We have the honor to request that you will lay the enclosed report, made by us as commissioners for the adjustment of the public debt with the state of West Virginia, before the branch of the general assembly of which you are the presiding officer.

GENTLEMEN:

The undersigned deem it their duty, as commissioners appointed to treat with the authorities of West Virginia in reference to the adjustment of the public debt, to inform you that since the report made by themselves and their late associate, Mr. P. H. Aylett, on the 22d April last, they have received a letter from His Excellency W. E. Stevenson, governor of West Virginia, a copy of which is herewith submitted. also submit here with a copy of the letter to which it is a reply.

As they have not, up to the present time, been notified in any manner that commissioners have been appointed on the part of West Virginia, they take it for granted that no such appointment has been made.

SIR:

I write, on behalf of the Virginia commissioners, to request that you will do us the favor to notify us of the appointment of commissioners on the part of West Virginia to treat with us in reference to the adjustment of the public debt as soon as you shall have made it, so that we may arrange for an early interview.

As you may remember, the act of the general assembly of Virginia requires us to report to that body within sixty days after our appointment.

MY DEAR SIR:

On the eve of removing to this place from Wheeling, I received a letter from you in relation to the appointment of commissioners. I intended to have answered you as soon as I reached Charleston, but your letter was mislaid, and I have not been able to find it since. This, I hope, may be some apology for delay. A friend to-day furnished me with your address, and I am able to write. I have not yet succeeded in getting a full commission to serve under the joint resolution passed by our legislature, and am not entirely certain that I shall. If I succeed in doing so, will inform you without delay. My regards to your colleagues.
