In the passage of which the concurrence of the Senate is requested.

House bill, entitled

H. 7. An act to provide for the heating of, alterations in and repairs to the court-house in Franklin county;

Was read the first and second times, and referred to a select committee consisting of the Senators from Franklin county.

Mr. Welling, from the committee on banks, to whom was referred Senate bill, entitled

S. 7. An act to amend section 2314 of the Vermont Statutes, relating to holidays;

Reported in favor of its passage, and the third reading of the bill was ordered for to-morrow morning.

On motion of Mr. Brownell Senate bill, entitled

S. 8. An act relating to the maturity of contracts;

Was recalled from the committee on judiciary and referred to the committee on banks.

On motion of Mr. Cartmell, the Senate adjourned.

Senate bills of the following titles were severally introduced, read the first and second times, and referred as follows:

S. 27. An act authorizing guardians to take property outside of this State;

By Mr. Walbridge,

S. 28. An act amending section 2301 of Vermont Statutes, relating to the rate of interest;

To the general committee.

Mr. Phelps offered the following joint resolution, which was read and adopted on the part of the Senate:

Resolved by the Senate and House of Representatives, That the two Houses meet in joint assembly, on Thursday, the 16th day of October, at two o'clock and thirty minutes in the afternoon, to elect a Chief Judge and six Assistant Judges of the Supreme Court, a Superintendent of Education, a Sergeantat-Arms, an Adjutant and Inspector-General, a JudgeAdvocate General, and three trustees of the University of Vermont and State Agricultural College.

At the call of the President, the committee appointed on the part of the Senate to canvass votes for members of Congress, arose in their seats and the Secretary administered the prescribed oath to them.

A message was received from the House of Representatives, by Mr. Hamilton, their Assistant Clerk, as follows: MR. PRESIDENT:

I am directed to inform the Senate that the Speaker has announced as the committee on the part of the House to canvass votes for members of Congress the following named members:

The House has considered joint resolutions from the Senate, as follows:

Joint resolution relative to printing special report touching taxation;

Joint resolution referring part of the Governor's message to the joint committee on temperance;

Joint resolution providing for a joint assembly to hear the report of the canvassing committee to canvass votes for County and Probate Officers and Justices of the Peace;

And have adopted the same in concurrence.

Petitions praying the Legislature to uphold and maintain the present prohibitory law, and allow women of legal age the right to vote on any referendum measure which may be passed, were severally presented and referred to the joint standing committee on temperance, as follows:

By Mr. Russell, (by request), the petition of Rev. E. S. Vradenburgh of Hinesburgh.

By Mr. Emery, the petition of Mrs. D. S. Cooledge and 298 others, residents of the town of Ludlow.

By Mr. Brownell, the petition of Rev. Miles Fisk and 152 others, residents of the city of Burlington.

Mr. Wilcox, from the general committee, to whom was referred Senate bill, entitled

S. 6. An act relating to the election of Representatives to the General Assembly;

Reported in favor of its passage, recommending that the bill be amended as follows:

By striking out the word "five" in line 3 of section 1, and inserting in lieu thereof the word three;

Which proposal of amendment was agreed to, and the third reading of the bill was ordered for to-morrow morning. Senate bill, entitled

S. 7. An act to amend section 2314 of the Vermont Statutes, relating to legal holidays;

Was read the third time and the question being, Shall the bill pass? Mr. Downer, from the committee on revision of bills, moved that the bill be committed to a Senator to amend as follows:

First. By inserting the words "so as" in the first line after the word "amended."

Second. By inserting the word and figures "Section 2314" in the third line before the words "The first day of January;"

Which proposals of amendment were severally agreed to; whereupon Mr. Emery moved that the bill be committed to a Senator for further amendment as follows:

First. In section 1, line 3, by striking out the words "the twelfth and;"

Second. In same section, line 5, by striking out the word "day" and inserting in lieu thereof the word days;

Which proposals of amendment were severally agreed to, and the bill was committed to Senators Downer and Emery to amend according to the vote of the Senate, amended and passed.

Mr. Phelps, from the general committee, to whom was referred Senate bill, entitled

8. 10. An act to prevent mistakes by presiding officers at freemen's meeting;

Reported in favor of its passage, and the third reading of the bill was ordered for to-morrow morning.

On motion of Mr. Wilcox, the Senate adjourned.

AFTERNOON.

Mr. Walbridge introduced a bill, entitled

S. 29. An act conferring qualified suffrage upon women who are taxpayers;

Which was read the first and second times, and referred to the committee on judiciary.

Mr. Annis, from the committee on judiciary, to whom was referred Senate bill, entitled

S. 9. An act relating to sealed instruments;

Reported in favor of its passage, and the third reading of the bill was ordered for to-morrow morning.

A message was received from the House of Representatives by Mr. Hamilton, their Assistant Clerk, as follows: MR. PRESIDENT:

I am directed to inform the Senate that the House have on their part adopted joint resolutions as follows:

Joint resolution instructing committee on house of correction to visit that institution;

Joint resolution relating to renting a typewriter for use of the clerk of the joint standing committee on revision of bills;

In the adoption of which the concurrence of the Senate is requested.
