Mr. Richmond said: According to the Constitution, the first business before the Association will be some remarks by the President, and in that connection, I wish to say that this is a requirement of the Constitution. Now, gentlemen of the Maryland State Bar Association, ladies and gentlemen, Lord Byron once said that when a poet says he has written twenty lines, he makes us dread lest he will recite them, too. I am sorry that on this occasion I am compelled by the rules of the Association to inflict the same punishment upon you that the poet did upon Lord Byron. I have written twenty lines and must, perforce, recite them.
