Mr. Kelley, chairman, on behalf of the Committee to wait upon the Chief Justice, reported the presence of Chief Justice Lacey and his readiness to administer the oath of office to the members and officers-elect. M. M. Towne of Albany county was then presented and sworn according to law, as a member of the House. Chief Justice Lacey then administered the oath of office to the officers-elect: Hon. J. S. Moved by Mr. Seaton, and duly carried, that the rules which governed the Eighth Legislative Assembly shall govern the Ninth Legislative Assembly until new rules shall be adopted. Upon motion by Mr. Williams, the Speaker appointed a committee of three to wait upon his Excellency, Governor Warren, and notify him of the permanent organization of the House of the Ninth Legislative Assembly and ascertain at what time it would be convenient for him to meet the Council and House in Joint Session. The Speaker appointed as such committee, Messrs. Guernsey, Genter and Dole. The following messages were received from the Council: COUNCIL CHAMBER, WYOMING TERRITORY, January 14, 1886. Hon. Mr. Speaker appointed as members of the committee provided for by C. J. R. No. 1, Mr. Downey of Albany County and Mr. Tompkins of Laramie County. Moved by Mr. Kelley and duly carried, that a committee of five be appointed as a Committee upon Rules for the government of the House. As such committee were appointed Messrs. Genter, Robins, Turrill, Seaton and Russell. Upon motion the members proceeded with the drawing of seats by counties. Upon motion of Mr. Downey, the Chief Clerk was instructed to notify the Hon. Secretary of the Territory of the permanent organization of the House, with the list of officers elected. Rader of his election to the Chaplaincy of the House, and as such committee was appointed Mr. O'Brien. Mr. Guernsey, of the committee appointed to wait upon his Excellency the Governor, reported that Governor Warren would meet with a Joint Session of the Council and House on Tuesday afternoon at 2:30 o'clock p. m. H. Bussey, J. M. Lobban. A. D. KELLEY, Chairman, DAVID B. DOLE, Committee. Upon motion by Mr. Robins, the report of the Committee on Credentials was received, and the committee discharged. Moved by Mr. Downey, and duly carried, that a committee be appointed to wait upon the Council and notify that Honorable Body that the House is ready to receive it in Joint Session. The following gentlemen were then appointed as such committee: Mr. Downey, Mr. Guernsey and Mr. Genter. Upon motion by Mr. Tompkins the House stood in recess for five minutes. The House was then called to order by the Hon. Speaker for the purpose of receiving the Honorable Council. Mr. Downey, chairman, then presented the Hon. J. W. Blake, President of the Council, who assumed the chair and declared the House and Council to be in Joint Session for the purpose of receiving the biennial message of his Excellency the Governor. Moved by Mr. Ford, and carried, that a committee of three, one from the Council and two from the House, be appointed to wait upon his Excellency the Governor and inform him that the House and Council in Joint Session were ready to receive any communication which he might see fit to deliver. As such committee were appointed: Mr. Ford of the Council, and Mr. Downey and Mr. Genter of the House. Mr. Ford, of the committee, reported, introducing his Excellency F. E. Warren, Governor of Wyoming. Whereupon his Excellency, the Governor, delivered to the House and Council in Joint Session his biennial message.
