Mr. Janes gave notice that he would at some future day ask leave to introduce a bill to amend an act to incorporate the village of Racine.

Mr. Vineyard gave notice that he would on to-morrow, or at some future day, ask leave to introduce a bill to authorize Hiram Weld to establish a ferry across Grant and Mississippi rivers.

Mr. Maxwell gave notice that he would at some future day ask leave to introduce a bill for the promotion of agricultural interests, and the formation of agricultural societies.

Mr. Janes, according to notice given, obtained leave to introduce the following bills-which were read a first and second times, and laid on the table to be printed, viz:

No. 8. A bill concerning the partition of lands; and, No. 9. A bill concerning the terms of the District Court in the county of Racine.

Engrossed resolution, No. 3, entitled "Resolution requesting the Legislature of the State of New York to abolish the canal duties on pig and bar lead," was read the third time and passed;

And the title having been read,

Mr. Strong moved to strike therefrom the word "duties,"

and to insert "tolls" in place thereof,

The motion was agreed to, and the title adopted.

On motion of Mr. Martin,

Ordered, That the committee of the whole be discharg

ed from the further consideration of bill No. 1, entitled "A bill to amend the act of the Revised Statutes, entitled 'an act concerning the writ of attachment,'" and that the same be referred to the committee on the Judiciary.

On motion of Mr. Arndt, the Council was resolved into committee of the whole, Mr. Learned in the chair, for the consideration of Resolution No. 2, entitled "Resolution authorizing the Secretary of the Territory to borrow money," and after some time, the committee rose, and reported the resolution with several amendments thereto:

And the first, second, and third amendments having been read, they were severally concurred in.

And the fourth amendment having been read, which is as follows:

"Provided, That before the negotiation of any loan hereby authorized, the Secretary of the Territory shall execute a bond to the Governor, for the use of the Territory, in the penal sum of thousand dollars, conditioned for the faithful application and disbursement of all moneys which shall be borrowed and received by said Secretary, in pursuance of this resolution;"

The question was put on concurring therein, and determined in the affirmative, ayes 7, noes 5.

And the ayes and noes being called for,

Those who voted in the affirmative, are Messrs. Janes, Learned, Martin, Rountree, Strong, Tweedy, and Collins (President.)

Those who voted in the negative, are Messrs. Arndt, Brigham, Maxwell, Upham, and Vineyard.

The question then being put on ordering the resolution to be engrossed for a third reading, it was determined in the affirmative, ayes 9, noes 3;

And the ayes and noes being called for,

Those who voted in the affirmative, are Messrs. Brigham, Janes, Learned, Martin, Maxwell, Rountree, Strong, Tweedy, and Collins, (President.)

Those who voted in the negative, are Messrs. Arndt, Upham, and Vineyard.

On motion of Mr. Strong, the Council adjourned.

Wednesday, December 22, 1841.

Mr. Martin presented the accounts of Colonel Samuel Ryan, for expenses incurred by him in the organization of the 2d regiment of Wisconsin militia;

Which were referred to committee on Public Expendi

tures.

Mr. Tweedy presented three petitions from citizens of Washington county, as follows:

1. Praying for the removal of the Indians;

2. Praying that ranges 21 and 22, in town 9, be set off as a separate town, with the name of Washingtong

3. Praying that the German inhabitants of said county which are aliens, may be permitted to hold the office of overseer of highways and school-district officers; .

The first and second of which were referred to the committee on Territorial Affairs, and the third to the committee on the Judiciary.

Mr. Brigham presented a communication from the Librarian, in reply to a resolution, passed on the 20th inst., calling upon him for certain information in reference to the Library, and other property of the Territory under his charge;

Which was read, and laid on the table.

On motion of Mr. Martin,

Resolved, That the committee on Territorial Affairs inquire into the expediency of memorializing Congress, for such an amendment of the bankrupt laws of the United States, as to give the District Courts of the Territory juris-. diction in cases of bankruptcy.

On motion of Mr. Vineyard,

Resolved, That a select committee of three be appointed by the chair to draft a memorial to Congress, praying an appropriation for the purpose of making a McAdamized road from Mineral Point, via Platteville, to Potosi, in Grant county;

The President appointed Messrs. Vineyard, Strong, and Rountree, of the committee.

On motion of Mr. Arndt,

Resolved, That the committee on Territorial Affairs be instructed to report a, memorial to Congress, asking for

an appropriation for the improvement of the Fox and Wisconsin rivers.

On motion of Mr. Bullen,

Resolved, That the committee on the Judiciary be instructed to examine the "Act to provide for the government of the several towns in this Territory, and for the revision of county government," approved February 18th, 1841, together with the existing laws of the Territory in relation to county government, and determine whether, in their opinion, said act requires any amendment, (and, if any, what amendment,) before it shall take effect and be in force; and, that said committee be requested to report by bill, or otherwise.

On motion of Mr. Martin,

Resolved, That the Judiciary committee be instructed to inquire into the expediency of providing by law for a trial by jury in the Supreme Court of the Territory, of cases in which said Court have original jurisdiction.

On motion of Mr. Tweedy,

Resolved, That the committee on Incorporations be instructed to inquire into the expediency of repealing by a law of the Legislative Assembly the several acts, entitled as follows, viz:

"An act to incorporate the Bank of Wisconsin," approved February 25th, 1839;

"An act to incorporate the stockholders of the Bank of Wisconsin at Prairie du Chien," approved January 17th, 1838.

"An act to incorporate the Bank of Racine."
