LIBRARIES MARCH 1930 JOURNAL OF THE SENATE. WEDNESDAY, OCTOBER 1, 1902. Pursuant to the provisions of the Constitution and Laws of the State of Vermont, the Senate convened in the State House, at Montpelier, on the first Wednesday, being the first day of October, in the year of our Lord nineteen hundred and two. At ten o'clock in the forenoon, the Senate was called to order by His Honor, Martin F. Allen, the President. Devotional exercises were conducted by Rev. Guy C. Lamson, of Montpelier. The roll of the Senate was called, whereupon it appeared that the following-named Senators were present, and they were duly sworn by the Secretary and severally subscribed the oath of office: Rutland County: ORIEN SANDA ANNIS, HIRAM FRANKLIN NOYES, Rutland. Washington County: NELSON DEWEY PHELPS, Barre. GEORGE FOSTER SIBLEY, E. Montpelier. Northfield. Windham County: CHARLES DAIRD SPENCER, Wilmington. MARTIN RUFUS LAWRENCE, Mr. Annis moved that the Senate do now proceed to the election of a Secretary, President pro tempore and Chaplain; Which was agreed to, and the Senate proceeded to the election of Secretary. Several nominations having been made, the President appointed as tellers, Senator Noyes, The ballots having been taken and examined, it appeared that WALTER K. FARNSWORTH, of Rutland, having received a majority of all the votes cast, was elected Secretary, and he presented himself at the bar of the Senate, and received the oath of office. The Senate then proceeded to the election of President pro tempore. On motion of Mr. Russell, no other nomination being made, CHAUNCEY W. BROWNELL, a Senator from the county of Chittenden, was unanimously elected, viva voce, President pro tempore of the Senate. The Senate then proceeded to the election of Chaplain. On motion of Mr. Annis, no other nomination being made, REV. MARCELLUS W. FARMAN, of Westfield, was unanimously elected, rira voce, Chaplain of the Senate. The Secretary announced the appointment of Homer L. Skeels, of Ludlow, as Assistant Secretary of the Senate, and he presented himself at the bar of the Senate and received the oath of office. Resolutions were severally offered, read and adopted, as follows: By Mr. Brownell, Resolved, That the Senate be governed by the rules of the Senate of 1900, until others are adopted. By Mr. Russell, Resolved, That the Secretary be directed to inform the House of Representatives that a quorum of the Senate have assembled and organized by the election of Walter K. Farnsworth, Secretary, and Chauncey W. Brownell, President pro tempore, and are on their part ready to proceed with the business of the session. By Mr. Emery, Resolved, That a committee of two Senators be appointed by the President to wait upon His Excellency, the Governor, and inform him that the Senate have organized and are ready, on their part, to proceed with the business of the session.
