I have the honor to report that while the legislature was not in session, and on the 27th day of April, 1882, I appointed subject to the approval of the senate, Charles Luling, of Manitowoc county, a member of the State Board of Supervision of Wisconsin Charitable, Reformatory and Penal Institutions, for the term of five years, from the 2d day of May, 1882.

Senator Warner moved to refer the resolution to the committee on Legislative Expenditures.

Senator Ackley moved to lay the resolution on the table. The motion to lay on the table taking precedence, and the ayes and noes being demanded, it was decided in the affirmative, ayes 17, noes 15; not voting, 1.

The vote was as follows:
