which they have issued either at Milwaukee or elsewhere, bills or certificates of deposite, issued by said Marine and Fire Insurance Company.

And further, If the committee find that the said corporation. have in the foregoing, or any other manner, violated its charter or abused its privileges, that then the said e mmittee shall report the same to the Governor, who shall be authorized to direct the At torney-General of the Territory to take such legal measures as will enable him to enquire into the violations and abuses of said company before the proper judicial tribunal of the Territory.

The ayes and noes were called for on the question, "Shall this resolution pass?" and were as follows :

Ayes-Messrs. Baldwin, Beardsley, Billings, Bracken, Brunson, Childs, Craig, Cruson, Hoyt, Jenkins, Longstreet, Ray, Shackelford, Stevens, Story and Wells-16.

Noes-Messrs. Conroe, Dewey, McGregor, Newman, Shew, Sholes, Street and Whiton, speaker-8.

So the resolution was adopted.

Message from the Council by their Secretary:

"Mr. Speaker-The Council have passed bill No. 16, entitled A bill to prevent the sale of intoxicating liquors to Indians,' in which I am directed to ask the concurrence of this House, viz:

"No. 1, Memorial of the Legislative Assembly, in behalf of the settlers on the even sections reserved to the United States, by the law granting a quantity of land to aid in the construction of the Milwaukee and Rock river canal ;' and,

"No. 2, A memorial to Congress relative to confirming the titles to lots one, two and three, of section thirty-two, town seven, range twenty-two east.'” ›

And then he withdrew.

The question then recurred on the resolution reported by the committee on corporations, relating to the appointment of Bank Commissioners, when,

On motion of Mr. Childs,

Ordered; That the said resolution and all that part of the re

port of said committee which has not been referred, be referred back to the committee on corporations.

On motion of Mr. Childs,

The House resolved itself into committee of the whole, Mr. Street in the chair, having under consideration bills from the Coun. cil, as follows, viz:

No. 4, "A bill to change the time of holding the district court in and for the county of Racine, and for other purposes;" and,

No. 6, "A bill to authorize the building of a bridge across the Fox river in the county of Brown."

After a short time the committee rose and reported the said bills to the House, No. 4 with and No. 6 without amendments.

The House agreed to the amendments to bill No. 4.

Mr. Wells moved that bill No. 4 be laid on the table for the present, which was decided in the negative.

Mr. Shackelford moved to amend bill No. 6, by adding to the first line in the 8th section, after the word "Legislature," the words at any time repeal or."

On motion of Mr. Childs,

Ordered, That the said bill be laid on the table for the pre

sent.

On motion of Mr. Street,

The House adjurned.

TUESDAY, December 24, 1839.

M. Conroe presented the petition of citizens of Manitouwoc county, praying that the seat of justice of Brown county be removed from Depere to Green Bay.

Ordered, That the same be referred to the select committee to which a similar petition from the citizens of Brown county was referred, consisting of Messrs. Shackelford, Childs and Bald. win.

Mr. Story presented the petition of inhabitants of Milwaukee. county, praying that town seven, range twenty-one east, be organized into a separate township to be called Bloomfield.

On motion of Mr. Story,

Ordered, That the same be referred to a select committee of three.

The Speaker appointed Messrs. Story, Longstreet and Shew said committee.

Mr. Bracken, by leave, introduced bill No. 22, entitled "A bill to license teamsters."

Mr. Longstreet, from the joint committee on enrolment, report] ed that the said committee did, on the 23d inst., submit to the Governor for his approval, resolution, entitled

"A resolution relative to the distribution of the local laws.” The Speaker appointed Messrs. Bracken. Baldwin and Story, the committee under the resolution of yesterday, referring so much of the report of the committee on corporations as relates to the affairs of the Bank of Mineral Point.

The Speaker laid before the House a message from the Execu. tive, stating that he had this day examined and approved a resolution entitled

"A resolution relative to the distribution of the local laws."

On motion of Mr. Brunson,

Ordered, That bill No. 5, entitled "A bill to organize the

county of St. Croix," be taken up and committed to the committee of the whole House now.

The House then resolved itself into the committee of the whole, Mr. Shew in the chair, having under consideration said bill No. 5, and bill No. 19, entitled

"A bill to prevent trespass and other injuries being done to the possessions of settlers on public lands, and to define the right of possession on said lands."

After some time the committee rose and, by their chairman, reported the said bills to the House, No. 5 without, and No. 19 with an amendment.

On motion of Mr. Brunson,

Ordered, That bill No. 5 be committed to a select committee of three.

The Speaker appointed Messrs. Brunson, Wells and Cruson, said committee.

Mr. Brunson moved to amend the amendment of the committee to bill No. 19, by inserting "one hundred," in the place of "fifty;" which motion was disagreed to.

The amendment to the said bill was then agreed to.

Mr. Brunson moved to amend the said bill, by inserting between the words "persons" and "so," in the 7th line, the words, “except mineral lots ;" which was agreed to.

Ordered, That the said bill be engrossed and read a third

time.

Mr. Shackelford moved to reconsider the vote of yesterday, by which bill No. 4, (Council file,) entitled "A bill to change the time of holding the district court in and for the county of Racine, and for other purposes," was ordered to a third reading.

The ayes and noes being called for, on the question to reconsider, there were ayes 19, noes 5.

Those who voted in the affirmative were, Messrs. Baldwin, Bracken, Childs, Conroe, Craig, Cruson, Dewey, Hoyt, Longstreet, McGregor, Newman, Ray, Shackelford, Shew, Sholes, Stevens, Story, Wells and Whiton, speaker.

Those who voted in the negative were, Messrs. Beardsley, Billings, Brunson, Jenkins and Street.

So the vote of yesterday, by which said bill No. 4 was ordered to be read a third time was reconsidered.

On motion of Mr. Childs,

Ordered, That the said bill do lie on the table, and be made the order of the day for Friday next.

Mr. Childs from the committee on engrossed bills, reported the following to be correctly engrossed, viz:

No. 3, "Substitute for a bill relating to the duties of registers of deeds."

No. 14, "A bill concerning attorneys."

No. 15, “A bill to amend an act of the Revised Statutes of 1839, entitled 'An act concerning the supreme and district courts ;'" and,

No. 17, "A bill to authorize Wm. H. Bruce, and others, to build and maintain a dam on the Manitouwoc river."

Mr. Childs, from the select committee to which the petition of Joseph R. Brown and wife was referred, reported bill No. 23, entitled

"A bill to annual the marriage contract of Joseph R. Brown and Margaret Brown."

Which was read a first and second time.

On motion of Mr. Childs,

Ordered, That the select committee to which was referred me. morials and papers relating to the Milwaukee and Rock river ca. nal, be excused from attendance in the House this afternoon.

On motion of Mr. Wells,

The House adjourned.
