The House was called to order by the Speaker.

Mr. Yeo moved that there be a call of the House.
The motion prevailed.

PROCEEDINGS UNDER THE CALL.

The roll of the House was called by the Clerk, who announced that there were no absentees without leave.

Mr. Haviland moved that the House proceed with business under the call.

The motion prevailed.

By unanimous consent

Mr. Warner offered the following resolution:
House resolution No. 18.

Resolved, That a respectful message be sent to the Governor requesting him to submit to the legislature now convened in special session, a special message authorizing the consideration and enactment of a law amending Act No. 213 of the Public Acts of 1909, relative to the mode of determining the mode of measurement of the size of mesh of nets mentioned therein.

The resolution was not adopted.

Mr. Warner moved to reconsider the vote by which the House refused to adopt the resolution.

The motion prevailed.

The question being on the adoption of the resolution,

The resolution was adopted.

Mr. Yeo moved that all further proceedings under the call be dispensed with.

The motion prevailed.

By unanimous consent

Mr. Stewart moved that the following resolution be taken from the table:

House resolution No. 8.

Resolved, That Rule 59 of the House rules be amended to read as follows:

Rule 59. Every bill shall receive three several readings previous to its passage. The first and second readings may be its title only, but the third reading shall be in full, unless otherwise ordered by the House, and on a day subsequent to that on which it receives its second reading or passed the committee of the whole house. No bill shall be passed until it has been printed and in the possession of the House for at least five days, but this provision shall not apply to bills under consideration during a special session of the Legislature. A request by a member that a bill be printed out of regular order must be in writing and shall be referred to the Committee on Printing for determination. At a special session the House may by a majority vote of those present direct the printing of any bill after the same has been introduced.

The motion prevailed.

The question being on the adoption of the resolution,
Mr. Woodruff demanded the yeas and nays.

The demand was seconded.

The resolution was not adopted, a majority of all the members-elect not voting therefor by yeas and nays as follows:

Messrs. Gard, Morford, Leonard and the Speaker asked and obtained leaves of absence from tomorrow's session.

Mr. Morrison asked and obtained a leave of absence from tomorrow's session after 9:30 o'clock.

Mr. Warner moved that the House adjourn.

The motion prevailed, the time being 3:40 o'clock p. m.

The Speaker declared the House adjourned until tomorrow at 9 o'clock a. m.

The House was called to order by the Speaker pro tem. Religious exercises were conducted by Rev. George B. Hatfield, of the Pilgrim Congregational Church, of Lansing.

The roll of the House was called by the Clerk, who announced that a quorum was present.

Messrs. Decker, Gard, Kalmbach, Leonard, Lord, Morford, Parks and the Speaker were absent with leave.

Messrs. Averill, Brown, Burnham, Dusenbury, Martz, Samuel Odell, Ogg, Smith, Unsoeld and Woodruff were absent without leave.

Mr. Bierd moved that the absentees without leave be excused from today's session.

The motion prevailed.

Mr. Young asked and obtained a leave of absence from the balance of today's session.

PRESENTATION OF PETITIONS.

Mr. Baldwin presented

Petition No. 123.

Petition of George W. Rothfuss and twenty-three other residents of Lenawee county requesting the passage of the so-called "Watkins-Field" bill relative to the regulation of surety bonding companies; also the so-called "Taylor-Ball" bill relative to brewery-owned saloons.

The petition was referred to the Committee on Liquor Traffic.

Mr. Chambers presented

Petition No. 124.

Petition of George Bryant and twenty-one other residents of Gratiot county relative to the same subjects.

The petition was referred to the Committee on Liquor Traffic.

Mr. Glasner presented

Petition No. 125.

Petition of E. G. Pelley and twenty other residents of Barry county relative to the same subjects.

The petition was referred to the Committee on Liquor Traffic.

MESSAGES FROM THE GOVERNOR.

The following special message was received and read:

State of Michigan, Executive Office,

Lansing, March 28, 1912.

To the Forty-Sixth Legislature of the state of Michigan:

Gentlemen:-The legislature is authorized to consider and enact a law amending Act No. 213 of the Public Acts of 1909, relative to the mode of determining the mode of measurement of the size of mesh of nets mentioned therein.

This message is in response to Senate resolution No. 15 and House resolution No. 18, requesting the same.

MESSAGES FROM THE SENATE.

A message was received from the Senate transmitting

Senate resolution No. 16.

Resolved by the Senate (the House of Representatives concurring), That when the legislature adjourns on Friday, March 29, it stand adjourned until Tuesday, April 2, at 9 o'clock p. m.

A message was also received from the Senate transmitting
Senate bill No. 11, entitled

A bill to amend section 3 of Act No. 213 of the Public Acts of 1909, entitled "An act to regulate the taking of fish in the waters of Lakes Superior, Michigan, Huron, and Erie, the bays thereof, and the connecting waters between said lakes within the jurisdiction of this state, and to regulate the transportation, sale and possession of fish taken from said waters," approved June 2, 1909; relative to the mode of determining the size of the mesh of the nets used therein.

The bill was read a first and second time by its title and pending its reference to a committee,

Mr. Jensen moved that the rules be suspended and that the bill be referred to the Committee of the Whole and placed on the general orders.
