At the end of the fiscal year the state board of control for vocational education shall apportion to the several boards of education, or boards of control of schools maintaining approved departments for vocational education as herein described, the state and federal funds by way of reimbursements for expenditures for instruction, giving to each school its proportionate share: Provided, That no school shall receive a larger amount than three-fourths of the sum which has been expended for the particular type of education for which it received state and federal funds. The institutions authorized to give training for vocational teachers shall provide suitable rooms and equipment, and appropriate sufficient funds to pay instructors and supervisors during the year, and at the end of the year such institutions shall be reimbursed from federal and state funds, equally. There is hereby authorized to be appropriated and paid from the state treasury to the several schools giving vocational instruction under the provisions of this act, and for their supervision, a sum of money equal to one-half the federal allotment; and there is hereby further authorized to be apportioned and paid from the state treasury to the several institutions engaged in the training of teachers of vocational subjects a sum equal to the allotment of federal moneys as provided in said act.

(586) SEC. 6. The state board of control for vocational education shall formulate such rules and regulations as may be necessary for the development and operation of such vocational schools, and for the training of teachers as are provided for in said act, subject to the approval of the federal board of control. All disbursements of state and federal money under the provisions of this act shall be made annually on or before the tenth day of July in each year. The board of education or board of control of any school where vocational instruction is given under the provisions of this act; also boards of control of institutions giving vocational teacher training, as herein provided, shall make an annual report to the state superintendent of public instruction at such time and in such form as he may require.

(587) SEC. 7. The state board of control for vocational education shall provide for the proper inspection of the work in the schools and institutions which operate under the provisions of this act. And upon the approval of the work done and the receipt of satisfactory reports from each school or institution, the said state superintendent of public instruction shall certify to the auditor general the amount of such state and federal moneys due to each board of education, or board of control of any school maintaining a vocational school or department, and to the board of control of each institution engaged in the training of teachers of vocational subjects according to the provisions of this act. The auditor general shall, upon such certificate of the superintendent of public instruction, draw his warrant upon the state treasurer for the amount of said moneys due to each school district or

institution and payable to the treasurer of such board of education or of the board of control of such institution, and the said amounts shall be forwarded to said treasurers.

(588) SEC. 8. It shall be the duty of the state board of Estimate control for vocational education to estimate the amount of auditor money which should be appropriated by the state to meet general. federal allotments during each succeeding biennial period, and when the state board of control shall have estimated the amount of money necessary to meet the federal appropriations, they shall report said estimate to the auditor general, who shall include the said amount of money in the state tax levy for each year as reported to the state legislature.

(589) SEC. 9. At the close of each fiscal year the Annual exstate board of control for vocational education shall examine records, etc. the records and reports from all schools giving vocational instruction, and from institutions engaged in the training of vocational teachers; and shall apportion funds from the federal government and from the state treasury in accordance with plans approved by the federal board of control, and in accordance with the provisions of this act, and of the said federal act.

(590) SEC. 10. The state board of control for vocational Annual reeducation shall make an annual report to the governor and ernor, etc. to the legislature in regard to the administration of this act, and of the federal act herein mentioned, and said report shall contain an explicit statement of the expenditures of all moneys, both federal and state, for the purposes mentioned in this act.

Sec. 11 repeals all acts and parts of acts contravening the provisions of this act.

An Act to accept the requirements and benefits of an act of the sixty-sixth congress of the United States, approved June two, nineteen hundred twenty, or public number two hundred thirty-six, entitled "An act to provide for the promotion of vocational rehabilitation of persons disabled in industry or otherwise and their return to civil employment," and to provide for the proper custody and administration of funds received by the state under the provisions of that act, and to provide for appropriations by the state at least to meet the conditions of said act of congress.

The People of the State of Michigan enact:

(591) SECTION 1. The provisions of an act of the sixty Benefits sixth congress, known as public number two hundred thirty- accepted. six, entitled "An act to provide for the promotion of vocational rehabilitation of persons disabled in industry or otherwise and their return to civil employment," are hereby accepted by the state of Michigan.

