TO THE HONOURABLE THE LEGISLATURE OF THE STATE OF NEW-YORK. Several years have elapsed since I terminated a clerkship of the assembly, that had continued for six successive years. But previous to that period I had compiled and arranged this work, which is now revised, and adapted to the new constitution, and the additional rules of the two houses. It embraces the substance of the Manual formerly published for the use of congress, by the late president Jefferson: together with a great variety of other matter very important to be known by every member of our state legislature. It has been repeatedly examined, and pronounced a valuable reference. The difficulty of obtaining a copy of the first, added to the friendly suggestions of many who have of late been members of the legislature, have induced me to publish this second editition.
