WHEREAS, Owing to the fact that V. B. Cross, Janitor of the committee rooms of the Assembly, having served six days in said capacity, for which he has had no pay; therefore, be it

Resolved, That the State Controller is hereby instructed to draw his warrant in favor of said V. B. Cross for twenty-four dollars ($24), and the State Treasurer is hereby instructed to pay the same out of any moneys left in the Legislative Fund.

The resolution was adopted.

By Mr. Folsom:

Resolved, That the Democratic majority hereby unanimously extends to the minority members an expression of our appreciation of the efficient aid they have given in promoting beneficial and needed legislation during the Twenty-third Session, and the courtesy and general good feeling extended by said minority.

The resolution was adopted.

By Mr. Reid:

Resolved, That the thanks of the House be and the same are hereby extended to Hon. F. G. Folsom, Speaker pro tem., for the able and courteous manner in which he has discharged his duties during the present session.

The resolution was adopted.

By Mr. Holmes:

Resolved, That the thanks of this Assembly be and the same are hereby extended to the Hon. Robert E. Skaggs, Speaker of the House, for the uniform courtesy, dignified ability and unvarying fairness with which he has presided over the deliberations of this body.

The resolution was adopted.

By Mr. Holmes:

Resolved, That the thanks of the Assembly be and the same are hereby extended to the State officers and their deputies for the many courtesies, the aid, the information and suggestions which they each and all have extended to us in our work during this Twenty-third Session, and especially do we appreciate the promptness and correctness with which the State Printer, Hon. J. G. McCarthy, has printed and delivered to this chamber the bills and resolutions here introduced.

The resolution was adopted.

By Mr. Folsom:

Resolved, That the thanks of the members of this Assembly be extended to the attachés for the efficient, courteous and able manner in which they have discharged their duties. Acquaintances made at this, the Twenty-third Session, will ever be a memory of pleasantness and good-will of the members toward each and every one of said attachés.

The resolution was adopted.

By Mr. Holmes:

Resolved, That the thanks of the Assembly be and are hereby extended to Hon. Geo. A. Cole, Chief Clerk of the House, for the able and gentlemanly manner in which he has performed his duties, and the kindly favors granted to members of this body.

The resolution was adopted.

The Committee on Enrollment reported Assembly Bills Nos. 69, 81, 87, 93, 133, 150, 152, 155, 157, 160, 167, 182, 183, 195, and 196, and Concurrent Resolution No. 18 as correctly enrolled and delivered to the Governor.

Mr. Reid moved a committee of three be appointed to draw up a resolution on the tendering of a building for a Governor's mansion. The Chair appointed Messrs. Reid, Dunn and Reymers.

On motion of Mr. Williams, the House resolved itself into Committee of the Whole to consider such business as might come before it.

The Committee of the Whole reported Assembly Joint and Concurrent Resolution No. 21 and Senate Bill No. 150 with the recommendation that they pass.

A message was received from the Senate transmitting Assembly Concurrent Resolution No. 20, which passed by a vote of yeas 11, nays none, absent 6.

Senate Bill No. 150 read third time, and passed by the following vote: YEAS-Messrs. Baird, Bradley, Bradshaw, Bray, Briggs, Britt, Davey, Dunn, Fellows, Fernald, Fesler, Fitzpatrick, Folsom, Gifford, Hamilton, Holmes, Hussman, Lamerton, Luke, McNees, O'Brien, Ray, Reymers, Russell, Sadler, Syphus, Tannahill, Tighe, Trimble, Vaughan, Williams, and Mr. Speaker-32.

The Speaker put the question on concurrence with Senate amendments, and the House concurred in the amendments as follows: In Section 4, line 6, strike out "be given," and insert "begin."

MESSAGE FROM THE GOVERNOR.

To the Honorable the Assembly:

EXECUTIVE CHAMBER,
CARSON CITY, NEVADA, March 21, 1907.

I have the honor to inform your honorable body, with sincere regret, that Major John H. Dennis died in Reno this afternoon.

