the legislature before warrants can be issued or any payment be made therefor from the public treasury. DEFICIENCY IN APPROPRIATIONS. Notwithstanding the gross sum appropriated by the last biennial session of the state legislature, the amounts appropriated for several purposes, specified by law, were insufficient, and it is estimated that at the close of the fiscal term ending March 31, 1893, this aggregate deficiency will amount to the sum of $228,200.65. As a partial offset to the above, it is estimated that fully $177,000 of the total amount appropriated will not be used, but, by operation of the law, revert to the treasury May 1, 1893. SOME OTHER MATTERS. Section 4 of the act relating to the duties of the state auditor, among other requirements, provides that he shall submit such plans as he may deem expedient for the support of the public credit, for lessening the public expenses, for using the public money to the best advantage, for promoting frugality and economy in public offices, and generally for the better management and more perfect understanding of the financial affairs of the state. Many of the foregoing suggestions and remarks may be considered directly or indirectly responsive to the above mentioned requirements of law. There are still other matters which, perhaps, come within the legitimate purview of this report, and to which it might not be amiss to call the attention of the law-making power. Some of these subjects we regard as essentially important, and to which brief reference will be made under the head of "General Remarks," following the tabulated statements, detailed exhibits, etc., of this report, which are herewith presented.
