As such committee were appointed Messrs. Tɔmpkins, Kime and Knight.

Mr. Kelley, chairman, on behalf of the Committee to wait upon the Chief Justice, reported the presence of Chief Justice Lacey and his readiness to administer the oath of office to the members and officers-elect.

M. M. Towne of Albany county was then presented and sworn according to law, as a member of the House.

Chief Justice Lacey then administered the oath of office to the officers-elect:

Frank H. Clark, Chief Clerk.

Fred W. Ransom, Assistant Chief Clerk.

W. H. Hibbard, Sergeant-at-Arms and Doorkeeper.

O. P. Yelton, Doorkeeper.

Charles Russell, Janitor.

Moved by Mr. Seaton, and duly carried, that the rules which governed the Eighth Legislative Assembly shall govern the Ninth Legislative Assembly until new rules shall be adopted.

Upon motion by Mr. Williams, the Speaker appointed a committee of three to wait upon his Excellency, Governor Warren, and notify him of the permanent organization of the House of the Ninth Legislative Assembly and ascertain at what time it would be convenient for him to meet the Council and House in Joint Session.

The Speaker appointed as such committee, Messrs. Guernsey, Genter and Dole.

The following messages were received from the Council:

COUNCIL CHAMBER,

WYOMING TERRITORY, January 14, 1886.

Hon. Speaker of the House of Representatives:

SIR-I have the honor to inform your Honorable Body that the Council of the Ninth Legislative Assembly of the Territory of Wyoming is now, fully organized, and has elected permanent officers as follows:

President-Hon. J. W. Blake.

Chief Clerk-W. F. Hosford.

Chief Enrolling and Engrossing Clerk-W. R. Wightman. Messenger-J. M. Finley.

Chaplain-Rev. Geo. C. Rafter.

Watchman-J. Pugh.

And the Council is now ready to proceed with the business of the session.

WYOMING TERRITORY, January 14, 1886.

Hon. Speaker of the House of Representatives :

SIR-The enclosed C. J. R. No. I was this day introduced in the Council by Hon. Mr. Teschemacher and was passed under suspension of the rules, and the concurrence of your Honorable Body therein is respectfully requested. The chair has appointed on such committee from the Council Hon. Mr. Teschemacher. Very Respectfully,

Upon motion by Mr. Downey the rules were suspended for the purpose of taking immediate action upon C. J. R. No. 1.

Upon motion by Mr. Kelley, C. J. R. No. 1, relating to a Committee on Rules, was read a first, second and third time and placed upon its final passage, and unanimously concurred in. Ayes, 17.

Nays, o.

Mr. Speaker appointed as members of the committee provided for by C. J. R. No. 1, Mr. Downey of Albany County and Mr. Tompkins of Laramie County.

Moved by Mr. Kelley and duly carried, that a committee of five be appointed as a Committee upon Rules for the government of the House.

As such committee were appointed Messrs. Genter, Robins, Turrill, Seaton and Russell.

Upon motion the members proceeded with the drawing of seats by counties.

Upon motion of Mr. Downey, the Chief Clerk was instructed to notify the Hon. Secretary of the Territory of the permanent organization of the House, with the list of officers elected. The following message was then received from the Council:

Moved by Mr. Kelley, and duly carried, that C. J. R. No. 4 be read first, second and third times and placed on its final passage under a suspension of the rules.

Thereupon, C. J. R. No. 4, relating to official reporter, was unanimously concurred in.

Upon motion of Mr. Seaton a committee of one was appointed to notify Rev. D. L. Rader of his election to the Chaplaincy of the House, and as such committee was appointed Mr. O'Brien. Mr. Guernsey, of the committee appointed to wait upon his Excellency the Governor, reported that Governor Warren would meet with a Joint Session of the Council and House on Tuesday afternoon at 2:30 o'clock p. m.

Upon motion by Mr. Seaton, C. J. R. No. 3 was taken up, read first, second and third times under a suspension of the rules and placed upon its final passage.

Thereupon, C. J. R. No. 3, relating to adjournment, was unanimously concurred in.

Upon motion by Mr. Guernsey, the Chief Clerk was instructed to invite the Council to meet the House in Joint Session on Tuesday next at 2:30 o'clock p. m., for the purpose of receiving from his Excellency Governor F. E. Warren his Message to the Ninth Legislative Assembly.

Upon motion by Mr. Seaton, the House stood adjourned until Tuesday next at 2 o'clock p. m.

After prayer by the Chaplain of the House, the following message from the Council was received:

CHEYENNE, WYOMING, January 14, 1886.

Hon. Speaker of the House:

SIR-I am instructed to notify you that your invitation to meet the House in Joint Session on Tuesday next at 2.30 p. m., for the purpose of receiving from his Excellency Governor F. E. Warren his message to the Legislative Assembly, is accepted.

The journal of last Thursday's session was read and approved. The following message from the Council was then received: COUNCIL CHAMBER,

SIR-I have the honor to inform your Honorable Body that the enclosed C. J. R. No. 5 was this day introduced in the Council by Mr. Ford, and under suspension of the rules was read first, second and third times and passed by the following vote:

And the concurrence of the House therein is respectfully requested.

Mr. Kelley, chairman of the Committee on Credentials, then presented the following report:

Mr. Speaker:

CHEYENNE, Wyo., Jan. 19, 1886.

We, your Committee on Credentials, beg leave to present the following report:

That we have examined the credentials of the following persons and find them entitled to a seat in this House as members:

Upon motion by Mr. Robins, the report of the Committee on Credentials was received, and the committee discharged.

Moved by Mr. Downey, and duly carried, that a committee be appointed to wait upon the Council and notify that Honorable Body that the House is ready to receive it in Joint Session.

The following gentlemen were then appointed as such committee: Mr. Downey, Mr. Guernsey and Mr. Genter.

Upon motion by Mr. Tompkins the House stood in recess for five minutes.

The House was then called to order by the Hon. Speaker for the purpose of receiving the Honorable Council.

Mr. Downey, chairman, then presented the Hon. J. W. Blake, President of the Council, who assumed the chair and declared the House and Council to be in Joint Session for the purpose of receiving the biennial message of his Excellency the Governor.

Moved by Mr. Ford, and carried, that a committee of three, one from the Council and two from the House, be appointed to wait upon his Excellency the Governor and inform him that the House and Council in Joint Session were ready to receive any communication which he might see fit to deliver.

As such committee were appointed: Mr. Ford of the Council, and Mr. Downey and Mr. Genter of the House.

Mr. Ford, of the committee, reported, introducing his Excellency F. E. Warren, Governor of Wyoming.

Whereupon his Excellency, the Governor, delivered to the House and Council in Joint Session his biennial message.

Upon motion by Mr. Downey, the Joint Session was then declared dissolved.
