HOUSE OF REPRESENTATIVES,

FIRST SESSION OF THE THIRD LEGISLATIVE ASSEMBLY OF THE TERRITORY OF WISCONSIN.

Begun and held at Madison, the seat of government, on Monday, the seventh day of December, one thousand eight hundred and forty; being the day fixed by law for the annual meeting of the said Assembly;

On which day the members elect to the House of Representatatives convened in the Representatives' Hall at 11 o'clock, A. M. and the several election districts being called by the former clerk, the following named members presented certificates of their elec. tion, were severally sworn by the Governor, and thereupon took their seats, viz:

From the counties of Crawford and St. Croix-Mr. Alfred Brunson.

From the county of Grant-Messrs. Daniel R. Burt, Nelson Dewey and Neely Gray.

From the county of Iowa-Messrs. Francis J. Dunn, Ephraim F. Ogden, Daniel M. Parkison and David Newland.

From the counties of Green, Dane, Jefferson and Dodge-Messrs. Lucius I. Barber and James Sutherland.

From the counties of Rock and Walworth-Messrs. John Hackett, Hugh Long, Jesse C. Mills and Edward V. Whiton.

From the county of Racine-Messrs. George Batchelder and Thomas E. Parmelee.

From the counties of Milwaukee and Washington-Messrs. Joseph Bond, Jacob Brazleton, Adam E. Ray, John S. Rockwell and William F. Shepard.

From the counties of Brown, Manitouwoc, Sheboygan and Fon du Lac-Messrs. William H. Bruce, Mason C. Darling and David Giddings.

On motion of Mr. Parkison,

George Batchelder, of Racine, was appointed Speaker, pro tempore.

John Catlin was appointed Chief Clerk, pro tem.

On motion of Mr. Whiton,

Virgil Pope was appointed door-keeper, pro tem.

On motion of Mr. Sutherland,

Benoni W. Finch was appointed Sergeant-at-Arms, pro tem.

On motion of Mr. Rockwell,

Charles Brown was appointed messenger, pro tem...

On motion of Mr. Mills,

Henry H. Phoenix was appointed assistant door-keeper, pro

tem.

On motion of Mr. Barber,

Reuben H. Deming, a member elect from the county of Racine, was sworn by the Speaker, and admitted to take his seat.

The following message was received from the Council by their Secretary:

"Mr. Speaker: I am directed to inform this House that the Council are now in organization, pro tempore, and ready to proceed to business."

On motion of Mr. Darling,

Ordered, That the standing rules of the House of Representatives of last session be adopted for the government of this House at its present session, until others are prepared and adopted. On motion of Mr. Brunson,

Ordered, That the Clerk inform the Council that the House s now temporarily organized and ready to proceed to business. Mr. Brunson moved the adoption of the following resolution; which was agreed to:

Resolved, if the Council concur, That a committee of two be

appointed by each House to wait upon his Excellency, the Governor, and inform him that the two Houses are organized, pro tempore, and are ready to receive any communication he may see fit to make to them.

The Secretary of the Council being introduced, delivered the following message:

"Mr. Speaker: I am directed to inform this House that Messrs. Janes and Arndt, have been appointed a committee on the part of the Council, to act in conjunction with a similar committee to be appointed by this House, to wait on his Excellency, the Governor, and inform him that the two Houses have organized, pro tempore, and are ready to receive any communication he may wish to make to them."

Messrs. Brunson and Rockwell were appointed said committee on the part of the House.

Ordered, That the Council be acquainted therewith.

Mr. Brunson, from the joint committee appointed to inform the Governor of the temporary organization of the two Houses, &c. reported that they had performed the duties assigned them, and were informed by his Excellency that he would address the two Houses in person on to-morrow, at 12 o'clock, M. in the Repre sentatives' Hall,

On motion of Mr. Barber,

The House adjourned until to-morrow, at 11 o'clock, A. M.
