However, not to preclude or prejudice the ulterior difcuffion of any right which his Catholic majefty may claim to form an exclusive eftablishment at the Port of Nootka.

The counter-declaration imports his Britannic majesty's acceptance of the above, with the performance of the engagements therein, as a full and entire fatisfaction for the demands, though without preclufion or prejudice to the right which he may claim to any eftablishment which his fubjects may have formed or fhould form in future, at the faid Bay.

Plymouth, Aug. 7. Yefterday evening arrived the Mary of this port, James Bennet mafter, from Oporto, in fifteen days, with wine; who fays, that the Portuguese in general feem not to have the leaft inclination to fupport the Spa

on this occafion.

Portfmouth, Aug. 10. This morning Lord Howe put to fea with the fleet.

Every exertion in the power of the officers and workmen of the Dock-yard is making ufe of to get the St. George and Duke, fecond rates, ready for fea; and this morning a Lieutenant belonging to the St. George, fet out for London with a prefs gang, to open a rendezvouz for entering and impreffing of feamen.

In every other part of the Dock-yard, the preparations for war go on without any abatement.

Aug. 11. Some difpatches have been received from Gibraltar, which were brought over in a French veffel, arrived at Dunkirk from the Mediterranean. All was well at that garrifou on the 24th of last month.

The truth of the intelligence with refpect to the negociations at Reichenbach is now confirmed. The plenipotentiaries have arranged the leading points at issue. This arrangement, which in all negociations is made before they enter on the difcuffion of the words of the articles, feparatim, took place on the 10th ult. and on the 25th the preliminaries were figned.

man, on the 25th; and by the count de Hartfberg on the 27th ult and we learn the minifters of England and Holland have fignified the confent of their courts as guarantees.

The principal points are,

First, That hoftilities fhall immediately ceafe between Auftria and the Turks; and that the war fhall be confidered as at an end. All places whatever, taken from the latter, fhall be delivered up unconditionally, and that Auftria fhall give no aid or affiftance whatever to Ruffia in the further profecution of the war.

Secondly, Pruffia fhall ufe her influence to restore the Belgic provinces to their obedience to the houfe of Austria; on condition, however, that king Leopold fhall grant them a general amnefly, and reftore and fecure to them their ancient constitution.

The Porte agrees to pay to Pruffia 10,000,000 lion-dollars for the expences of her armament.
