RULES AND ORDERS OF THE ASSEMBLY OF THE STATE OF NEW YORK. 1879. Powers and Duties of Speaker. RULE 1. To take the chair, call to order, and, if a quorum be present, proceed to business. RULE 2. To preserve order, decide questions of order subject to appeal, appoint committees, except where otherwise ordered, substitute any member to perform duties of chair, certify passage of bills, and designate reporters. In case of disturbance may order galleries and lobby cleared. Order of Business. RULE 3.
