A bill and memorial from the Council were read the first and second time, entitled as follows:

No. 4, "A bill to change the time of holding the district court in and for the county of Racine, and for other purposes.' No. 2, "Menorial to Congress for appropriations for harbors."

On motion of Mr. Conroe,

The House resolved itself into the committee of the whole, on bills of the following titles, Mr. Sholes in the chair, viz :

No. 5, "A bill to organize the county of St. Croix."

No. 8, "A bill to amend Milwaukee town charter."

No. 9, "A bill to amend an act relating to roads and high. ways."

No. 10, "A bill to provide for laying out a Territorial road from Geneva lake to Fon du Lac."

After some time the committee rose and by their chairman re. ported bills Nos. 8 and 9 without amendments, and Nos. 5 and 10 with amendments.

Mr. Street moved to postpone indefinitely bill No. 5.

And the hyes and noes being called on the question to postpone, there were ayes 11, noes 13.

Those voting in the affirmative were, Messrs. Brunson, Conroe, Craig, Jenkins, Longstreet, Newman, Ray, Story, Street, Sutherland and Whiton, speaker.

Those voting in the negative were, Messrs, Baldwin, Beardsley, Bracken, Childs, Cruson, Dewey, Hoy, McGregor, Shackel. ford, Shew, Sholes, Stevens and Wells.

So the motion was lost.

The amendments to bills Nos. 5 and 10 were then agreed to, and bill No. 10 ordered to be engrossed for the third reading.

On motion of Mr. Street,

Ordered, That the said bill be laid on the table.

On motion of Mr. Wells,

Ordered, That bill No. 8 be laid on the table.

On motion of Mr. Dewey,

Ordered, That bill No. 9 be also laid upon the table.

Mr. Sholes, agreeably to notice, obtained leave to introduce bill, which was read a first and second time, ordered to lie on the table and be printed, entitled as follows:

No. 17, "A bill to authorize William H. Bruce, and others, to build and maintain a dam on the Manitouwoc river, and for other purposes."

Mr. Childs from the committee on engrossed bills reported the following to be correctly engrossed, viz:

No. 4, "A bill to establish certain ferries therein named."
Mr. Cruson moved to adjourn, which was disagreed to.

On motion of Mr. Sholes,

The House adjourned until 3 o'clock P. M.

AFTERNOON SESSION.

Three o'clock.

Mr. Shackelford, by leave, presented the petition of J. R. Brown and others, relating to the organization of a county to be called St. Croix, which was read and laid on the table.

Message from the Council by their Secretary:

"Mr. Speaker-The Council have passed memorial No. 4, en. titled Memorial to Congress for an appropriation for the estab lishment of a penitentiary,' in which the concurrence of this House is requested.

"And have concurred in bill No. 1 of this House, entitled ' a bill to establish a Territorial road from Madison to Frankfort in Dodge county,' and in the amendment of this House to the follow. ing:

"No. 7, A bill to amend the act entitled an act to provide for and regulate general elections.'

"No. 3, 'Memorial to Secretary of War for the construction of a military road from Fort Howard to Fort Snelling;' and, "No. 2, 'Resolution relating to the public printing.'

And then he withdrew.

On motion of Mr. Dewey,

The House resolved inself into committee of the whole, Mr.

Baldwin in the chair, having under consideration bills of this House as follows, viz :

No. 3, "A bill relating to the duties of the register of deeds for the county of Rock."

No. 6, "A bill to amend an act entitled 'an act concerning strays;'" and,

No. 7, "A bill to provide for laying out and establishing certain Territorial roads therein named."

After some time the committee rose and, by their chairman, reported the said bills to the House with amendments..

The amendments to bills Nos. 3 and 7 were severally agreed to, and the bills ordered to be engrossed for a third reading. On motion of Mr. Wells,

Ordered, That bill No. 6 do lie on the table.

Mr. Shackelford, from the joint committee on enrolment, reported bill No. 1, entitled "a bill to establish a Territorial road from Madison to Frankfort in Dodge county to be correctly enrolled; when

The Speaker signed said bill.

On motion of Mr. Brunson,

Ordered, That bill No. 4, entitled "A bill to establish certain ferries therein named," be recommitted to the committee of the whole.

The House then went into the committee of the whole on said bill, Mr. Cruson in the chair.

After some time the committee rose and reported the said bill to the House with amendments.

The amendments were agreed to.

The question was then put "shall the bill be engrossed and

read a third time?" and,

The ayes and noes being called for on said question, there

were

On motion of Mr. Billings,

The House adjourned.

THURSDAY, December 19, 1839.

The Speaker appointed Messrs. Sholes, Story and Street, of the committee on the part of this House, under joint resolution No. 2, Council File, entitled

"Resolution relating to the public printing."

Ordered, That the Council be informed thereof.

Mr. Wells presented the remonstrance of Jonathan Lyman, and others, against the erection of a dam across the west branch of Rock river, in town seven, range fourteen; and also an affidavit of Benjamin Nute, upon the same subject, which were read; and,

Ordered to lie on the table.

Mr. Street presented the accounts of Thomas Watson & Son, and of John P. Rogers, for publishing laws.

Which were referred to the committee on claims.

Mr. Jenkins presented the accounts of Wesh & Plowman for printing Journals.

Ordered, That the same be referred to the joint committee on public printing.

Mr. Longstreet, from the committee on Internal Improvements, made the following report:

The committee on Internal Improvements, to whom was referred so much of the Governor's message as relates "to memoriali. zing Congress for appropriations to aid in internal improvements in the Territory," and, also, that portion of it relating "to the Milwaukee and Rock river canal," beg leave, respectfully, to report:

That your committee have endeavored to examine the different subjects committed to their consideration, with that attention, to

which their paramount interest and importance, so fully entitle them.

It is idle to multiply words in accumulating proof of the truth of a self-evident proposition. Your committee, therefore, will not attempt any detailed statement, to demonstrate the obvious claims which the various projected works of internal improvement in our thriving Territory, present to the favorable regard of our govern. ment at Washington.

If the general government is not indisposed to pursue a policy towards her Territories, which must inevitably promote not only their interests but her own, by increasing the amount of nett pro. ceeds to be derived from the sales of public lands, she will not hesitate to appropriate a few odd acres towards the accomplishment of such improvements as will obviously enhance the value of the remainder of her wide domain, in a ratio, not commensurate with their cost merely, but incomparably greater.

Your committee, therefore, relying upon the intelligence and patriotism of Congress to view the subject in its true light, respect. fully recommend memorializing their honorable bodies for liberal appropriations of land for the benefit of the following works,

viz :

1. The Lake Michigan and Mississippi rail-road. 2. Improvement of the Fox and Wisconsin rivers.

Also, an appropriation in money, sufficient to complete the construction of

The United States road from Milwaukee to the Mississippi; The United States road from Racine to Sinipee; and the survey and estimate of

The Lake Michigan and Mississippi rail-road;

The improvement of the navigation of the Slough connecting the Mississippi and Grant rivers, opposite the Town of La Fayette in Grant county.
