RULES AND ORDERS

OF THE

ASSEMBLY OF THE STATE OF NEW YORK.

1879.

Powers and Duties of Speaker.

RULE 1. To take the chair, call to order, and, if a quorum be present, proceed to business.

RULE 2. To preserve order, decide questions of order subject to appeal, appoint committees, except where otherwise ordered, substitute any member to perform duties of chair, certify passage of bills, and designate reporters. In case of disturbance may order galleries and lobby cleared.

Order of Business.

RULE 3. Reading and correction of journal; order of business not to be departed from, except, etc.; messages from Governor or Senate, communications from State officers, and reports from certain committees, may be received at any time.

Rights and Duties of Members.

RULE 4. Petitions, memorials, etc.; how presented.

RULE 5. Duties of, when presenting petition, resolution, report of bill.

RULE 6. When to vote; what deemed bar of the house.

Order and Decorum.

RULE 7. Member to address speaker, and be recognized by him before proceeding in debate, etc.

RULE 8. Private discourse forbidden while member is speaking.
