The subcommittee met, pursuant to notice, at 9:45 a.m., in room 1310, Longworth House Office Building, Hon. W. S. (Bill) Stuckey (Chairman of the Subcommittee) presiding.

Present: Representative Stuckey, Delegate Fauntroy, Representatives Mazzoli and McKinney.

Also present: Ruby G. Martin, general counsel; Dale MacIver, assistant counsel; Daniel M. Freeman, assistant counsel; Mark Mathis, minority chief counsel; James M. Christian, deputy minority counsel; Henry Solares, professionl staff member; and Carol Thompson, legislative staff assistant.

Mr. STUCKEY. The subcommittee will come to order. Let me express my thanks to Mr. McKinney of the minority and Mr. Fauntroy of the majority for taking time out of their busy schedule for being here with us this morning, and also for your patience this morning in waiting for us to get some additional members of the subcommittee. This morning we begin hearings on the District of Columbia's Rental Accommodations Act of 1975. The Council Act (No. 1-46), report thereon, and H. Con. Res. 399, will be included at this point.
