On motion of Mr. Billings,

The House resolved itself into the committee of the whole, Mr. Conroe in the chair, for the consideration of bill No. 2, enti. tled

"A bill to amend an act entitled an act to provide for and regu late general elections," approved March 7th, 1839.

After some time the committee rose and reported the bill to the House without amendment.

The said bill was then, on motion of Mr. Sholes, laid on the table for the present.

Mr. Cruson, by leave, introduced bill No. 6, entitled

"A bill to amend an act entitled 'an act concerning strays.' Which was read the first and second time.

Message from the Council by the secretary thereof:

"Mr. Speaker-The Council have concurred in the resolution (No. 4) of this House, entitled

"Resolution relative to settlement of the accounts of the agent appointed to procure and superintend the publication of the Revised Statutes of Wisconsin."

And then he withdrew.

On motion of Mr. Brunson,

The House resolved itself into the committee of the whole, for the consideration of a bill and resolutions of the following titles, Mr. Billings in the chair, viz :

No. 1, “A bill to legalize the proceedings of the county officers' of Crawford county therein referred to."

No. 2, "Resolution relating to the public printing."

No. 8, "Resolution relative to the distribution of the local laws."

After some time the committee rose and reported bill No. 1, and resolution No. 8, without amendment, and asked leave to sit again on resolution No. 2.

Which was agreed to.

Mr. McGregor moved that bill No. 1, entitled "a bill to le

galize the proceedings of the county officers of Crawford county therein referred to," be indefinitely postponed.

And pending the question thereon,

On motion of Mr. Baldwin,

The House adjourned.

SATURDAY, December 14, 1839.

The Speaker announced the appointment of Messrs. Bracken and Childs, of the joint committee, on the part of the House, under the resolution of the two Houses, of the following title, to wit :

No. 4, "Resolution relative to the settlement of the accounts of the agent appointed to procure and superintend the publication of the Revised Statutes of Wisconsin."

Ordered, That the Council be acquainted therewith.

Mr. Longstreet presented petitions of citizens of the county of Milwaukee, and other documents, relating to the construction of a dam across the outlet of Pewaukee Lake; and moved that the same be referred to the committee to which similar petitions were referred on the 6th inst.

The ayes and noes being called on the question, shall the petitions be so referred?

It was decided in the affirmative, ayes 17, noes 6.

Those voting in the affirmative were, Messrs, Baldwin, Beardsley, Billings, Brunson, Childs, Conroe, Craig, Dewey, Jenkins, Longstreet, Newman, Ray, Shew, Story, Street, Sutherland and Whiton, speaker.

Those voting in the negative were, Messrs. Bracken, Cruson, Hoyt, McGregor, Sholes and Wells.

Ordered, That the petitions and accompanying documents be so referred..

Mr. Longstreet presented the petition of citizens of Milwaukee county, occupants upon the even numbered sections of the canal reservation, praying that the university lands be located on said sections.

And moved that the same be referred to the select committee to which that part of the Governor's message was referred which relates to the university lands, consisting of Messrs. Childs, Stevens and Longstreet.

Ordered, That the petition be so referred.

The Speaker laid before the House a communication from the Executive, relating to the fiscal agency of Moses M. Strong. Which was read and laid on the table.

Mr. Street, from the committee to whom the subject was re ferred, made the following report:

"The majority of the select committee, to which was referred so much of the Governor's message as relates to the admission of this Territory as one of the independent states of this union, have had the same under consideration, and world recommend the adoption of the following resolution :

Resolved, That the committee on the judiciary be instructed to bring in a bill authorizing the qualified electors of this Territory, at the next general election, to vote for or against the immediate admission of this Territory as one of the independant states of this Union."

On motion of Mr. Sholes,

Ordered, That the same be laid on the table.

Mr. Sholes, from the committee on enrolled bills, reported resolution No. 4 to be correctly enrolled, entitled

"Resolution relative to settlement of the accounts of the agent appointed to procure and superintend the publication of the Revised Statutes of Wisconsin."

The Speaker signed the same, and ordered it to be presented to the President of the Council for his signature.

Mr. Dewey, from the committee on roads, to which was refer red sundry petitions for the location of roads, reported bill No. 7, entitled

"A bill to provide for laying out and establishing certain Territorial roads therein named."

Which was read a first and second time;

And, on motion,

The committee were discharged from the further consideration of said petitions.

Mr. Bracken offered the following resolution :

Resolved, That the committee on the judiciary be instructed to inquire into the expediency of amending the act entitled "An act for assessing and collecting county revenue," so as to include within the list of taxable property, merchandize, and such other personal property, as they may deem expedient. Also, that all lands sold for taxes shall be by the judgment and decree of the circuit or district court, and that they report by bill or other. wise.

The question being put, "shall the said resolution pass?"
I was decided in the affirmative.

Mr. Longstreet, agreeably to notice previously given for leave, introduced bills Nos. 8 and 9, entitled as follows, viz :

No. 8, "A bill to amend Milwaukee town charter."

No. 9, "A bill to amend an act relating to roads and highways."

Which were severally read a first and second time.

The following message was received from the Council by their

secretary:

"Mr. Speaker-The Council have passed bills as follows, in which I am directed to ask the concurrence of this House :

"No. 3, A bill to divide the towns of Kinnikenick and Lis. bon, and to change the name of Prairie Village ;' and

"No. 5, A bill to amend an act entitled 'an act to provide for a Territorial revenue.'

And then he withdrew.

The House then proceeded to the orders of the day, when Mr. McGregor moved a call of the House, which was ordered.

A call of the House having been made, and it appearing that Mr. Shackelford only was absent, the House,

On motion of Mr. Billings,

Granted leave of absence to Mr. Shackelford until Monday

next.

The question then being on ordering bill No. 1 to a third reading, entitled

"A bill to legalize the proceedings of the county officers of Crawford county therein referred to.'

Mr. McGregor renewed his motion of yesterday, for the indefinite postponement of the said bill; and, after debate, the question was put, "shall the said bill be indefinitely postponed ?"

And the ayes and noes being called, by Mr. McGregor, were as follows:

Ayes-Messrs. Baldwin, Beardsley, Bracken, Cruson, Dewey, Hoyt, Jenkins, McGregor, Newman, Ray, Shew, Sholes, Stevens, Story and Sutherland-15.

Noes-Messrs. Billings, Brunson, Childs, Conroe, Craig, Longstreet, Street and Whiton, speaker-8.

So the bill was indefinitely postponed.

Ordered, That the Council be acquainted therewith.

Resolution No. 8, entitled "Resolution relative to the distribution of the local laws," was ordered to be engrossed for the third reading.

Mr. Shew gave notice that, on some future day, he should beg leave to introduce a memorial praying the Congress of the United States to pass a law for the confirmation of the titles to lots one, two and three on Walker's Point, in the county of Milwaukee.

Mr. Bracken gave notice that, on some future day, he would ask leave to introduce a bill to provide for levying and collecting a tax on all teams of horses, oxen or mules, owned by non-residents of this Territory, which may be hereafter engaged in hauling lead or lead ore within this Territory.

Mr. Street gave notice that he should, on some future day, ask leave to introduce a bill to amend an act entitled

"An act concerning costs and fees."
