AFTERNOON SESSION.

Mr. Bracken offered the following resolution :

Three o'clock.

Resolved, That the Speaker of the House of Representatives be requested to invite any such minister of the gospel resident at, or who may visit Madison during the present session of the Legis. lature, as he may deem proper, to open the morning session of this House with prayer.

Mr. McGregor called for the ayes and noes on the question to agree to the resolution, which were as follows:

Ayes-Messrs. Bracken, Brunson, Conroe, Craig, Cruson, Dewey, Hoyt, Ray, Sholes, Stevens, Street and Whiton, speaker

Noes-Messrs. Baldwin, Beardsley, Billings, Jenkins. McGregor, Newman, Shackelford, Shew and Sutherland-9.

So the resolution was adopted.

Mr. McGregor moved a call of the House, which was ordered, and the absent members sent for.

Mr. Sholes moved a reconsideration of the vote adopting the resolution offered by Mr. Bracken.

Mr. Bracken moved a postponement of the motion until the House shall be full, which motion was lost.

The question then recurred on reconsidering the vote adopting

the resolution offered by Mr. Bracken, and the ayes and noes being called for, were as follows:

Ayes-Messrs. Baldwin, Beardsley, Billings, Brunson, Childs, Cruson, Jenkins, McGregor, Newman, Ray, Shackelford, Shew, Sutherland and Wells-14.

Noes-Messrs. Bracken, Conroe, Craig, Dewey, Hoyt, Sholes, Stevens, Street and Whiton, speaker-9.

So the said vote was reconsidered.

Mr. Baldwin moved the indefinite postponement of the resolu tion and the ayes and noes being called for, were as follows;

Ayes Messrs. Baldwin, Beardsley, Billings, Childs, Dewey, Jenkins, McGregor, Newman, Shackelford, Shew, Sutherland and Wells--12.

Noes--Messrs. Bracken, Brunson, Conroe, Craig, Cruson, Hoyt, Ray, Sholes, Stevens, Street and Whiton, speaker--11. So the resolution was indefinitely postponed.

Mr. Childs, from the committee on engrossed bills, reported the following resolution to be correctly engrossed, viz:

No. 2, "Resolution to enquire into the expediency of memo. rializing Congress to impose a duty on imported lead."

The said resolution was then announced for the third reading, and was read the third time, passed, and the title thereof agreed

to.

Ordered, That the Council be requested to concur therein.. Mr. Conroe gave notice, that on some future day he should ask leave to introduce a bill to amend the act in relation to strays. On motion of Mr. Shew,

The House adjourned.

WEDNESDAY, December 11, 1839. Mr. Dewey offered the following resolution, which was adopt. ed:

Resolved, That the committee on Territorial affairs be instruct. ed to inquire into the expediency of memorializing Congress to change the western termination of the road authorized by that bo.

dy to be laid out and opened from Racine by Janesville, to Sinipee on the Mississippi, from Sinipee, to some point on the Mississippi; or further, to inquire into the expediency of branching said road from or near the fourth principal meridian, to terminate north of the mouth of Platte river.

Mr. Brunson, from the select committee to which was referred the petition from citizens of Crawford county, in relation to the Military Reservation at Fort Snelling, and the petition from the half-breeds of the Sioux nation of Indians, in relation to the division of their lands on the Upper Mississippi, reported the following preambles and resolutions, viz:

Preamble and resolution No. 5, entitled

"Resolution in relation to the half-breed lands on Lake Pe. pin ;"

And preamble and resolution No. 6, entitied

"Resolution relative to the extension of the Military Reservation at Fort Snelling to the east side of the Mississippi river." Which were severally read a first and second time.

On motion of Mr. Brunson,

The House resolved itself into the committee of the whole, on said resolutions, Mr. Billings in the chair.

After some time the committee rose and by their chairman, reported the said resolutions to House without amendment, which report was agreed to, and the resolutions severally ordered to be engrossed and read a third time.

Mr. Shew, by leave, introduced resolution No. 7, entitled "Resolution relative to the committees on public buildings." Which was read a first and second time.

On motion of Mr. Sholes,

The House went into committee of the whole on said resolution, Mr. Baldwin in the chair.

After some time the committee rose and by their chairman, re. ported the said resolution to the House with an amendment, which was agreed to and the resolution ordered to be engrossed and read a third time.

Mr. Beardsley, on leave, introduced bill No. 3, entitled

"A bill relating to the duties of the register of deeds of the county of Rock."

Which was read a first and second time.

On motion of Mr. Dewey,

The said bill was referred to a select committee, to consist of one member from each election district.

The Speaker appointed Messrs. Dewey, Bracken, Ray, Hoyt, Childs, Beardsley, Sutherland and McGregor, said committee. On motion of Mr. McGregor,

The House adjounred until 3 o'clock P. M.

AFTERNOON SESSION.

Three o'clock.

Mr. Baldwin, from the committee on engrossed bills, reported resolutions with the following titles to be correctly engrossed,

viz :

No. 5, Pepin."

"Resolution in relation to the half-breed lands on Lake

No. 6, "Resolution relative to the extension of the military re serve at Fort Snelling to the east side of the Mississippi river.” And, No. 7, "Resolution relative to the committees on public buildings."

On motion of Mr. Sholes,

The rule which prohibits bills from being read a second and third time the same day was suspended, with reference to said resolutions, and they were severally read a third time, passed, and titles agreed to.

Ordered, That the Council be requested to concur therein.
On motion of Mr. Cruson,

The House adjourned.

THURSDAY, December 12, 1839.

Mr. Beardsley presented the petition of F. Chickering and others, praying that commissioners be appointed to locate and es. tablish a road from the point where the Milwaukee and Janesville

road crosses the line between towns three and four in range sixteen, to intersect the Janesville and Watertown road.

Which was read and referred to the committee on roads.

Mr. Baldwin offered the following resolution:

Resolved, That the committee on the judiciary, who have been instructed, by a previous resolution of this House, to enquire into the expediency of bringing in or reporting a bill to incorporate into the Statutes of Wisconsin the words which have been added ǝr supplied to them by the person appointed to superintend their publication, and also to expunge the superfluous words which have been enclosed in parenthesis and printed in italic; be further instructed to compare the enrolled bills, both of a local and general nature, now on file in the office of the Secretary of the Territory, with the printed laws, and to report to this House any discrepancies that may be found therein.

Mr. Story called for the ayes and noes, on the passage of the resolution, which were as follows: ayes 7, noes 14.

Those voting in the affirmative were, Messrs. Baldwin, Beardsley, Bracken, Billings, Craig, Jenkins and Shackelford.

Those voting in the negative were, Messrs. Childs, Conroe, Cruson, Hoyt, McGregor, Newman, Ray, Shew, Sholes, Stevens, Story, Sutherland, Wells and Whiton, speaker.

So the resolution was not adopted.

Mr. Shackelford moved that the resolution introduced by him, on the 9th inst., relating to the fiscal agency of Moses M. Strong, Esq., and which was laid on the table for the further consideration of this House, be now taken up and considered; and the ayes and noes being called for by Mr. Shackelford, there were ayes 15, noes 8.

Those voting in the affirmative wère, Messrs. Baldwin, Childs, Conroe, Cruson, Craig, Dewey, Hoyt, McGregor, Newman, Ray, Shackelford, Sholes, Stevens, Story and Sutherland.

Those voting in the negative were, Messrs. Beardsley, Billings, Bracken, Jenkins, Shew, Street, Wells and Whiton, speaker. So the House decided to take up and consider the said resolu

tion.