Deceased was among the most prominent journalists, politicians, and public men in the history of this State, at one time a State Senator, and filled several Federal offices with honor and dignity to the State, and credit to himself.

By his death, this State has suffered the loss of a distinguished citizen, an efficient and faithful officer.

On motion of Mr. Fesler, the Speaker appointed Messrs. Syphus, Folsom, and Fesler a committee of three to draw up and present in the House a resolution of regret and an expression of honor, in memory of the deceased, Major John H. Dennis.

The Committee on Enrollment reported Assembly Bills Nos. 55, 67, 106, 116, 118, 119, 146, 159, 179, and 197 as correctly enrolled and delivered to the Governor.

On motion of Mr. Williams, the House took a recess until 8:15 p. m.

The Special Committee on memorial resolutions relative to the death of John H. Dennis reported, out of order, the following resolution:

WHEREAS, Through a communication from the Hon. John Sparks, Governor of the State of Nevada, this House has learned with deep regret of the death of Major John H. Dennis, a prominent citizen, known and respected throughout the State for his many noble and generous qualities of heart and mind that endeared him to the hearts of the people of this State; now, therefore be it

Resolved by the Assembly, That the people of this State do hereby express their deep sorrow for the loss of a man whose constant and consistent aim was for the betterment of the welfare of his fellow men, and for the advancement of Nevada, and that the condolence of this Assembly be conveyed to the relatives of the late John H. Dennis; and be it further

Resolved, That the Speaker of this body be and is hereby instructed to appoint a committee of three members of this Assembly to attend the funeral of the said deceased.

Mr. Vaughan moved that a committee of three be appointed to wait upon the Governor, pay the respects of the House to his Excellency, and notify him that the Assembly had finished its labors and is ready to adjourn, and to ask if he has any further communications for the House.

The motion carried, and Mr. Speaker appointed Messrs. Vaughan, Davey, and Reymers.

A message was received from the Governor stating that no bills would be received and receipted for in his office after the adjournment of the Legislature.

Mr. Fellows moved that a committee of three be appointed to inform the Senate that the House is ready to adjourn sine die.

The motion carried, and Mr. Speaker appointed Messrs. Fellows, Ray, and Hamilton.

The Speaker pro tem. was called to the chair.

The committee appointed to wait upon the Governor reported his Excellency had no further business, and extended his respects to each member of this House.

The report was accepted, and the committee discharged.

The committee appointed to wait upon the Senate reported the Senate as in recess, and asked that the time be extended.

Mr. Williams moved a committee of three be appointed to assist the Chief Clerk in reading the Journal of the last day's session.

Mr. Speaker appointed Messrs. Fellows, Gifford, and Smyth as such committee.

Mr. Speaker then declared a recess until 11 p. m.

The Governor appeared and addressed the Assembly.

Mr. Reymers, on behalf of the members of the Assembly, presented to Speaker R. E. Skaggs an engraved locket, and spoke feelingly and eloquently of the pleasant feelings existing personally between the members and the officers of the Assembly.

Speaker Skaggs, much affected, thanked the members for the token of esteem and the creditable manner in which the members had performed their duty to the people of the State of Nevada.

Mr. Williams presented to Speaker pro tem. Folsom a gold-headed cane on behalf of the Assembly, complimenting Mr. Folsom, in wellchosen remarks, on the able and fair-minded manner in which he had performed his duties.

Mr. Folsom thanked the members for the present, and congratulated them on their well-fulfilled duties to the State.

Mr. Fesler addressed the Assembly on behalf of the White Pine Delegation.

Mr. Folsom addressed the Assembly on behalf of the Washoe Delegation.

Mr. Cole, Chief Clerk, addressed the Assembly in behalf of the attachés.

Mr. Speaker addressed the Assembly, thanking the attachés for their efficient services to the House.

The committee to meet the Senate Committee on adjournment reported the Sentate ready to adjourn sine die.

Mr. Fesler moved to adjourn sine die.

Mr. Speaker then announced the Assembly adjourned sine die.
