B. The Observatory

(On Establishment of, vide March, 1853, p. 537. Sometimes called the "Detroit" Observatory)

DIRECTOR

SECTION I. The Director of the Observa

tory shall have charge of the Observatory

and of the astronomical and meteorological instruments and apparatus. He shall direct the labor of the Assistants in the Observatory. He is expected to carry on some original investigation and research, and as Professor of Astronomy to give instruction in the College of Literature, Science, and the Arts under the usual formalities due to the Dean thereof.

C. The University Museum

(Building designated for Chapel and Museum, January, 1839)

SCOPE

SECTION 1. The University Museum comprises the several collections of the University that may be organized into museums for purposes of preservation and exhibition, and deposited in the University Museum building, as opposed to departmental and other collections for laboratory and class-room instruction.

DIRECTOR

SEC. 2. The Director of the University

Museum shall be the custodian of said building, subject to University regulations, and of such collections as may from time to time be housed therein. With the approval of the Regents, he shall formulate and promulgate rules for its use and the safe-guarding of its contents, and is charged with the enforcement of discipline. within its walls.

SEC. 3. (a) All accessions to said collections shall be recorded in a suitable register kept

(b) No objects shall be removed from said collections without the Director's consent, and without having first been duly recorded.

SEC. 4. Except as above, within each of CURATORS the rooms assigned in said building to any Department or other University unit for exhibition (or Museum) purposes, the head of such unit, or other curator, shall have complete professional responsibility.

SEC. 5. Said Director may promote research and field work in the subjects represented in said Museum, without interference with. the rights of another University unit; and encourage the publication of the results thereof, under formalities prescribed herein in connection with the Graduate School. SEC. 6. Said Director, in addition to his general duties as herein set forth, may be charged with the sole curatorship of any

of the collections under his custody.

MUSEUM EMER-
GENCY FUND

SEC. 7. (a) Said Director, in addition to regular budget allowances made to the University Museum, shall annually be granted an emergency fund, out of which he is charged, after consultation with the President of the University and the appropriate head of Department, or Curator, to enrich any of said collections as opportunity may offer, in an effort. to advance them all by equal stages to a maximum point of excellence, but this provision is not intended to relieve any Museum Curator from diligent efforts to enrich the collection germane to his Department, nor from responsibility for the proper classification thereof.

EXPENDITURES

(b) The amounts so expended by said Director shall annually be charged against the appropriate unit, and reimbursed to said Museum emergency fund during the pleasure of the Regents.

ANNUAL REPORT

SEC. 8. Said Director shall make an annual report and transmit the same through the President to the Board of Regents.

AIMS

D. University Extension Service

(Established in October, 1911)

SECTION I. The aims of this Division are to carry to citizens of the State who, because of age, occupation, or other disability, are unable to seek learning at the seat of the University, such instruction in the realm of knowledge as may be feasible, within the means and facilities at its disposal, for the advancement of education and for the service of society. (April, 1911, p. 127.)

SEC. 2.

The administrative work of this DIRECTOR Division shall be conducted by a Director, in association with an Advisory Committee of the University Senate appointed by the President after consultation with said Director. They shall select lecturers and approve the subjects to be treated by them.

SCOPE OF EX-
TENSION WORK

SEC. 3. Courses of instruction may be given by the Extension Service that shall be made equivalent to courses offered by the University in its regular sessions. Students who enroll in any extension course must meet all the requirements with reference to attendance and examination that would be exacted if they were in residence in Ann Arbor. Except in special cases, students may not elect during any one semester courses equivalent to more than two hours. Students that complete in a satisfactory manner any course so offered shall, as in the Summer Session, receive a credit certificate which shall be recorded and be placed to their credit upon their matriculation. The residence requirement for the Bachelor's degree is published in the University Catalogue. (Adapted from October, 1913, p. 814.)

E. Division of Hygiene, Public Health, and Physical

PREAMBLE

Education

(Established in June, 1921)

In order to correlate the work of the Departments directly concerned with the health and physical welfare of the student body, and to give greater emphasis, through teaching and research, to Public Health interests and activities, the Division of Hygiene, Public Health, and Physical Education is established as a University Division.

AIMS

SECTION I. This Division has for its objects (1) the promotion of the physical welfare of the students; (2) the dissemination of knowledge concerning the application of hygiene and sanitation as affecting both the individual and the community; (3) coöperation in the training of experts in these subjects.

SEC. 2. (a) The Division shall be under

DIRECTOR the headship of the Director of Hygiene, Public Health, and Physical Education, who shall have supervision of public health nursing, of the University Health Service, of physical education for men and for women, of intramural recreational and athletic activities, as well as of the students' hospital and dispensary, the gymnasiums, and all other equipment pertinent to said activities. Further, the Director, in association with his Staff or Staffs, shall formulate and promulgate, with the approval of the Regents, rules for the government of said activities.

HYGIENE AND PUBLIC HEALTH

(b) Said Director shall be Professor of Hygiene and Public Health in the Medical School, and as such shall be responsible for instruction in hygiene and public health in any appropriate School or College of the University under the usual formalities due to the Dean thereof.

STAFF

(c) He shall have such corps of assistants as may be approved by the Regents, and he may appoint from among them such advisory and administrative staffs as he may deem necessary for the proper discharge of the duties committed to him. An administrative officer or assistant for each of the Departments in the Division will be appointed by the Regents, with an appropriate title, upon recommendation of the Director.

INSTRUCTION
IN HYGIENE,

(d) All first year students are required to take and satisfactorily complete, without

This instruction shall be determined by the Director in consultation with the Staffs of Physical Education for men and women respectively, and may extend to second year women students. HEALTH
SERVICE

SEC. 3. (a) The University Health Service (established November, 1912, as "Dispensary"), by personal attention and advice and by sanitary regulations, shall render aid toward the conservation and improvement of the health of the students individually, supplemented by appropriate instruction and by such clinical and hospital care and treatment as may be afforded by the facilities at its command,

ATTITUDE

(b) Wives of University students are not eligible, as such, to the benefits of the Health Service. (May, 1920, p. 929.)

(c) In its scientific contact with its student patients, the Health Service is expected to disclose a personal, human interest in their

well-being as members of a common family.

TREATMENT
OPTIONAL

(d) The Health Service is maintained for the benefit of the students, but their treatment by it is optional on their part, except when in the opinion of the Director they may be a source of danger to the student health.
