On motion of Mr. Strect,

Ordered, That the said bill No. 40 be read a third time by its title now.

The said bill was then read a third time and passed, and the title thereof agreed to.

Mr. Childs, from the committee on engrossed bills, reported the following to be correctly engrossed, viz :

No. 37, "A bill to provide for the appointment of agents to demand fugitives from justice, and for issuing search warrants." No. 41, "A bill to organize the county of Dodge."

On motion of Mr. Wells,

The House resolved itself into the committee of the whole, Mr. Jenkins in the chair, on the following memorials, viz:

No. 5, (Council file,) "Memorial to Congress for appropria. tions for Lake Michigan and Mississippi rail-road."

No. 6, (Council file,) "Memorial to Congress for an appro priation for the Fox, Wisconsin, and other rivers."

No. 7, (Council file,) “ Memorial to Congress for an appropria. tion for survey and construction of a rail-road from Platteville to the Mississippi."

No. 6, (H. R. file,) "Memorial to Congress to extend the ju risdiction of justices of the peace."

After some time the committee rose, and reported the said me. morials to the House, No. 6, (Council file,) with, and Nos. 5 and 7, (Council file,) and No. 6, (H. R. file,) without amend.

Mr. Stevens moved that the House do now adjourn.

Memorial No. 6 (H. R. file) was ordered to be engrossed and read a third time.

Mr. Cruson offered the following resolution which was adopt ed:

Resolved, That the use of the Hall of Representatives be tendered to the Rev. James Mitchell, for the purpose of holding di. vine worship this evening.

Mr. Sutherland moved that the House do now adjourn.

The motion was disagreed to.

Mr. Story moved to adjourn until 7 o'clock P. M.

The motion was disagreed to.

Mr. Conroc, from the committee appointed yesterday to examine and report as to the genuineness of the contracts and alle. gations set forth in the statement of Mr. Bird, made to this House, by leave, submitted a minority report.

Mr. Billings moved that 250 copies of the said report be print. ed, and that it be appended to the majority report.

Mr. Stevens moved to adjourn.

Which was disagreed to.

The motion of Mr. Billings was then agreed to.

Mr. Bracken, by leave, presented two accounts of James Morrison, one for rent of Library, and the other for lumber used by the commissioners of public buildings.

Mr. Jenkins presented the account of Edward Campbell for hauling stove from Milwaukee.

The said several accounts were referred to the committee on claims.

THURSDAY, January 9, 1840.

Mr. Cruson presented the petition of Samuel Hubbard, praying for a divorce,

Mr. Sholes moved that the petition be laid on the table.

Mr. Shew moved to amend the motion, that it be laid on the ta ble until the first day of the extra session.

The amendment to the motion was agreed to, and the motion decided in the affirmative.

On motion of Mr. Show,

Resolved, That the Secretary of this Territory be required to transmit one copy of the laws of this Territory to the Secretaries of each of the States and Territories in the United States.

Mr. Ray, from the committee on claims, reported several ac. counts which had been allowed by the said committee, and moved that they be referred to the committee on expenses.

So referred.

The Speaker laid before the House a message from the Ex. ecutive, notifying the House that he had on this day examined and approved of the following acts, viz:

"An act to organize the county of St. Croix."

"An act to amend an act of the Revised Statutes of 1839, entitled An act concerning the supreme and district courts.""

The House then proceeded to the orders of the day, when the undermentioned bills and memorials were read the third time, passed and titles thereof agreed to.

No. 5, (Council file,) "Memorial to Congress for appropria. tions for Lake Michigan and Mississippi rail-road."

No. 7, (Council file,) "Memorial to Congress for an appropria tion for survey and construction of a rail-road from Platteville to the Mississippi."

No. 25, (Council file,) "A bill to amend an act, entitled, ‘An act to change the corporate limits and powers of the town of Green Bay.'"

No. 37, (H. R. file,) "A bill to provide for the appointment

of agents to demand fugitives from justice, and for issuing search warrants."

No. 41, (H. R. file,) "A bill to organize the county of Dodge." Ordered, That the Council be requested to concur in bills Nos. 37 and 41.

The House then took up memorials Nos. 3 and 4, each enti. tled, "Memorial to Congress concerning pre-emption rights to miners."

And the question being on ordering memorial No. 3 to be engrossed and read a third time, and the ayes and noes being called, it was determined in the affirmative.

Those voting in the affirmative were, Messrs. Baldwin, Beardsley, Blackstone, Bracken, Brunson, Childs, Craig, Cruson, Dewey, Hoyt, Longstreet, McGregor, Newman, Ray, Shackelford, Shew, Sholes, Stevens, Story, Street and Sutherland--21.

Those voting in the negative were, Messrs. Billings, Conroe, Jenkins, Wells and Whiton, speaker--5.

On motion of Mr. Bracken,

Memorial No. 4 was ordered to lie on the table.

Mr. Street offered the following resolution:

Resolved, That James D. Doty, our Delegate in Congress be, and he is hereby requested to exert himself in Congress to get the termination of the Racine and Sinipec Territorial road changed so as to pass through Platteville and terminate at Lafayette, on the Mississippi river, in Grant county.

On motion of Mr. Bracken,

Ordered, That the said resolution be laid on the table.
Mr. Street offered the following resolution:

Resolved, That J. D. Doty, our Delegate in Congress, be re. quested to use his exertions to get the termination of the Territo rial road leading from Racine to Sinipee so changed as to terminate at Platteville, and that from thence there be two branches, one terminating at Lafayette, and the other at Sinipee.

The ayes and noes were called on the passage of said resolu tion, and were as follows:

Ayes-Messrs. Blackstone, Brunson, Conroe, Craig, Cruson,

Dewey, Longstreet, Newman, Stevens, Story, Street and Whiton, speaker-12.

So the resolution was not adopted.

On motion of Mr. Dewey,

Resolution No. 4, (Council file,) entitled, "Resolution to locate the university lands," was then taken up, and ordered to be read a third time.

On motion of Mr. Dewey,

Ordered, That the said resolution be read by its title the third time now.

The said resolution was then read the third time, passed and the title thereof agreed to.

Ordered, That the Council be informed thereof.

Message from the Council by their secretary:
