretary had been performed, in the issuing of said bonds and certificates.

And, pending the question on the amendment proposed, On motion of Mr. Arndt,

Ordered, That the subject be laid on the table,

On motion of Mr. Maxwell,

Ordered, That the Council do proceed to the considera-. tion of Executive business.

The Executive business having been disposed of,

Mr. Arndt, from the committee on Engrossed Bills, by leave, reported that the committee had examined resolution No. 4, entitled "Resolution relative to adjournment," and found the same to be correctly engrossed.

Mr. Learned, from the committee on Enrolment, reported, that the committee had examined a “Resolution authorizing the Secretary of the Territory to borrow money," and found the same to be correctly enrolled.

The following message was received from the House of Representatives by the Clerk thereof, viz:

"Mr. President:-I am directed to present for your signature a Resolution authorizing the Secretary of the Territory to borrow money,' which has been signed by the Speaker of the House of Representatives."

The President signed the resolution referred to in the preceding message.

Mr. Strong moved to suspend so much of the 27th of the standing rules, as prohibits bills and resolutions from being
