In the foregoing pages an effort has been made to present a brief account of our finances, the condition of our public institutions, and to call to your notice a few of the matters requiring your attention. Much of my information has been gathered from the reports of the different departments, which I commend to your careful consideration, as containing many valuable suggestions. I will be glad to render you any assis tance within my power at any time. I trust that your deliberations may be harmonious and believe that your action will be of great and lasting benefit to the State. WILLIAM A. RICHARDS.