(593) SEC. 3. The state board of control for vocational education, as established by act number one hundred fortynine of the public acts of Michigan of nineteen hundred nineteen, is hereby designated as the board of control to carry out the provisions of the said federal act and the state industrial accident board of the state of Michigan is hereby authorized and empowered to cooperate with said state board of control in determining the persons entitled to benefit by the provisions of the federal act and of this act, and in all ways cooperating with the state board of control for vocational education in carrying out the provisions of the federal act and of this act.

(594) SEC. 4. The state board of control for vocational education and the state industrial accident board are charged with the duty and responsibility of cooperating with the federal board for vocational education in the administration of the federal act providing for the rehabilitation of persons disabled in industry or otherwise and said boards are hereby given all power necessary for such cooperation. The state board of control for vocational education and the state industrial accident board are hereby authorized to incur such expenditures for office and administration, traveling, and other incidental expenses in connection with the performance of the duties herein required as they may deem necessary to the proper administration of the funds allotted to the state of Michigan under the provisions of said federal act and the administration of the state funds herein provided as required by said act.

(595) SEC. 5. The state treasurer is hereby appointed as custodian of all funds allotted to the state of Michigan and provided for in this act and is charged with the duty and responsibility of receiving and providing for the proper custody and for the proper disbursements of such moneys on requisition of the said state board of control for vocational education. The state treasurer as custodian of such funds shall make an anuual report to the governor and to the legislature concerning the receipts and disbursements of such moneys received by him under the provisions of said federal act and of this act.

(596) SEC. 6. The state industrial accident board in to determine. passing upon all compensation cases coming under its juris

diction shall determine whether the person is sufficiently disabled to make it impossible for him to continue in his previous vocation and determine also whether the individual is willing to undertake vocational training to rehabilitate said person or prepare him to undertake some other vocation which he may be able to pursue and shall report to the state board for vocational education the names and addresses of all persons so examined and their findings in regard to the

probabilities of the need of further educational training and the willingness of the disabled person to undertake such training. The state accident board may also advise the state board of control for vocational education as to the proper vocation for such disabled person to undertake and for this purpose the said state industrial accident board may employ a person skilled in vocational guidance to assist said board in the examination of disabled persons.

(597) SEC. 7. The said state board shall also make necessary rules and regulations concerning the placement and employment of persons so retained in the several vocations to which they are adapted and for which they have been trained.

(598) SEC. 8. (599) SEC. 10. (600) SEC. 11. Vocational education through its executive officer shall certify to the auditor general the amount of such federal and state moneys due to each board of education or board of control or corporation maintaining a vocational school or department for the purposes herein before mentioned. The auditor general shall upon such certificate of the executive officer of said board draw his warrant upon the state treasury for the amount of such moneys due to each board of education or board of control or corporation and said amounts shall be forwarded to the address of such boards or corporations.

(601) SEC. 12. It shall be the duty of the state board of control for vocational education and the state industrial who to make. accident board jointly to estimate the amount of money which should be appropriated by the state to meet the federal allotment during each succeeding year or biennial period, also an estimate of the amount of money needed for office fixtures, furniture, and administration purposes, and when such estimates have been made they shall be submitted to the auditor general or to the state administrative board who shall include the amount of money so estimated in the state tax levy for each year as reported to the state legislature.

(602) SEC. 13. (603) SEC. 14. (604) SEC. 15. The said state board of control is hereby authorized to receive gifts, bequests, and donations for the purposes described in this act and such gifts, bequests, and donations may be used for the purposes stated by the donor, or if not limited, used in the discretion of the board for retraining disabled persons or for their physical maintenance while in process of retraining. Such gifts, donations, or bequests shall be itemized in the annual report of the board.

Sec. 16 repeals all contravening acts.
