The House of Delegates was called to order at 12 o'clock M. by P. H. McCaull, clerk of the House of Delegates.

Prayer by Rev. Dr. J. B. Hawthorne, of te Baptist church.
The clerk appointed W. F. Pumphrey sergeant-at-arms pro tem.
