And have passed the same in concurrence.

They have also considered a joint resolution relating to military property of the United States, now in possession of the State of Vermont, have adopted the same in concurrence, and have appointed as the committee on the part of the Senate under said resolution,.

The Senate have passed a bill entitled

S. 13. An act to confirm certain decrees in the court of chancery;

In the passage of which the concurrence of the House is requested.

The Senate have adopted joint resolutions, as follows: A joint resolution in relation to the reconstruction of the states recently in rebellion against the United States; also A joint resolution asking an appropriation by Congress to endow female colleges in the several states;

S. 13. An act to confirm certain decrees of the court of chancery;

Was read the first and second time, and referred to the Committee on the Judiciary.

Joint resolutions from the Senate, as follows:

Resolved, That it is the sense of the General Assembly' of this State, that in the reconstruction of the governments of the states lately in rebellion against the Government and authority of the United States, the moral power and legal

authority vested in the Federal Government, should be exercised to secure equal rights, without respect to color, to all citizens residing in those states, including herein the right of elective franchise;

Resolved, That the Secretary of State is hereby instructed to transmit a copy of these resolutions to the President of the United States, to the governors of the several states, and also a copy to each of our senators and representatives in Congress, who are hereby requested to present the same to both houses in Congress;

Were read; and the question being, Shall the resolutions be adopted in concurrence? on motion of Mr. Barstow, the same were referred to the Committee on the Judiciary.

Joint resolutions from the Senate as follows:

Resolved by the General Assembly of the State of Vermont, That our senators and representatives in Congress be and are hereby requested to use their influence to procure a donation of lands by Congress to endow female colleges in the several states;

Resolved, That we hereby invite and urgently recommend the legislatures of the several states to co-operate with this State in procuring from the Federal Government a grant of land for the aforesaid purpose;

Resolved, That the Secretary of State be and he is hereby requested to transmit a copy of the foregoing resolutions to each of our senators and representatives in Congress, and to each of the legislatures of all the loyal states;

Were read, and adopted in concurrence.

Mr. Phillips, from the Committee on Bills, submitted the following report:

On motion of Mr. Nicholson, and by unanimous consent, House bill entitled

H. 46. An act granting State pay to certain members of the veteran reserve corps;

Was taken up, the hour not having arrived at which it was made the special order.

A message from the Senate, by Mr. Lamson, their Assistant Secretary, as follows:

MR. SPEAKER: I am directed to inform the House that the Senate have considered joint resolution from the House in relation to the appointment of Thanksgiving;

And have adopted the same in concurrence.

The Governor has informed the Senate that he has approved and signed bills originating in the Senate of the following titles:

S. 4. An act to incorporate the West Concord Manufacturing Company;

S. 11. An act to incorporate the Mount Mansfield Railroad Company.

The Senate have passed a bill entitled

H. 117. An act authorizing the St. Albans Hotel Company to issue bonds;

Which was read the first and second time, and referred, on motion of Mr. Barlow, to the General Commitee.

Mr. Barlow, from the Committee on Roads to whom was referred House bill entitled

H. 89. An act in amendment of section eighty-four of chapter twenty-eight of the General Statutes, relating to railroads;

Reported in favor of its passage, when amended in section one, by prefixing thereto the words, Section eighty-four of chapter twenty-eight of the General Statutes, relating to railroads, is amended so as to read as follows:

The House agreeing so to amend, the bill, as amended, was Ordered to be engrossed and read the third time.

The Committee on Roads submitted the following report: To the House of Representatives now in session:

The Committee on Roads to whom was referred a bill entitled

H. 13. An act to incorporate the Vermont and New York Railroad Company;

Respectfully report, that they have had the same under consideration and find that the applicants for this act of incorporation caused notice of their intended application to be published in the Bennington Banner, on the 14th, 21st, and 28th of September, and in the Manchester Journal, on the 19th and 26th of September, and the 3d of October, which notice was not a full compliance with the statute requiring the publication of such notice three weeks successively, the last of which shall be three weeks previous to the session of the Legislature.

But in the opinion of your committee the notice as published, accomplished the object intended by the law by giving to all parties interested, notice of the intended application, as was shown by the fact that counsel appeared before your
